In short

ISO 20000-1 certification in Sweden at a glance

In Sweden, ISO/IEC 20000-1 is asked for by buyers and schemes rather than required by law. The drivers below show where the pressure comes from.

Managed service providers in Sweden sit where three expectations meet. The Cybersäkerhetsförordning makes Post- och telestyrelsen the supervisor under the cybersecurity law for management of ICT services between businesses, along with digital infrastructure and digital providers. Finansinspektionen states that DORA obliges most financial firms to manage ICT risk and ICT third-party risk, so banks and insurers question their suppliers. Enterprise customers in clusters such as Kista expect proof that service management is disciplined. ISO/IEC 20000-1 gives that proof through a certified management system covering the service catalogue, incident, change and configuration processes, supplier management and continual improvement. Swedac's published sub-area list does not name the standard, so check the certification body's accreditation scope. Sterling's Enschede office builds and tests the processes, with Effivity and Sterling Academy included in the engagement.

The need

Who needs ISO 20000-1 in Sweden, and what happens without it

In Sweden the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Managed service providers serving other businessesPost- och telestyrelsen supervises ICT service management between businesses under the cybersecurity law.
  • Providers of IT services to banks and insurersDORA places ICT third-party risk expectations on financial entities, which they pass to suppliers.
  • Internal IT departments of regions and municipalitiesThe cybersecurity law applies to regions and municipalities as public operators.
  • Hosting, cloud and SaaS firms in clusters such as KistaEnterprise customers ask for a certified service management system as proof of service discipline.

Requirements

ISO 20000-1 requirements in Sweden

Strip away the vocabulary and ISO/IEC 20000-1 requires a company to prove six things about how it plans and delivers IT services.

Services are defined and agreedA service catalogue and service-level agreements state what you deliver and to what standard.
Management owns the service systemTop management sets the service management policy and objectives and provides the people and tools to meet them.
Changes and releases are controlledChanges, releases and deployments are assessed, approved and tracked so live services stay stable.
Incidents and problems are resolvedIncidents and requests are handled to agreed targets, and recurring problems are traced back to their cause.
Capacity, continuity and security are plannedCapacity, availability, continuity and information security are planned so agreed service commitments can be met.
Suppliers and performance are reviewedSuppliers and internal teams are managed against agreements, performance is reported, and the system is audited and reviewed.

In Sweden these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO/IEC 20000-1 explained →

How Sterling gets a Swedish company certified

How to get ISO 20000-1 certified in Sweden

One team from the Enschede office carries the work from scoping to certificate. Clients across Sweden are served from Sterling's Enschede office, on-site where the work needs it and remotely otherwise.

  1. Discovery call and scopeEntities, locations, regulators and target date, agreed before any proposal.
  2. Gap assessment against ISO/IEC 20000-1 and the Swedish requirements that apply to youControls you already run for your regulators and customers are reused, not rebuilt.
  3. Your system built with your team in EffivityRisks, controls, evidence, incidents and reviews in one live system the auditor can see.
  4. Internal audit, management review and corrective actionsYour internal auditors trained by Sterling; the evidence proven before the certification body arrives.
  5. Certification body stage 1 and stage 2, then surveillanceAn accredited body audits and decides. Sterling supports the audits and the three-year cycle.

Time

How long does ISO 20000-1 certification take in Sweden?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Sweden these are the factors that set the timeline.

  • Service catalogue and number of services in scope
  • State of incident, change and configuration processes
  • Supplier and subcontractor management evidence
  • Service reporting and improvement records

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does ISO 20000-1 certification cost in Sweden?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Sweden these factors move both.

  • Number of services and customers in scope
  • Tooling for service management evidence
  • Certification body fees quoted separately from consulting
  • Integration with ISO/IEC 27001

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

ISO 20000-1 consultants and certification bodies in Sweden

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers ISO 20000-1 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Sweden are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive ISO 20000-1 in Sweden (3)

    InstrumentHow it treats the standard
    Cybersäkerhetsförordning (2025:1507), 7 §Related
Post- och telestyrelsen is the supervisory authority under the cybersecurity law for management of ICT services between businesses, digital infrastructure and digital providers.
    Regulation (EU) 2022/2554 (DORA)Related
Finansinspektionen states that DORA requires firms to manage ICT risk and ICT third-party risk, so financial entities ask ICT suppliers for assurance.
Swedac — accreditation scope for management-system certificationAccreditation
Swedac's published list of management-system sub-areas does not name ISO/IEC 20000-1, so the certification body's accreditation scope should be checked.

Accreditation, audit language and remote audits in Sweden

Certification by a certification body accredited by Swedac or by an accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA). ISO/IEC 20000-1 is not named in Swedac's published sub-area list; ask the certification body how its competence for service management is covered by its accreditation. Audit language

Audits can be held in Swedish or English; agree the language with the certification body at application.

    Remote and on-site

Document review and many service desk checks can be done remotely; service operations centres are normally visited on-site.

ISO 20000-1 in Sweden: questions clients ask

Is ISO 20000-1 required for managed service providers in Sweden?

No, the ordinance does not name it. The ordinance makes Post- och telestyrelsen the supervisor under the cybersecurity law for management of ICT services between businesses, but the duties come from the law, not from ISO/IEC 20000-1. The standard is a way to organise service management, and a customer may ask for it. Confirm your own position with counsel.

How does DORA affect IT suppliers to Swedish banks?

Finansinspektionen states that DORA requires most firms it supervises to manage ICT risk, report ICT incidents, test resilience and handle ICT third-party risk. Banks then look to their suppliers for evidence. A certified service management system is one form of proof, but DORA does not name the standard, so ask the customer what it will accept.

Is ISO 20000-1 on Swedac's list of accredited sub-areas?

No, ISO/IEC 20000-1 is not among the sub-areas Swedac publishes, which concentrate on quality, environment, safety, food safety, information security, medical devices and energy. You can still certify; select a body that can show the scope under which it assesses service management and explain how that scope is recognised.

What do auditors check in an ISO 20000-1 assessment?

They look at whether the service management system runs in practice: the service catalogue, incident, change and configuration processes, supplier management, and service reporting and improvement. Much can be seen remotely through tooling and records, while operations centres are normally visited on-site. Evidence that the processes are used day to day matters more than the manual.
