In short

HACCP certification in Uganda at a glance

In Uganda, HACCP is asked for by buyers and schemes rather than required by law. The drivers below show where the pressure comes from.

Hazard analysis is where every Ugandan food safety programme ought to begin, and HACCP is the method most buyers recognise. A plan identifies the hazards in each process flow, sets critical control points and limits, and keeps monitoring and verification records. The Uganda National Bureau of Standards develops and enforces national standards, many harmonised with Codex, and certifies products under its Q-Mark, while a HACCP certificate stays a voluntary, buyer-facing document. Because the trade ministry has linked accreditation to export access, exporters should check which accreditation sits behind any certificate offered. Certification comes from an accredited certification body, never from Sterling. Sterling's Nairobi office helps processors, caterers and hotels build and test the plan on-site, with Sterling Academy training included for food handlers and supervisors.

The need

Who needs HACCP in Uganda, and what happens without it

In Uganda the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Food processors and caterersA HACCP plan is the practical way to control hazards behind the national food standards UNBS enforces.
  • Exporters of food and agricultural productsThe trade ministry ties accredited conformity assessment to export access.
  • Hotels and institutional kitchensCorporate clients and tour operators often ask for documented food safety controls.

Requirements

HACCP requirements in Uganda

Strip away the vocabulary and HACCP asks a food business to prove six things about how it controls food safety hazards.

A team knows the product and processA competent team has described each product, its intended use and a verified flow diagram of how it is made.
Hazards are analysedEvery significant hazard at each step is identified, and the measures that will control it are decided.
Critical control points have limitsThe steps where control is essential are identified, each with critical limits that separate safe from unsafe.
Monitoring and correction are routineEach critical point is monitored, and corrective action is defined in advance and taken whenever a limit is breached.
The plan is verifiedChecks confirm the plan works, from validating limits to reviewing records and reassessing when anything changes.
Records prove itDocuments and records show the plan was followed, ready for customers, auditors and food inspectors.

In Uganda these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: HACCP explained →

Time

How long does HACCP certification take in Uganda?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Uganda these are the factors that set the timeline.

  • Number of products and process flows to analyse
  • Prerequisite programmes such as cleaning and pest control
  • Monitoring and verification records at critical control points
  • Certification body visit during production

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does HACCP certification cost in Uganda?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Uganda these factors move both.

  • Number of process lines and sites
  • Hygiene and infrastructure improvements
  • Laboratory verification testing
  • Certification body fees quoted separately

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

HACCP consultants and certification bodies in Uganda

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers HACCP and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Uganda are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive HACCP in Uganda (2)

    InstrumentHow it treats the standard
Uganda National Bureau of Standards (UNBS), Cap 327Context
UNBS enforces national standards, including standards harmonised with Codex, and certifies products under the Q-Mark; the presentation cited does not make a HACCP certificate compulsory.
Ministry of Trade, Industry and Cooperatives statement on accreditation (2025)Context
The ministry links accreditation to food and agriculture export access; it does not require HACCP certification.

Accreditation, audit language and remote audits in Uganda

HACCP is a set of principles; a HACCP certificate from an accredited certification body is a voluntary extra that buyers may ask for. Choose a certification body accredited for this standard by an accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA), or by the Uganda National Accreditation Service (UGANAS) where its accreditation scope covers the standard; check that the scope covers your sector. Ask the body which accreditation and scheme sit behind its HACCP certificate and whether your buyer accepts it, because many bodies serving Uganda carry foreign accreditation. Audit language

English is the language of Uganda's Acts of Parliament, regulators' guidance and most business records; interviews with operators or suppliers may need an interpreter for a local language. Agree the audit language, any interpreter and the language of controlled documents with the certification body at application.

    Remote and on-site

HACCP audits are on-site, during production, so that critical control points and monitoring can be seen.

HACCP in Uganda: questions clients ask

Do Ugandan food businesses need a HACCP certificate by law?

The material cited does not make one compulsory. UNBS develops and enforces national standards, including those harmonised with Codex, and certifies products under its Q-Mark. A HACCP certificate is something buyers ask for. Check sector-specific requirements with UNBS or the responsible ministry before deciding.

What is the difference between HACCP and ISO 22000 for a Ugandan exporter?

HACCP is a set of hazard control principles, and a HACCP certificate is a voluntary buyer-facing document. ISO 22000 wraps those principles in a full management system certified by an accredited body. Exporters whose buyers expect a recognised scheme usually find ISO 22000 or FSSC 22000 travels further.

Does accreditation matter for a HACCP certificate in Uganda?

Yes, if the certificate is meant for export buyers. The trade ministry has publicly linked accreditation to food export access. Ask the certification body which accreditation and scheme stand behind its HACCP certificate, and confirm the buyer recognises them before the audit is booked.

What decides the effort of a HACCP project in Uganda?

The number of products and process flows, because each needs its own hazard analysis. Weak prerequisite programmes, such as cleaning or pest control, must be fixed first, and monitoring records at critical control points need time to build up. The audit itself should fall during a production run.
