ISO 22000 certification in South Africa at a glance
HACCP regulations (No. R. 908 of 27 June 2003) under the Foodstuffs, Cosmetics and Disinfectants Act, 1972 refers to ISO 22000, yet none of the South African instruments checked makes it compulsory. Buyers in South Africa ask for it anyway.
Ready-to-eat heat-treated meat and poultry processors were added to South Africa's HACCP regulations in 2018, a reminder that food safety here is regulated by sector. The Department of Health's regulations, Government Notice R. 908 of 2003 under the Foodstuffs, Cosmetics and Disinfectants Act, define HACCP certification as documentary evidence issued by a certifying body accredited by SANAS, and separate regulations govern hygiene on food premises and in food transport. ISO 22000 builds on those HACCP principles with a full management system: prerequisite programmes, hazard control, traceability, emergency preparedness and management review. Agro-processors and exporters in zones such as Coega and the East London IDZ use it to answer customer audits with one certificate. Certification is issued by an accredited certification body, and SANAS holds an ISO 22000 sub-scope under the international recognition arrangements. Sterling's Johannesburg office supports the hazard analysis, prerequisite programmes and internal audit, with Sterling Academy training for food handlers and the food safety team. The route and local questions follow.
Who needs ISO 22000 in South Africa, and what happens without it
In South Africa the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.
- Processors in sectors listed under the HACCP regulationsR. 908 requires HACCP certification for listed food handling enterprises; ISO 22000 builds the wider management system.
- Food premises and food transportersGeneral hygiene regulations apply to food premises and transport of food.
- Agro-processors and food exporters in the SEZs (Coega, East London IDZ)Export customers ask for a recognised food safety management system.
- Packaging and ingredient suppliers to food manufacturersCustomers extend food safety requirements up the supply chain.

Strip away the vocabulary and ISO 22000 requires a company to prove six things about keeping food safe from supplier to customer.
In South Africa these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO 22000 explained →

How long does ISO 22000 certification take in South Africa?
There is no standard duration: it depends on your scope and on how much of the system already runs. In South Africa these are the factors that set the timeline.
- Number of production lines and product categories
- Prerequisite programme maturity
- Verification and validation records available before stage 2
- Seasonal production peaks and the December–January holiday period
Sterling agrees a dated plan with you on the discovery call, once the scope is known.
How much does ISO 22000 certification cost in South Africa?
The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In South Africa these factors move both.
- Number of sites and HACCP plans
- Laboratory testing and validation needs
- Certification body audit fees quoted separately from consulting
- Upgrade path to FSSC 22000
Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.
ISO 22000 consultants and certification bodies in South Africa
Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.
- Check that the body’s accreditation or approval covers ISO 22000 and your sector, and that its certificates can be verified online.
- Ask the consultant how the local requirements in South Africa are mapped into the same system, so nothing runs twice.
- Ask for client references in your sector; Sterling’s client letters are available on request.
- Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

ISO 22000 in South Africa: questions clients ask
Does ISO 22000 satisfy the HACCP regulations?
Not on its own authority. The HACCP regulations require HACCP certification for listed food sectors and do not name ISO 22000. ISO 22000 builds the wider food safety system around HACCP principles, so it may support your case. Confirm that the certificate's scope meets the regulations for your sector with the regulator or your certification body.
Should we choose ISO 22000 or FSSC 22000?
It depends on your customers. FSSC 22000 adds scheme requirements on top of ISO 22000, and retail buyers recognise it. If your buyers ask for it by name, choose it; if they accept ISO 22000, that may be enough. Ask your main customers what they require, and see the FSSC 22000 page for the scheme's extra requirements.
Does SANAS accredit ISO 22000 certification bodies?
Yes. The IAF legacy listing shows an ISO 22000 sub-scope for SANAS, so accredited certification is available through the national accreditation body. It is a market route, not a mandate. Check that the certification body's scope covers ISO 22000 and your food category, whether it is accredited by SANAS or elsewhere in the arrangements.
