In short

HACCP certification in Türkiye at a glance

Food Hygiene Regulation (Gıda Hijyeni Yönetmeliği) requires HACCP for the organisations it covers. Most Turkish buyers ask for it anyway.

For a Turkish bakery, dairy, cannery or catering kitchen, HACCP is not an optional extra: the Food Hygiene Regulation, issued under Law No. 5996, tells operators after primary production to put in place, apply and maintain procedures based on the seven HACCP principles and to keep records that suit the size of the business. What is optional is a third-party certificate, and that is driven by customers rather than by law. Global ACI's entry for TÜRKAK shows no separate HACCP line, so ask any body offering a certificate which scheme and accreditation sits behind it. Sterling's Dubai office helps operators write hazard analyses, set monitoring and train supervisors, on-site where the line runs, and Effivity and Sterling Academy are included with the engagement.

The need

Who needs HACCP in Türkiye, and what happens without it

For some organisations in Türkiye it is a legal requirement. For most, the question comes from a buyer, a regulator or a partner that wants proof before it signs. These are the organisations that get asked.

  • Food business operators after primary productionThe Food Hygiene Regulation requires procedures based on the HACCP principles, with records proportionate to the business.
  • Small bakeries, dairies, butchers and caterersSmaller operators are covered by the same principles and need a plan that fits their size.
  • Suppliers asked by customers for third-party verificationA customer may ask for an independent HACCP audit or certificate beyond the legal duty.
  • Businesses preparing for ISO 22000 or FSSC 22000The seven principles and prerequisite programmes are the foundation for both.

HACCP requirements in Türkiye

Strip away the vocabulary and HACCP asks a food business to prove six things about how it controls food safety hazards.

A team knows the product and processA competent team has described each product, its intended use and a verified flow diagram of how it is made.
Hazards are analysedEvery significant hazard at each step is identified, and the measures that will control it are decided.
Critical control points have limitsThe steps where control is essential are identified, each with critical limits that separate safe from unsafe.
Monitoring and correction are routineEach critical point is monitored, and corrective action is defined in advance and taken whenever a limit is breached.
The plan is verifiedChecks confirm the plan works, from validating limits to reviewing records and reassessing when anything changes.
Records prove itDocuments and records show the plan was followed, ready for customers, auditors and food inspectors.

In Türkiye these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: HACCP explained →

Time

How long does HACCP certification take in Türkiye?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Türkiye these are the factors that set the timeline.

  • Product descriptions, flow diagrams and hazard analysis to prepare
  • Critical control points, limits and monitoring records to establish
  • Staff training for those responsible for the procedures
  • Timing around production peaks and holidays

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does HACCP certification cost in Türkiye?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Türkiye these factors move both.

  • Number of products, lines and premises
  • Monitoring equipment, calibration and laboratory testing
  • Any third-party audit fees, quoted separately
  • Training for supervisors and food handlers

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

HACCP consultants and certification bodies in Türkiye

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers HACCP and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Türkiye are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive HACCP in Türkiye (3)

    InstrumentHow it treats the standard
Food Hygiene Regulation (Gıda Hijyeni Yönetmeliği)Requires
Requires a food business operator, for stages after primary production, to put in place, apply and maintain procedures based on the seven HACCP principles, with documents and records proportionate to the business and a review when the product or process changes.
Law No. 5996 on Veterinary Services, Plant Health, Food and FeedFramework law
The Law under which the Ministry of Agriculture and Forestry regulates food and feed businesses; the Regulation sits beneath it.
    TÜRKAK recognition entries (Global ACI)Accreditation
Global ACI's TÜRKAK entry has no separate HACCP line; third-party HACCP certificates are a private market service, and customers decide which they accept.

Accreditation, audit language and remote audits in Türkiye

The legal duty is to apply HACCP-based procedures; a third-party HACCP certificate is a voluntary, customer-driven service. Global ACI's TÜRKAK entry has no separate HACCP line, so ask any body offering a certificate which accreditation and scheme it works under, and ask your customer whether that body's certificate is accepted. Sterling does not certify; official controls remain with the Ministry of Agriculture and Forestry. Edition and transition details: HACCP hub →

    Audit language

Turkish is the usual working language and the audit is normally run in it; agree the audit language, any interpreter and the language of controlled documents with the certification body at application, and say early if records will be in English.

    Remote and on-site

Documentation can be reviewed remotely; hazard controls, hygiene and monitoring are verified by walking the premises, so audits are on-site.

HACCP in Türkiye: questions clients ask

Is a HACCP certificate legally required in Türkiye?

The duty is to apply HACCP-based procedures, not to hold a certificate. The Food Hygiene Regulation requires operators after primary production to set up, apply and maintain them, with records proportionate to the business. Customers may still ask for third-party verification. Confirm your obligations with the Ministry of Agriculture and Forestry or counsel.

What are the seven HACCP principles in the Turkish Regulation?

They are identifying hazards, identifying critical control points, setting critical limits, setting up monitoring, setting corrective actions, verifying that the system works and keeping documents and records. The Regulation lists them in this order, and expects the procedures to be reviewed whenever the product, process or any stage of production changes.

Does HACCP apply to primary producers?

The HACCP procedure duty in the Regulation applies to operators carrying out production, processing or distribution after primary production and related activities, not to primary production itself. Farms and similar operations have other hygiene provisions. Ask the Ministry of Agriculture and Forestry which parts of the Regulation reach your activity.

Who is responsible for HACCP training?

The food business operator. The Regulation expects the people responsible for developing and maintaining the procedure to have received adequate training in applying the HACCP principles. Keep training records with the plan, and brief new supervisors before they take over monitoring tasks.
