In short

ISO 37301 certification in Sweden at a glance

In Sweden, ISO 37301 is asked for by buyers and schemes rather than required by law. The drivers below show where the pressure comes from.

Regulators in Sweden do not share a single rulebook. Finansinspektionen supervises DORA, Livsmedelsverket food safety, Läkemedelsverket device makers, Arbetsmiljöverket the work environment and IMY personal data, and the Cybersäkerhetslag now asks the management of covered operators to complete training on security measures. The whistleblowing act, Lag (2021:890), adds rules on internal reporting channels and follow-up. Keeping those obligations visible, owned and tested is the job of a compliance management system, and ISO 37301 gives it a certifiable structure: an obligations register, risk assessment, controls, reporting, investigation and management review. Certification is issued by a certification body accredited by Swedac or by another body within the international recognition arrangements; Swedac's published sub-area list does not name the standard, so ask for the scope. Sterling's Enschede office builds the register and controls, with Effivity and Sterling Academy included.

The need

Who needs ISO 37301 in Sweden, and what happens without it

In Sweden the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Companies facing several regulators at onceFinance, health, food and cyber supervisors each set duties; a compliance management system keeps the obligations in one register.
  • Employers with internal reporting channelsThe whistleblowing act sets rules on channels, follow-up and documentation, which a compliance system can organise.
  • Group companies with Swedish and foreign entitiesA common compliance framework supports consistent controls across entities.
  • Operators covered by the cybersecurity lawManagement has to complete training on security measures, a duty a compliance system should track.

Requirements

ISO 37301 requirements in Sweden

Strip away the vocabulary and ISO 37301 requires a company to prove six things about how it meets its legal and other obligations.

You know your obligationsObligations from laws, regulators, contracts and voluntary commitments are identified and kept current.
The governing body and management leadThe governing body and top management set the compliance policy and support a culture in which compliance is expected.
A compliance function has authorityA compliance function is resourced, independent enough to act and has direct access to the governing body.
Compliance risks are assessedRisks of failing to meet obligations are assessed, and controls are designed in proportion to them.
Concerns are raised and handledPeople can raise concerns without fear of retaliation, and suspected breaches are investigated and corrected.
You monitor and reportCompliance performance is monitored, reported to leadership, audited and reviewed so the system improves.

In Sweden these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO 37301 explained →

How Sterling gets a Swedish company certified

How to get ISO 37301 certified in Sweden

One team from the Enschede office carries the work from scoping to certificate. Clients across Sweden are served from Sterling's Enschede office, on-site where the work needs it and remotely otherwise.

    1. Discovery call and scopeEntities, locations, regulators and target date, agreed before any proposal.
    2. Gap assessment against ISO 37301 and the Swedish requirements that apply to youControls you already run for your regulators and customers are reused, not rebuilt.
    3. Your system built with your team in EffivityRisks, controls, evidence, incidents and reviews in one live system the auditor can see.
    4. Internal audit, management review and corrective actionsYour internal auditors trained by Sterling; the evidence proven before the certification body arrives.
    5. Certification body stage 1 and stage 2, then surveillanceAn accredited body audits and decides. Sterling supports the audits and the three-year cycle.

      Time

How long does ISO 37301 certification take in Sweden?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Sweden these are the factors that set the timeline.

      • Compliance obligations register across regulators
      • Risk assessment and control mapping
      • Whistleblowing and investigation procedures
      • Management review and improvement records

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

      Cost

How much does ISO 37301 certification cost in Sweden?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Sweden these factors move both.

      • Number of regulators, entities and obligations in scope
      • Depth of control testing
      • Certification body fees quoted separately from consulting
      • Integration with ISO 37001 and other systems

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

        Choosing a partner

ISO 37301 consultants and certification bodies in Sweden

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

        • Check that the body’s accreditation or approval covers ISO 37301 and your sector, and that its certificates can be verified online.
        • Ask the consultant how the local requirements in Sweden are mapped into the same system, so nothing runs twice.
        • Ask for client references in your sector; Sterling’s client letters are available on request.
        • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive ISO 37301 in Sweden (3)

          InstrumentHow it treats the standard
Lag (2021:890) om skydd för personer som rapporterar om missförhållandenRelated
Sets chapters on internal reporting channels, external reporting, personal data processing, documentation and supervision; ISO 37301 is not named.
          Cybersäkerhetslag (2025:1506), 2 kap. 4 §Related
The persons in an operator's management must complete training on security measures; the law names no standard.
Swedac — accreditation scope for management-system certificationAccreditation
Swedac's published list of management-system sub-areas does not name ISO 37301, so the certification body's accreditation scope should be checked.

Accreditation, audit language and remote audits in Sweden

Certification by a certification body accredited by Swedac or by an accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA). ISO 37301 is not named in Swedac's published sub-area list; ask the certification body how its competence for compliance management is covered by its accreditation. Audit language

Audits can be held in Swedish or English; agree the language with the certification body at application.

          Remote and on-site

Document review and interviews can be remote; offices and operations where compliance risks arise are normally visited.

ISO 37301 in Sweden: questions clients ask

Does the Swedish whistleblowing act require ISO 37301?

No. Lag (2021:890) regulates protection for people who report wrongdoing, with chapters on internal and external reporting channels, personal data, documentation and supervision, and it does not name ISO 37301. A compliance management system helps an organisation run those channels and its other obligations consistently. Ask counsel which duties apply to you.

Why do Swedish managers need training under the cybersecurity law?

The Cybersäkerhetslag provides that the persons who make up the management of an operator must complete training on security measures. It places accountability for cyber risk at the top. A compliance management system can schedule that training, record attendance and link it to the obligations register; confirm who counts as management with your counsel.

What does an ISO 37301 audit examine?

Auditors look for a working system: a register of compliance obligations, risk assessment and controls mapped to them, whistleblowing and investigation procedures, and evidence of management review and improvement. They test whether staff know the rules and whether failures lead to corrective action, so records of real cases and follow-up count for more than policy text.

Is ISO 37301 on Swedac's list of accredited sub-areas?

No. Compliance management is absent from the sub-areas Swedac publishes, which name quality, environment, safety, food safety, information security, medical device and energy standards. Certification remains possible, so request the accreditation scope from the body you consider, and ask how it is recognised before committing to an audit.
