In short

ISO 13485 certification in Sweden at a glance

Regulation (EU) 2017/745 (Medical Device Regulation) is the instrument itself: it applies to the organisations within its scope, and buyers and partners in Sweden ask for evidence that you meet it.

Medical device makers in Sweden answer to two separate frameworks. Regulation (EU) 2017/745 puts product conformity on the manufacturer, and Läkemedelsverket states that the manufacturer carries the main responsibility for safe devices while the authorities oversee, supervise and carry out market surveillance. ISO 13485 is the quality management system that makes that responsibility manageable, and customers in clusters such as Medicon Village ask suppliers for it. The Cybersäkerhetsförordning also makes Läkemedelsverket the supervisor under the cybersecurity law for manufacture of medical devices and in vitro diagnostic devices. A certificate is issued by a certification body accredited by Swedac, which lists ISO 13485 as a sub-area, or by another body within the international recognition arrangements. Sterling's Enschede office builds the design controls, risk management, supplier controls and internal audits, with Effivity and Sterling Academy included in the engagement.

The need

Who needs ISO 13485 in Sweden, and what happens without it

In Sweden the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Manufacturers of medical devices and in vitro diagnosticsThe manufacturer carries the main responsibility for the safety of devices, and a quality management system is the working base for that.
  • Suppliers and contract manufacturers to device makersDevice makers ask suppliers for a certified medical device quality system.
  • Life science start-ups preparing for a first productInvestors and notified bodies expect a quality system early.
  • Software and component firms entering healthcareMedical device customers extend their quality requirements to the supply chain.

Requirements

ISO 13485 requirements in Sweden

Strip away the vocabulary and ISO 13485 requires a company to prove six things about making medical devices that are safe and work as intended.

Regulatory requirements are built inThe quality system covers the regulatory requirements of each market you supply and your role in the device supply chain.
Design is controlledDesign and development are planned, verified and validated, with changes controlled and a file kept for each device.
Risk management runs through the life cycleRisks to safety and performance are managed from design through production, delivery and use.
Production and suppliers are controlledProduction, process validation, cleanliness, sterilisation where relevant and purchased components are controlled and recorded.
Every device can be tracedIdentification and traceability let you find the components, batches and records behind any device you have released.
Complaints and feedback drive actionComplaints and nonconformities are handled, reported to regulators where required, and closed through corrective and preventive action.

In Sweden these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO 13485 explained →

How Sterling gets a Swedish company certified

  2. Gap assessment against ISO 13485 and the Swedish requirements that apply to youControls you already run for your regulators and customers are reused, not rebuilt.
  3. Your system built with your team in EffivityRisks, controls, evidence, incidents and reviews in one live system the auditor can see.
  4. Internal audit, management review and corrective actionsYour internal auditors trained by Sterling; the evidence proven before the certification body arrives.

Time

How long does ISO 13485 certification take in Sweden?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Sweden these are the factors that set the timeline.

  • Device classes and processes in scope
  • Design and development file maturity
  • Supplier controls and process validation
  • Risk management and post-market procedures

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does ISO 13485 certification cost in Sweden?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Sweden these factors move both.

  • Number of sites and device types in scope
  • Validation and testing effort
  • Certification body fees quoted separately from consulting
  • Integration with regulatory documentation

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

ISO 13485 consultants and certification bodies in Sweden

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers ISO 13485 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Sweden are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Accreditation, audit language and remote audits in Sweden

Certification by a certification body accredited by Swedac or by an accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA). ISO 13485 is one of the sub-areas Swedac lists for management-system certification. A quality system certificate is separate from conformity assessment of a device under the Medical Device Regulation. Edition and transition details: ISO 13485 hub →

    Audit language

Audits can be held in Swedish or English; agree the language with the certification body, and keep regulatory documents in the languages the authorities require.

    Remote and on-site

Document review may be remote; design, production, sterilisation and storage areas are normally audited on-site.

ISO 13485 in Sweden: questions clients ask

Who supervises medical devices in Sweden?

Läkemedelsverket publishes Sweden's guidance on responsibility for medical devices, and it describes the authorities' role as oversight, supervision and market surveillance. Its page also stresses that the manufacturer carries the main responsibility for the safety of the devices. Check the authority's current pages for the rules that apply to your product.

Does ISO 13485 certification replace CE marking?

No. ISO 13485 certification concerns the quality management system. Conformity of a device under Regulation (EU) 2017/745 is a separate matter in which the manufacturer holds the main responsibility, according to Läkemedelsverket. A quality system certificate supports that work but does not stand in for it, so take regulatory advice on the route for your device.

Does Sweden's cyber law apply to medical device manufacturers?

It can. The Cybersäkerhetsförordning names Läkemedelsverket as supervisory authority for the manufacture of medical devices and in vitro diagnostic devices, and the law applies to operators who meet its sector and size tests. A manufacturer should check its position with counsel or the authority.

Which body accredits ISO 13485 certification bodies in Sweden?

Swedac accredits them. Medical device management system certification under ISO 13485 appears among its listed sub-areas, and the accreditation is recognised through the multilateral arrangements it has signed. A body accredited elsewhere within those arrangements can serve you as well, provided its scope covers your device activities.
