In short

FSSC 22000 certification in South Africa at a glance

HACCP regulations (No. R. 908 of 27 June 2003) refers to FSSC 22000, yet none of the South African instruments checked makes it compulsory. Buyers in South Africa ask for it anyway.

Retail buyers decide which food safety certificate a South African manufacturer needs, and many of them ask for FSSC 22000. The scheme combines ISO 22000 with sector prerequisite programmes and its own additional requirements, and Foundation FSSC monitors the certification bodies it licenses through its own integrity monitoring. Locally, SANAS holds an FSSC 22000 sub-scope under the international recognition arrangements, so accredited certification is available within the country. The regulatory floor still applies: Government Notice R. 908 of 2003 requires HACCP certification from a SANAS-accredited certifying body for listed sectors, which since 2018 include processors of ready-to-eat heat-treated meat and poultry products. Agro-processors and exporters in zones such as Coega and the East London IDZ use the scheme to meet customer and regulatory expectations with one audit cycle. Sterling's Johannesburg office prepares the system, the prerequisite programmes and the food fraud and food defence assessments, with Sterling Academy training for the food safety team. The local route and common questions follow.

The need

Who needs FSSC 22000 in South Africa, and what happens without it

  • Food manufacturers supplying retailers and multinational brandsRetail buyers ask for a GFSI-benchmarked scheme.
  • Processors in sectors listed under the HACCP regulationsFSSC 22000 builds on HACCP and ISO 22000.

Requirements

FSSC 22000 requirements in South Africa

Strip away the vocabulary and FSSC 22000 asks a company to prove six things about food safety to the level global buyers expect.

The ISO 22000 system is completeHazard analysis, operational controls, verification and management review meet ISO 22000 in full.
Your sector's prerequisites are metThe prerequisite programmes the scheme sets for your type of operation are implemented and maintained.
Deliberate contamination is guarded againstA food defence threat assessment identifies how product could be tampered with, and proportionate controls are in place.
Food fraud is anticipatedVulnerability to fraud such as substitution, dilution or mislabelling is assessed, and mitigation is built into purchasing and checks.
Scheme requirements are appliedAdditional requirements such as allergen management, environmental monitoring and labelling are applied where relevant.
Culture backs the systemLeadership sets food safety culture objectives, communicates them and checks that behaviour on the floor matches the policy.

In South Africa these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: FSSC 22000 explained →

Time

How long does FSSC 22000 certification take in South Africa?

There is no standard duration: it depends on your scope and on how much of the system already runs. In South Africa these are the factors that set the timeline.

  • Existing ISO 22000 or HACCP certification
  • Number of product categories and lines
  • FSSC additional requirements (food defence, food fraud, environmental monitoring)
  • Seasonal production peaks and the December–January holiday period

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does FSSC 22000 certification cost in South Africa?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In South Africa these factors move both.

  • Number of sites and product categories
  • Laboratory testing and environmental monitoring needs
  • Certification body audit fees quoted separately from consulting
  • Unannounced audit arrangements under the scheme

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

FSSC 22000 consultants and certification bodies in South Africa

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers FSSC 22000 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in South Africa are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Accreditation, audit language and remote audits in South Africa

Use a certification body accredited for this standard by SANAS or by another accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA); check that the accreditation scope covers the standard and your sector. No body is named here unless its South African accreditation scope has been verified. The certification body must also be licensed by Foundation FSSC. Audit language

English is the usual audit language; agree the audit and document language with the certification body at application.

    Remote and on-site

Remote audit elements are at the certification body's discretion under its accreditation rules; operational sites are normally visited on-site.

FSSC 22000 in South Africa: questions clients ask

Does SANAS accredit FSSC 22000 certification bodies?

The IAF legacy listing shows an FSSC 22000 sub-scope for SANAS, so accredited certification is available through South Africa's national accreditation body. Accreditation alone is not enough: the certification body must also be licensed by Foundation FSSC. Ask any body you shortlist to confirm both, and that its scope covers your product categories.

Do we need ISO 22000 before FSSC 22000?

Not as a separate certificate. FSSC 22000 includes ISO 22000 and then adds prerequisite programmes and further scheme requirements, so one existing ISO 22000 certification can shorten your preparation but is not a formal gate. If you hold HACCP or ISO 22000 already, a gap assessment shows what the scheme still requires of you.

Does FSSC 22000 satisfy the HACCP regulations?

Do not assume so. The HACCP regulations, Government Notice R. 908, require HACCP certification for listed sectors and describe a SANAS-accredited certifying body. FSSC 22000 builds on HACCP, but whether its certificate meets the regulations depends on its scope. Check the certificate scope against the regulations for your sector, and confirm with the regulator or your counsel.
