ISO 22000 certification in Uganda at a glance
In Uganda, ISO 22000 is asked for by buyers and schemes rather than required by law. The drivers below show where the pressure comes from.
Food safety buyers in Uganda rarely accept a promise; they want a system they can audit. ISO 22000 gives processors, packers and exporters that system, built around hazard analysis, prerequisite programmes and traceability. The Uganda National Bureau of Standards develops and enforces national standards, many harmonised with Codex, and certifies products under its Q-Mark, but an ISO 22000 certificate stays voluntary and buyer-driven. The trade ministry has tied accreditation to export market access, which makes the accreditation behind a certificate worth checking. Certificates come from certification bodies accredited for ISO 22000, by the Uganda National Accreditation Service where its scope covers it or by an accreditation body within the international arrangements; Sterling does not certify. Sterling's Nairobi office prepares plants on-site and remotely, bringing 20+ years of food safety practice.
Who needs ISO 22000 in Uganda, and what happens without it
In Uganda the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.
- Food processors and packersUNBS develops and enforces national standards, many harmonised with Codex, and buyers expect a documented food safety system behind them.
- Agricultural and food exportersThe trade ministry links accredited conformity assessment to food export market access.
- Suppliers to supermarkets, hotels and institutional caterersLarge buyers often ask suppliers for a certified food safety management system before listing them.
- Producers in industrial parksAgro-processing investors in parks commonly supply regional customers with their own supplier approval rules.

Strip away the vocabulary and ISO 22000 requires a company to prove six things about keeping food safe from supplier to customer.
In Uganda these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO 22000 explained →

How long does ISO 22000 certification take in Uganda?
There is no standard duration: it depends on your scope and on how much of the system already runs. In Uganda these are the factors that set the timeline.
- Number of product lines, processing sites and seasonal peaks
- State of prerequisite programmes, hazard analysis and traceability
- Laboratory testing and verification records available
- Certification body availability during production periods
Sterling agrees a dated plan with you on the discovery call, once the scope is known.
How much does ISO 22000 certification cost in Uganda?
The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Uganda these factors move both.
- Number of sites and product categories in scope
- Infrastructure fixes for hygiene and pest control
- Laboratory testing and calibration
- Certification body audit fees quoted separately
Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.
ISO 22000 consultants and certification bodies in Uganda
Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.
- Check that the body’s accreditation or approval covers ISO 22000 and your sector, and that its certificates can be verified online.
- Ask the consultant how the local requirements in Uganda are mapped into the same system, so nothing runs twice.
- Ask for client references in your sector; Sterling’s client letters are available on request.
- Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.
Laws and regulations that drive ISO 22000 in Uganda (3)
| Instrument | How it treats the standard |
|---|---|
| Uganda National Bureau of Standards (UNBS), Cap 327 | Context UNBS enforces national standards, its stock includes standards harmonised with Codex Alimentarius and it certifies products under the Q-Mark; ISO 22000 certification is voluntary. |
| Ministry of Trade, Industry and Cooperatives statement on accreditation (2025) | Context The ministry linked accreditation to food and agriculture export access and said the facilities accredited so far held foreign accreditation; it does not require ISO 22000. |
| UGANAS accreditation of management system certification bodies | Context UGANAS lists a scheme for management system certification bodies in line with ISO/IEC 17021; ask each body which accreditation covers ISO 22000 in the food chain category you need. |
Accreditation, audit language and remote audits in Uganda
Choose a certification body accredited for this standard by an accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA), or by the Uganda National Accreditation Service (UGANAS) where its accreditation scope covers the standard; check that the scope covers your sector. UGANAS lists an accreditation scheme for management system certification bodies in line with ISO/IEC 17021, and the Ministry of Trade, Industry and Cooperatives stated in 2025 that the testing and certification facilities in Uganda accredited by then held accreditation from foreign accreditation bodies, so ask each body for its accreditation certificate and scope. Audit language
English is the language of Uganda's Acts of Parliament, regulators' guidance and most business records; interviews with operators or suppliers may need an interpreter for a local language. Agree the audit language, any interpreter and the language of controlled documents with the certification body at application.
Remote and on-site
Food safety audits are normally on-site so that processing areas, hygiene and prerequisite programmes can be seen; document review can be partly remote.
ISO 22000 in Uganda: questions clients ask
Is ISO 22000 compulsory for food businesses in Uganda?
No law cited here makes it compulsory. UNBS enforces national standards for food, many harmonised with Codex, and certifies products with its Q-Mark, while ISO 22000 remains a voluntary management system certificate. It earns its place when buyers or export markets ask for one. Check product-specific rules with UNBS or your adviser.
Why does accreditation matter for Ugandan food exporters?
Because overseas buyers judge a certificate by who accredited the body behind it. The trade ministry has publicly tied accreditation to food and agriculture export access and noted that facilities accredited so far relied on foreign accreditation bodies. Confirm early which accreditation marks your target market recognises.
Which certification bodies can certify ISO 22000 in Uganda?
Food safety certification bodies whose accreditation names ISO 22000 and the food chain categories you work in, for example processing of perishable plant products. That accreditation may come from UGANAS or from a foreign accreditor. A certificate from an unaccredited body rarely satisfies export buyers, so check before you sign.
What slows an ISO 22000 project in a Ugandan food plant?
Prerequisite programmes and traceability usually take the longest: hygiene, pest control and records must work before the hazard analysis holds up. Several product lines or sites and seasonal peaks stretch the effort, as do gaps in laboratory verification. Book the certification body for a period when the plant is actually producing.
