In short

ISO 17025 accreditation in Thailand at a glance

In Thailand, ISO/IEC 17025 is asked for by buyers and schemes rather than required by law. The drivers below show where the pressure comes from.

Thai laboratories have a choice of accreditation bodies, and the choice follows the type of work. The Bureau of Laboratory Accreditation, part of the Department of Science Service, accredits testing laboratories to ISO/IEC 17025, along with proficiency testing providers and reference material producers; it has signed the APLAC and ILAC arrangements since 2006 and a Global ACI annex dated May 2026. NSC-TISI accredits laboratories too, and the Department of Medical Sciences' bureau, BLQS-DMSc, covers medical laboratories. Accreditation is granted by the body after its own assessment, never by a consultant, and it is accreditation, not certification. Sterling's Manila office prepares laboratories for that assessment: management system, method validation and verification, measurement uncertainty, metrological traceability, proficiency testing plans and internal audits, with staff training through Sterling Academy. The questions Thai laboratories ask about the route are answered below.

The need

Who needs ISO 17025 in Thailand, and what happens without it

In Thailand the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Testing laboratories in industry and contract testingBLA-DSS accredits testing laboratories to ISO/IEC 17025.
  • Calibration and metrology laboratoriesNSC-TISI and BLA-DSS both accredit laboratories; scope decides the route.
  • Proficiency testing providers and reference material producersBLA-DSS has proficiency testing and reference material scopes recorded.
  • In-house quality laboratories at manufacturersCustomers and regulators place more weight on results from accredited laboratories.

Requirements

ISO 17025 requirements in Thailand

Strip away the vocabulary and ISO/IEC 17025 requires a laboratory to prove six things about its competence and the results it reports.

You are impartialCommercial, financial or other pressures do not influence results, and risks to impartiality are identified and managed.
Staff are competent and authorisedEach person who performs, reviews or reports work is qualified, trained, monitored and authorised for those tasks.
Equipment is calibrated and traceableEquipment is fit for purpose and calibrated, with measurement results traceable to recognised references.
Methods are validated or verifiedMethods suit the work, are validated where needed or verified before use, and measurement uncertainty is evaluated.
Results are checked and reported properlyQuality control and proficiency testing confirm validity, and reports state results clearly, accurately and without ambiguity.
The management system worksComplaints, nonconforming work, risks, internal audits and management review run under a documented management system.

In Thailand these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO/IEC 17025 explained →

Time

How long does ISO 17025 accreditation take in Thailand?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Thailand these are the factors that set the timeline.

  • Number of tests or calibrations in the requested scope
  • Method validation and measurement uncertainty data available
  • Proficiency testing results available before assessment

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does ISO 17025 accreditation cost in Thailand?

The cost has two parts: the consulting work to build and prove the system, and the accreditation body’s fees, which are quoted separately. In Thailand these factors move both.

  • Size of the accreditation scope
  • Accreditation body application and assessment fees, separate from consulting
  • Equipment calibration and reference material needs

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

ISO 17025 consultants and assessors in Thailand

Two different organisations are involved. A consultant helps you build the system and prove it works; the accreditation body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers ISO 17025 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Thailand are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Accreditation, audit language and remote audits in Thailand

Accreditation, not certification: ISO/IEC 17025 accreditation is granted by an accreditation body after its own assessment. In Thailand that is the Bureau of Laboratory Accreditation (BLA-DSS), NSC-TISI or, for medical laboratories, BLQS-DMSc, or another accreditation body within the international arrangements that your customers accept. Sterling prepares the laboratory; the accreditation body decides. Edition and transition details: ISO/IEC 17025 hub →

    Audit language

Assessments can be held in Thai or English; agree the assessment language with the accreditation body, and keep methods and records in a language the staff and assessors can work in.

    Remote and on-site

Document review elements may be remote at the accreditation body's discretion; witnessing of tests and calibrations is on site.

ISO 17025 in Thailand: questions clients ask

Who accredits testing laboratories in Thailand?

The Bureau of Laboratory Accreditation at the Department of Science Service (BLA-DSS) accredits testing laboratories to ISO/IEC 17025, and NSC-TISI accredits laboratories as well. Which suits you depends on your scope, your customers' acceptance and any regulator involved. Approach the body whose published scopes match your tests.

    Is BLA accreditation recognised internationally?

For the scopes covered, yes. BLA-DSS records that it has been a signatory to the APLAC and ILAC mutual recognition arrangements since 2006, and its Global ACI annex lists testing under ISO/IEC 17025, proficiency testing providers under ISO/IEC 17043 and reference material producers under ISO 17034. Check that your own scope falls inside those listings.

Who accredits medical laboratories in Thailand?

The Bureau of Laboratory Quality Standards at the Department of Medical Sciences, known as BLQS-DMSc, handles medical laboratory accreditation, and ILAC describes it as an ILAC MRA signatory. A single-platform arrangement among the Thai bodies exists. Confirm with the body which standard and scope your medical laboratory should apply under.

    Is ISO 17025 a certification?

No. ISO/IEC 17025 leads to accreditation, which an accreditation body grants after assessing the laboratory's competence, rather than to a certificate from a certification body. Expect an assessment of your methods, equipment and staff, and remember that the accreditation body, not any consultant, makes the decision.
