In short

ISO 42001 certification in Taiwan at a glance

In Taiwan, ISO/IEC 42001 is asked for by buyers and schemes rather than required by law. The drivers below show where the pressure comes from.

Taiwan has moved quickly from AI strategy to AI law. The Legislative Yuan passed the Artificial Intelligence Basic Act on 23 December 2025, and the Ministry of Digital Affairs describes seven principles for government promotion of AI, among them privacy protection and data governance, cybersecurity and safety, transparency and explainability, fairness and accountability. The Act does not name ISO/IEC 42001, which remains a voluntary management system standard, but it gives companies a clear reason to show how AI risk is governed, and the Personal Data Protection Act continues to govern the personal data AI systems use. Certification is issued by a certification body accredited by the Taiwan Accreditation Foundation or by an accreditation body within the international mutual recognition arrangements, never by Sterling. Sterling builds AI governance for Taiwanese software, hardware and service companies from its Tokyo office, with Effivity and Sterling Academy included with the engagement.

The need

Who needs ISO 42001 in Taiwan, and what happens without it

In Taiwan the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Software and platform companies building AI featuresThe Artificial Intelligence Basic Act sets principles such as transparency, explainability, fairness and accountability for government promotion of AI.
  • Electronics and hardware makers adding AI to productsCustomers ask how AI behaviour is governed, tested and monitored.
  • Organisations using AI on personal dataThe Personal Data Protection Act governs collection, processing and use of the data AI systems rely on.
  • Service providers selling AI-enabled services to enterprisesEnterprise buyers ask for a governance framework they can audit.

Requirements

ISO 42001 requirements in Taiwan

Strip away the vocabulary and ISO/IEC 42001 requires a company to prove six things about how it governs the AI it builds or uses.

You know where AI is usedThe AI systems you develop, provide or use are identified, together with the role your organisation plays for each.
Leadership sets the rules for AITop management sets an AI policy and objectives, assigns accountability and provides resources for responsible use.
You assessed AI risks and impactsRisks from AI systems, and their impacts on individuals, groups and society, are assessed before and during use and then treated.
Each AI system is managed through its lifeDesign, data, testing, deployment, monitoring and retirement follow defined processes with records you can show.
Data and third parties are under controlThe quality and origin of data, and suppliers of models or components, are managed against your own requirements.
You monitor, audit and improveAI systems and the management system are monitored, audited internally and reviewed by management, with problems corrected.

In Taiwan these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO/IEC 42001 explained →

How Sterling gets a Taiwanese company certified

How to get ISO 42001 certified in Taiwan

One team from the Tokyo office carries the work from scoping to certificate. Clients across Taiwan are served from Sterling's Tokyo office, on-site where the work needs it and remotely otherwise.

  1. Discovery call and scopeEntities, locations, regulators and target date, agreed before any proposal.
  2. Gap assessment against ISO/IEC 42001 and the Taiwanese requirements that apply to youControls you already run for your regulators and customers are reused, not rebuilt.
  3. Your system built with your team in EffivityRisks, controls, evidence, incidents and reviews in one live system the auditor can see.
  4. Internal audit, management review and corrective actionsYour internal auditors trained by Sterling; the evidence proven before the certification body arrives.
  5. Certification body stage 1 and stage 2, then surveillanceAn accredited body audits and decides. Sterling supports the audits and the three-year cycle.

Time

How long does ISO 42001 certification take in Taiwan?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Taiwan these are the factors that set the timeline.

  • Inventory of AI systems and their risk
  • Data governance and model lifecycle records
  • Supplier and model provenance controls
  • Certification body availability

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does ISO 42001 certification cost in Taiwan?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Taiwan these factors move both.

  • Number of AI systems and use cases in scope
  • Model testing and monitoring tools
  • Certification body fees quoted separately from consulting
  • Integration with the ISMS

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

ISO 42001 consultants and certification bodies in Taiwan

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers ISO 42001 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Taiwan are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Personal Data Protection ActRelated
Duties on notice, purpose, security and cross-border transfer apply to personal data used by AI systems.

TAF lists several management system schemes; confirm with a certification body whether its accreditation covers ISO/IEC 42001.

Accreditation, audit language and remote audits in Taiwan

Use a certification body accredited for ISO/IEC 42001 by the Taiwan Accreditation Foundation or by an accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA); ask for the written accreditation scope and check it names this standard. No body is named here unless its accreditation scope has been verified. Edition and transition details: ISO/IEC 42001 hub →

Audit language

Mandarin Chinese is the working language of most organisations in Taiwan and the Chinese text of a statute prevails over its English version; agree the audit language and the language of controlled documents with the certification body at application, and follow any language requirement in a tender or customer contract.

Remote and on-site

Document review and some interviews can run remotely at the certification body's discretion; production floors, laboratories and service sites in scope are normally visited on-site.

ISO 42001 in Taiwan: questions clients ask

Does Taiwan's AI Basic Act require ISO/IEC 42001?

No. The Artificial Intelligence Basic Act, passed by the Legislative Yuan on 23 December 2025, sets principles for government promotion of AI and the Ministry of Digital Affairs' release does not name ISO/IEC 42001. The standard is a voluntary management system. Ask your counsel which duties apply to your use of AI as implementing rules are issued.

Which principles does the Act set?

Seven: sustainable development and well-being, human autonomy, privacy protection and data governance, cybersecurity and safety, transparency and explainability, fairness and non-discrimination, and accountability. They guide the government's promotion of AI research, development and application. An AI management system can show how a business handles each in practice, which customers and regulators may later ask about.

How does the Personal Data Protection Act affect AI projects?

It applies whenever an AI system uses personal data. Collection must serve specific purposes on a lawful basis, people must be told what is collected and why, security and maintenance measures must be in place, and cross-border transfers can be restricted. Map the personal data in training and operation first, then check each use against the Act with your counsel.

Who accredits ISO/IEC 42001 certification bodies in Taiwan?

Accreditation for this newer standard is an open question to put to each certification body. The Taiwan Accreditation Foundation accredits management system certification bodies, but its published list of schemes names other standards, and accreditation within the international mutual recognition arrangements also counts. Ask for the written scope, and do not rely on a certificate unless it names ISO/IEC 42001.
