In short

ISO 17025 accreditation in Taiwan at a glance

In Taiwan, ISO/IEC 17025 is asked for by buyers and schemes rather than required by law. The drivers below show where the pressure comes from.

Accreditation to ISO/IEC 17025 is how a Taiwanese laboratory proves that its results can be trusted, and the Taiwan Accreditation Foundation is the body that grants it. TAF accredits testing laboratories across technical categories including chemical, biological, mechanical, electrical and civil engineering work, accredits calibration laboratories separately, and publishes the names and data of accredited laboratories on its website. Its news records laboratory mutual recognition signatures for testing, calibration, inspection, medical laboratories and proficiency testing providers, which supports acceptance of its results abroad. This is accreditation, not certification, and neither Sterling nor a certification body grants it. Sterling prepares the quality system, method validation records and uncertainty work for Taiwanese laboratories from its Tokyo office, drawing on 20+ years and 8,100+ client engagements in 60+ countries, with Effivity and Sterling Academy included with the engagement.

The need

Who needs ISO 17025 in Taiwan, and what happens without it

In Taiwan the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Independent testing laboratoriesTAF accredits testing laboratories against ISO/IEC 17025 so clients and authorities can rely on results.
  • Calibration laboratoriesTAF runs a separate calibration laboratory accreditation scheme under the same standard.
  • In-house quality control and R&D laboratories of manufacturersCustomers and authorities ask for results from a laboratory whose competence has been assessed.
  • Forensic and specialist laboratoriesTAF lists forensic science and other specialist fields among its testing technical categories.

Requirements

ISO 17025 requirements in Taiwan

Strip away the vocabulary and ISO/IEC 17025 requires a laboratory to prove six things about its competence and the results it reports.

You are impartialCommercial, financial or other pressures do not influence results, and risks to impartiality are identified and managed.
Staff are competent and authorisedEach person who performs, reviews or reports work is qualified, trained, monitored and authorised for those tasks.
Equipment is calibrated and traceableEquipment is fit for purpose and calibrated, with measurement results traceable to recognised references.
Methods are validated or verifiedMethods suit the work, are validated where needed or verified before use, and measurement uncertainty is evaluated.
Results are checked and reported properlyQuality control and proficiency testing confirm validity, and reports state results clearly, accurately and without ambiguity.
The management system worksComplaints, nonconforming work, risks, internal audits and management review run under a documented management system.

In Taiwan these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO/IEC 17025 explained →

Time

How long does ISO 17025 accreditation take in Taiwan?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Taiwan these are the factors that set the timeline.

  • Scope of tests or calibrations and measurement uncertainty work
  • Method validation and proficiency testing results
  • Competence records for staff
  • TAF assessment scheduling

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does ISO 17025 accreditation cost in Taiwan?

The cost has two parts: the consulting work to build and prove the system, and the accreditation body’s fees, which are quoted separately. In Taiwan these factors move both.

  • Number of methods and technical categories in scope
  • Equipment calibration and reference standards
  • Accreditation body assessment fees paid to the accreditation body
  • Environmental and facility upgrades

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

ISO 17025 consultants and assessors in Taiwan

Two different organisations are involved. A consultant helps you build the system and prove it works; the accreditation body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers ISO 17025 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Taiwan are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

    InstrumentHow it treats the standard

TAF accredits testing laboratories across chemical, biological, mechanical, electrical, civil engineering and other technical categories, and posts accredited laboratory data on its website.

TAF's news records its signatures of the laboratory mutual recognition arrangements for testing, calibration, inspection, medical laboratories and proficiency testing providers.

Accreditation, audit language and remote audits in Taiwan

Accreditation, not certification: laboratories are accredited against ISO/IEC 17025 by the Taiwan Accreditation Foundation, which publishes the names and data of accredited laboratories on its website and allows accredited laboratories to use its accreditation symbol on reports. Sterling prepares the laboratory but does not accredit. Where an overseas customer needs a different accreditation body, confirm that its recognition under the international arrangements covers the scope. Audit language

Mandarin Chinese is the working language of most organisations in Taiwan and the Chinese text of a statute prevails over its English version; agree the audit language and the language of controlled documents with the certification body at application, and follow any language requirement in a tender or customer contract.

    Remote and on-site

Document review and some interviews can run remotely at the certification body's discretion; production floors, laboratories and service sites in scope are normally visited on-site.

ISO 17025 in Taiwan: questions clients ask

    Who accredits laboratories in Taiwan?

The Taiwan Accreditation Foundation accredits testing and calibration laboratories against ISO/IEC 17025, and it also covers medical laboratories, inspection bodies and proficiency testing providers. Sterling does not accredit; it prepares the laboratory. Check the technical categories in TAF's published scheme documents so that your scope fits one of them.

    Are TAF-accredited results accepted abroad?

Often, because TAF's news records laboratory mutual recognition signatures for testing, calibration, inspection, medical laboratories and proficiency testing providers. The arrangements exist so that results accredited once are accepted widely. An importing authority or customer still decides what it accepts, so ask it which accreditation and scope it requires.

May an accredited laboratory display the TAF symbol?

Yes, within the scope of its accreditation. TAF states that laboratories it accredits may use its accreditation symbol on issued test reports or certificates, and it posts accredited laboratory names and data on its website. Using the symbol outside the accredited scope is a misuse, so ask TAF for its rules on marks before you print it.

Is there an ISO/IEC 17025 certificate?

No. Laboratories are accredited, not certified, against ISO/IEC 17025. An accreditation body, here the Taiwan Accreditation Foundation, assesses the technical competence of the laboratory for a defined scope of tests or calibrations. Anyone offering a certificate to this standard is not accrediting you, so check the accreditation body's directory before relying on a claim.
