In short

ISO 22000 certification in Türkiye at a glance

In Türkiye, ISO 22000 is asked for by buyers and schemes rather than required by law. The drivers below show where the pressure comes from.

Food makers in Türkiye start from a legal floor: the Food Hygiene Regulation, issued under Law No. 5996, requires operators after primary production to apply procedures based on the HACCP principles. ISO 22000 builds a certifiable food safety management system on that floor, and it is what exporters, retail buyers and ingredient customers tend to request. The standard is voluntary, and a public tender may ask for certificates from accredited institutions. Global ACI shows TÜRKAK as recognised for ISO 22000 certification, through ISO 22003-1, since 2018, so an accredited local route exists, and bodies accredited elsewhere within the international arrangements can also certify. Sterling's Dubai office helps processors and suppliers build the prerequisite programmes, hazard analysis and traceability records, on-site or remotely, with Effivity and Sterling Academy included; the accredited body audits and issues the certificate.

The need

Who needs ISO 22000 in Türkiye, and what happens without it

In Türkiye the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Food and beverage processorsThe Food Hygiene Regulation already requires HACCP-based procedures after primary production, and ISO 22000 wraps them in a certifiable management system.
  • Exporters of processed food to retail and food-service customersBuyers ask for a recognised food safety certificate beyond the legal minimum.
  • Packaging, ingredient and logistics suppliers to food makersFood makers audit their suppliers and prefer certified ones.
  • Catering and food-service operatorsHazard analysis and traceability are central to customer audits.

Requirements

ISO 22000 requirements in Türkiye

Strip away the vocabulary and ISO 22000 requires a company to prove six things about keeping food safe from supplier to customer.

The basics of hygiene are in placePrerequisite programmes cover premises, cleaning, pest control, personal hygiene, water, maintenance and supplier approval.
You analysed the hazardsBiological, chemical and physical hazards are identified for each product and process step, and the controls needed are decided.
Critical controls are monitoredControl measures are validated, monitored and acted on when limits are breached, following HACCP principles.
Unsafe product does not leaveTraceability, handling of potentially unsafe product, withdrawal and recall are planned and tested.
Food safety information flows along the chainInformation is exchanged with suppliers, customers, authorities and your own staff so hazards are not missed.
Leadership reviews and improvesManagement sets food safety policy and objectives, the system is verified and audited, and it is updated as risks change.

In Türkiye these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO 22000 explained →

How Sterling gets a Turkish company certified

Time

How long does ISO 22000 certification take in Türkiye?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Türkiye these are the factors that set the timeline.

  • Prerequisite programmes and HACCP plan to build or update
  • Product ranges, lines and sites in scope
  • Traceability and recall exercises to run
  • Certification body scheduling around seasonal production peaks and holidays

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does ISO 22000 certification cost in Türkiye?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Türkiye these factors move both.

  • Number of sites, lines and products in scope
  • Laboratory testing and facility upgrades
  • Certification body audit fees, quoted separately
  • Moving up to FSSC 22000 if a retail customer asks

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

ISO 22000 consultants and certification bodies in Türkiye

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers ISO 22000 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Türkiye are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive ISO 22000 in Türkiye (3)

InstrumentHow it treats the standard
TÜRKAK recognition entries (Global ACI)Market driver
Global ACI shows TÜRKAK recognised for ISO 22000 (via ISO 22003-1) management systems certification from 5 April 2018, so an accredited local route exists; this is not a mandate.
Food Hygiene Regulation (Gıda Hijyeni Yönetmeliği) and Law No. 5996Legal baseline
Requires a food business operator, for stages after primary production, to put in place, apply and maintain procedures based on the HACCP principles, with records proportionate to the business; ISO 22000 certification is separate and voluntary.
Public Procurement Law No. 4734 and the Public Procurement AuthorityDoes not make the standard compulsory
A contracting authority may ask for certificates from accredited institutions, and the tender documents say which.

Accreditation, audit language and remote audits in Türkiye

Use a certification body accredited for ISO 22000 by TÜRKAK or by an accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA); check that the accreditation scope covers the standard and your sector. Global ACI lists TÜRKAK as recognised for ISO 22000 (through ISO 22003-1) from April 2018. The accredited certification body decides, not Sterling. Edition and transition details: ISO 22000 hub →

Audit language

Turkish is the usual working language and the audit is normally run in it; agree the audit language, any interpreter and the language of controlled documents with the certification body at application, and say early if records will be in English.

Remote and on-site

Documentation review can be remote at the certification body's discretion; plants, storage and the HACCP plan in operation are verified on-site.

ISO 22000 in Türkiye: questions clients ask

Is HACCP mandatory for Turkish food businesses?

For food business operators carrying out production, processing or distribution after primary production, yes: the Food Hygiene Regulation requires procedures based on the HACCP principles and records proportionate to the business. A certificate is not the legal test, and ISO 22000 is voluntary. Confirm what applies to your activity with the Ministry of Agriculture and Forestry or counsel.

Who issues an ISO 22000 certificate in Türkiye?

An accredited certification body does, not Sterling. Global ACI lists TÜRKAK as recognised for ISO 22000, through ISO 22003-1, from April 2018. Bodies accredited elsewhere within the arrangements may also certify Turkish plants. Ask for the accreditation certificate and check that the scope covers your food category.

When should a food maker choose FSSC 22000 instead?

When a retailer or manufacturer customer asks for a scheme benchmarked for its supply chain. FSSC 22000 builds on ISO 22000 with additional requirements, and Global ACI lists TÜRKAK for it from June 2021. Check the customer's approved-scheme list first, because moving later means a second audit.

Does ISO 22000 replace official food inspections?

No. Official controls, registration and approval of food businesses by the competent authority continue whether or not you hold a certificate, and the Regulation itself provides for official controls. A certificate shows a management system audited by a certification body. Ask the Ministry of Agriculture and Forestry how inspections apply to your premises.
