Choosing an ISO 14001 certification body: accreditation, sector codes and how to compare quotes
Clause by clause: ISO 14001:2026 requirements: every clause explained →
How to choose an ISO 14001 certification body: what accreditation proves and how to check it, why the EMS sector code and environmental competence matter, what each quote must state, and the warning signs that should end the conversation.
Key points
- Pick an ISO 14001 certification body accredited against ISO/IEC 17021-1 for environmental management systems, by an accreditation body recognised through the Global ACI arrangement, which replaced the IAF MLA and ILAC MRA on 1 January 2026.
- EMS accreditation has its own scope. A body accredited for ISO 9001 in your sector may not hold ISO 14001 accreditation for the same activities, so check the environmental entry itself.
- A usable quote names the certifying legal entity, the sector code, the sites visited and the audit days for every audit across three years, with the reasoning behind them.
- Decline any offer that guarantees the certificate, skips Stage 1 or finishes in a few days without looking at your aspects, permits or monitoring data. Sterling does not certify; you choose the body.
What does accreditation prove about an ISO 14001 certification body?
An ISO 14001 certificate is only as credible as the organisation that issued it. An accreditation body tests that credibility against ISO/IEC 17021-1, examining impartiality, auditor competence and how decisions are taken, and returns at intervals to confirm nothing has slipped.
Since 1 January 2026, accreditation bodies recognise each other through the Global ACI arrangement. Global Accreditation Cooperation Incorporated took over the roles of IAF and ILAC on that date, and its arrangement replaced the IAF MLA and ILAC MRA. Certificates under recognised accreditation are meant to be accepted across borders, though a regulator or customer may add conditions.
Two limits matter for an environmental certificate. Accreditation is granted standard by standard, so ISO 9001 or ISO 45001 accreditation says nothing about ISO 14001. It is also granted sector by sector, so a body accredited for environmental certification of offices may not be accredited for a chemical plant.
How to check ISO 14001 accreditation before you sign
Do not rely on a logo in a brochure; use independent sources.
- Ask for the accreditation details in writing. You need the exact legal entity that will issue the certificate, the accreditation body behind it and the accreditation number.
- Confirm the accreditation body is recognised. Global ACI publishes the list of accreditation bodies it recognises. If the accreditation body is absent, the certificate will carry no internationally recognised accreditation.
- Open the scope of accreditation. On the accreditation body's own directory, check that the entry names ISO 14001, covers the sector your activities fall into and is current rather than suspended or withdrawn.
- Look the body up on IAF CertSearch. The international database of accredited management system certificates still carries the IAF name. Search for ISO 14001 certificates the body has issued in your sector.
Checking a certificate held by a supplier or contractor is a different exercise, explained in our guide on how to verify an ISO 14001 certificate, and spot a fake one.
Sector codes and environmental competence
Accredited scopes for environmental management are expressed as sector codes that group related economic activities. Global ACI issued an informative document on QMS and EMS scopes of accreditation (TECH-3-021) in July 2026 so that accreditation and certification bodies apply the scope rules consistently. The code your activities receive decides two things: whether the certificate can bear the accreditation mark, and which auditors are qualified to audit you.
Sector knowledge weighs more in ISO 14001 than in many other standards. An auditor who does not understand effluent treatment or hazardous waste cannot judge whether your aspects register is complete or your permit limits are met. Ask who will lead the audit and what environmental work they have audited before.
Your compliance obligations sit in national and local law, often in the local language. The audit-time rules treat interpreters and a high degree of regulation as reasons to add time, so expect a heavily regulated site to be quoted accordingly.
What an ISO 14001 certification quote should contain
Audit time for environmental systems is set under the document Global ACI reissued in July 2026 as TECH-3-004, "Determination of Audit Time of Quality, Environmental, and Occupational Health & Safety Management Systems", formerly IAF MD 5. It starts from the effective personnel in scope, adjusts for environmental complexity, sites and other factors, and the body owes you the justification in the contract. Check each quote for these lines:
- The certifying entity: legal name, accreditation body, accreditation number and the EMS sector code it has assigned to you.
- The basis used: headcount, activities, sites and the complexity the body assumed. Different assumptions make quotes incomparable.
- Days for each audit: Stage 1, Stage 2, every surveillance audit and recertification, shown separately with the adjustments explained.
- Which sites are visited: sampling is only acceptable where sites carry out very similar activities under one system; a plant and a warehouse are not interchangeable.
- The edition: whether the body will audit you to ISO 14001:2026, and whether its accreditation for that edition is in place.
- Everything else charged: travel basis, application, certificate and annual fees, follow-up visits, cancellation and rescheduling terms.
For the factors that raise or lower the total, see our guide to ISO 14001 certification cost.
Comparing three ISO 14001 quotes side by side
The quotes below are illustrative composites of patterns organisations commonly receive, here for a manufacturer with one production plant and a separate distribution warehouse.
| Line in the quote | Quote A | Quote B | Quote C |
|---|---|---|---|
| Certifying entity | Named entity, accreditation body and number | Group brand only | "Globally accredited", accreditor not on Global ACI's list |
| EMS sector code | Stated and within the accredited scope | Stated for quality only | Absent |
| Audit days | Per audit, with complexity and headcount shown | A single figure for the whole cycle | One day on site, no Stage 1 |
| Sites | Plant and warehouse both at Stage 2 | Warehouse "at auditor's discretion" | Office only |
| Edition | ISO 14001:2026 | Not stated | Not stated |
| Surveillance and recertification | Each audit itemised | Recertification quoted later | Yearly renewal fee, no audits |
| Follow-up after a major nonconformity | Process and charge stated | Silent | "Pass guaranteed" |
| Headline price | Highest | Middle | Lowest |
| Verdict | Negotiate from here | Ask for EMS scope and calculation first | Reject: not accredited certification |
Quote B could still be the right choice once it proves ISO 14001 accreditation for your sector and shows the plant and warehouse in its plan. Quote C is cheap because nobody will look at your effluent records, your waste contractors or your emergency drills; a customer's supplier audit or a regulator will look at all three.
Questions to ask and warning signs
Questions for every shortlisted body
- Which entity will sign the certificate, and which EMS sector code applies to us?
- What complexity did you assume for our activities, and how did that produce these days?
- Will the lead auditor have audited sites with processes and permits like ours?
- Is your accreditation for ISO 14001:2026 already granted, and if not, when?
- Can our ISO 14001 audit run alongside ISO 45001 or ISO 9001, and how would the days change?
Combined audits are covered in our guide to ISO 14001 and ISO 45001 as one HSE system.
Signs to walk away
- The result is promised in advance. Accredited certification is decided after the audit by people independent of the audit team, so a guarantee means there is no real audit.
- Stage 1 is missing. ISO/IEC 17021-1 requires a two-stage initial audit; what happens at each stage is set out in our guide to ISO 14001 Stage 1 and Stage 2 audits.
- Days far below the other offers, unexplained. The audit-time rules limit how far a body may reduce the time in its tables and require the reduction to be justified.
- Only the head office is visited. Impacts happen where the processes run.
- The body will also write your system. Certification bodies may not provide management system consultancy; certifying their own work would be a conflict of interest.
- Accreditation cannot be traced through Global ACI, the accreditation body's directory or IAF CertSearch.
Sterling's part in the choice
Sterling does not certify. An independent, accredited certification body of your choosing audits the environmental management system and makes the certification decision. Our part is a fair comparison and a system that is ready.
How Sterling supports the choice of body
Like-for-like quotes and an EMS ready for Stage 1.
In a Sterling ISO 14001 engagement, the certification route is planned from the gap analysis onwards. We help you settle the scope, sites, headcount and activities so every body quotes on the same facts, check each shortlisted body's ISO 14001 accreditation and sector scope, and go through the quotes with you. Your aspects register, legal register and monitoring records run in Effivity, included with the engagement, at no additional cost. We ensure successful certification for our clients. The audit and the certification decision remain with the accredited body.
Book a free discovery callChoosing an ISO 14001 certification body: questions buyers ask
Does an ISO 14001 certification body have to be accredited?
If the certificate is meant to satisfy customers, tenders or regulators, yes in practice: accreditation is what gives it recognised standing, and an unaccredited certificate is often refused. Ask for accredited ISO 14001 certification, and confirm the accreditation body is recognised through Global ACI.
Can we use the same certification body for ISO 14001 and ISO 9001?
Yes, provided that body is accredited for both standards in your sector. Check each accreditation separately; holding one does not imply the other.
Can we switch ISO 14001 certification body after certification?
Yes. Accredited certificates can be transferred between accredited bodies under Global ACI's transfer document (TECH-3-002). Plan the move between audits, not just before one.
Will the ISO 14001 certification body visit all our sites?
Not always at every audit. Sampling is allowed only where sites carry out very similar work under one management system, so a plant and a warehouse cannot stand in for each other. The quote should say which sites each audit covers.
When should we ask certification bodies for ISO 14001 quotes?
Once scope, sites and headcount are fixed, normally early in implementation. Early booking lets Stage 1 and Stage 2 fall when your monitoring data, drill and internal audit are in place.
