In short

PCI DSS compliance in Sweden at a glance

One Swedish instrument bears on PCI DSS. It does not name the standard. So why do buyers in Sweden keep asking for evidence of it?

Card brands expect Swedish web shops, payment service providers and outsourcers to show how they protect cardholder data, and the yardstick is PCI DSS. The PCI Security Standards Council maintains it, not the Swedish legislature, and it reaches businesses through acquirer and card brand requirements; there is no ISO-style certificate. Validation takes one of two forms: a Report on Compliance from a Qualified Security Assessor, or a self-assessment questionnaire, whichever the payment brands and the acquirer require for the merchant or service provider level. Cardholder data is also personal data, so the GDPR and Lag (2018:218) apply in parallel under IMY, and customers in finance add DORA questions. Sterling's Enschede office defines and shrinks the cardholder data environment, writes the policies, gathers evidence for each requirement and supports the assessment, with Effivity and Sterling Academy included.

The need

Who needs PCI DSS in Sweden, and what happens without it

These are the organisations in Sweden that most often need to show PCI DSS.

  • E-commerce merchants and web shopsCard brands and acquirers expect PCI DSS validation for card acceptance.
  • Payment service providers and fintechsService providers handling cardholder data validate compliance for customers and the card brands.
  • Contact centres and outsourcers taking card paymentsCard data handled by phone or chat is in scope.
  • Any organisation processing card dataCard data is personal data, so GDPR security duties apply alongside, supervised by IMY.

Requirements

PCI DSS requirements in Sweden

Strip away the vocabulary and PCI DSS asks any business that stores, processes or transmits card data to comply in six areas.

You know where card data livesThe cardholder data environment is scoped, data flows are mapped and the environment is segmented where possible.
Networks are protectedNetwork security controls restrict traffic to and from systems that handle card data, and configurations are hardened.
Stored data is minimised and protectedOnly the card data you need is kept, sensitive authentication data is not retained after authorisation except under issuer rules, and the rest is protected.
Access is restricted and authenticatedAccess to card data is limited to people who need it, with unique IDs and multi-factor authentication where required.
Systems are logged and testedActivity is logged and reviewed, vulnerabilities are scanned and patched, and penetration testing is carried out.
Policies and people keep it runningSecurity policies, staff awareness, vendor management and incident response keep controls working between assessments.

In Sweden these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: PCI DSS explained →

Time

How long does PCI DSS compliance take in Sweden?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Sweden these are the factors that set the timeline.

  • Size and segmentation of the cardholder data environment
  • Merchant or service provider level and validation type
  • Remediation of technical controls
  • Scheduling with the assessor

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does PCI DSS compliance cost in Sweden?

The cost has two parts: the consulting work to build and prove the system, and any external assessor’s fees, which are quoted separately. In Sweden these factors move both.

  • Scope of the cardholder data environment
  • Assessor fees quoted separately from consulting
  • Technical remediation and tooling
  • Number of payment channels

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

PCI DSS consultants and assessors in Sweden

Two different organisations are involved. A consultant helps you build the system and prove it works; your regulators, customers and auditors then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers PCI DSS and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Sweden are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive PCI DSS in Sweden (3)

    InstrumentHow it treats the standard
    PCI Security Standards CouncilScheme rule
PCI DSS is maintained by the Council, which describes itself as a global forum of payments industry stakeholders developing and driving adoption of data security standards.
Regulation (EU) 2016/679 (GDPR) and Lag (2018:218)Expected in practice
Appropriate security of personal data, including card data; PCI DSS is not cited.
    Regulation (EU) 2022/2554 (DORA)Related
Finansinspektionen states that DORA requires financial firms to manage ICT risk and ICT third-party risk, which payment suppliers meet in contract terms.

"Expected in practice" means the instrument asks for the outcomes PCI DSS covers without naming a standard, and PCI DSS is what buyers and regulators commonly accept as evidence of them.

Accreditation, audit language and remote audits in Sweden

Compliance, not certification: PCI DSS compliance is validated by a Qualified Security Assessor (Report on Compliance) or by a self-assessment questionnaire, as the payment brands and the acquirer require for the merchant or service provider level. Edition and transition details: PCI DSS hub →

    Audit language

Reports and attestations are issued in English; assessors can work with Swedish-language teams where they are competent to do so.

    Remote and on-site

Assessors may perform parts of the assessment remotely; on-site testing is at the assessor's discretion.

PCI DSS in Sweden: questions clients ask

Is PCI DSS a Swedish law?

No. PCI DSS is maintained by the PCI Security Standards Council, not by the Swedish legislature, and it reaches businesses through card brand and acquirer requirements. Your acquirer tells you which validation applies to your merchant or service provider level, so start there. Swedish privacy and cyber laws apply separately.

Does a Swedish merchant need a Qualified Security Assessor?

It depends on your level and on what the acquirer and the payment brands require. Compliance is validated either through a Qualified Security Assessor and a Report on Compliance or through a self-assessment questionnaire. Ask the acquirer which route it expects for your volumes, and do not assume that one applies to every merchant.

Does the GDPR apply to card data in Sweden?

Yes, alongside PCI DSS. Card data is personal data, so the GDPR's duty of appropriate security applies and IMY supervises it, while the card brands enforce PCI DSS through contracts. Meeting one does not satisfy the other, so plan both together and ask counsel about the points where they overlap.

How does DORA affect payment suppliers to Swedish financial firms?

Finansinspektionen states that DORA obliges most of the firms it supervises to manage ICT risk, report incidents, test resilience and manage ICT third-party risk. Payment suppliers meet that in questionnaires and contract clauses. DORA does not replace PCI DSS, so expect to evidence both when serving financial customers.
