In short

ISO 45001 certification in South Africa at a glance

One South African instrument bears on ISO 45001. It does not name the standard. So why do buyers in South Africa keep asking for the certificate?

A statutory duty sits beneath every safety system in the country. Section 8(1) of the Occupational Health and Safety Act 85 of 1993 requires every employer to provide and maintain, as far as is reasonably practicable, a working environment that is safe and without risk to the health of employees, and mines answer to the separate Mine Health and Safety Act 29 of 1996. ISO 45001 replaces neither Act. It gives management a structured way to identify hazards, consult workers, control contractors, evaluate legal compliance and learn from incidents, which is what main contractors, mining houses and multinational customers look for when they prequalify suppliers. Certification is issued by an accredited certification body; SANAS holds an ISO 45001 sub-scope under the international recognition arrangements. Sterling's consultants, backed by 20+ years of group practice, build the system around the client's own legal register and risk profile from the Johannesburg office. The route, the legal context and the questions South African employers ask are set out below.

The need

Who needs ISO 45001 in South Africa, and what happens without it

In South Africa the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Employers in manufacturing, logistics and servicesSection 8 of the OHS Act places a general duty on every employer.
  • Construction and engineering contractors on the cidb registerPublic-sector clients and main contractors ask for safety management evidence at prequalification.
  • Manufacturers in the SEZsMultinational customers audit supplier safety systems.

ISO 45001 requirements in South Africa

Strip away the vocabulary and ISO 45001 requires a company to prove six things about keeping its people safe and healthy at work.

Leadership takes responsibility for safetyTop management is accountable for preventing work-related injury and ill health, and sets a policy and objectives to do so.
Workers have a real sayWorkers and their representatives are consulted and take part in decisions on hazards, controls, incidents and the system itself.
You know the hazards and the risksHazards are identified on an ongoing basis, risks are assessed, and health and safety legal requirements are known and met.
Controls follow the right orderRisks are reduced using the hierarchy of controls, from eliminating the hazard down to protective equipment, including for contractors.
You are prepared for emergenciesEmergency situations are identified, response plans are in place, people are trained and drills are carried out.
Incidents lead to learningIncidents and nonconformities are investigated, causes are corrected, and performance is monitored, audited and reviewed.

In South Africa these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO 45001 explained →

How Sterling gets a South African company certified

How to get ISO 45001 certified in South Africa

One team from the Johannesburg office carries the work from scoping to certificate. On-site from the Johannesburg (Sandown) office across Gauteng and, by arrangement, other provinces; remote delivery for distributed teams.

  1. Discovery call and scopeEntities, locations, regulators and target date, agreed before any proposal.
  2. Gap assessment against ISO 45001 and the South African requirements that apply to youControls you already run for your regulators and customers are reused, not rebuilt.
  3. Your system built with your team in EffivityRisks, controls, evidence, incidents and reviews in one live system the auditor can see.
  4. Internal audit, management review and corrective actionsYour internal auditors trained by Sterling; the evidence proven before the certification body arrives.
  5. Certification body stage 1 and stage 2, then surveillanceAn accredited body audits and decides. Sterling supports the audits and the three-year cycle.
Included in every engagement

  • Effivity ISO & GRC software
  • Preferential Sterling Academy access, with complimentary awareness training for your people
  • Internal auditor training for your audit team, as applicable to your standard
  • Vulnerability assessment on ISMS engagements

The Sterling Promise: 100% on-time completion, 100% success, 8,100+ client engagements.Sterling does not certify. Certification decisions stay with independent bodies.

Time

How long does ISO 45001 certification take in South Africa?

There is no standard duration: it depends on your scope and on how much of the system already runs. In South Africa these are the factors that set the timeline.

  • Number of sites and high-risk activities in scope
  • Legal register and compliance evaluation against the OHS Act or the Mine Health and Safety Act
  • Contractor management arrangements
  • Certification body scheduling around the December–January holiday period

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does ISO 45001 certification cost in South Africa?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In South Africa these factors move both.

  • Number of sites, shifts and headcount
  • Hazard profile (mining, construction, process plant)
  • Certification body audit fees quoted separately from consulting
  • Integration with ISO 9001 or ISO 14001

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

ISO 45001 consultants and certification bodies in South Africa

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers ISO 45001 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in South Africa are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive ISO 45001 in South Africa (2)

InstrumentHow it treats the standard
Occupational Health and Safety Act 85 of 1993Expected in practice
Section 8(1) general duty of employers; the Act does not cite ISO 45001.
SANAS accreditation of management-system certification bodies — IAF MLA sub-scope for ISO 45001Market driver
Accredited certification for ISO 45001 is available through South Africa's only accreditation body; no mandate.

"Expected in practice" means the instrument asks for the outcomes ISO 45001 covers without naming a standard, and ISO 45001 is what buyers and regulators commonly accept as evidence of them.

Accreditation, audit language and remote audits in South Africa

Use a certification body accredited for this standard by SANAS or by another accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA); check that the accreditation scope covers the standard and your sector. No body is named here unless its South African accreditation scope has been verified. Edition and transition details: ISO 45001 hub →

Audit language

English is the usual audit language; agree the audit and document language with the certification body at application.

Remote and on-site

Remote audit elements are at the certification body's discretion under its accreditation rules; operational sites are normally visited on-site.

ISO 45001 in South Africa: questions clients ask

Does ISO 45001 replace compliance with the OHS Act?

No. Section 8(1) of the OHS Act requires every employer to provide and maintain, as far as is reasonably practicable, a working environment that is safe and without risk to health. That duty remains whatever you certify. ISO 45001 is a management system for meeting it, and the Act does not cite it. Confirm your obligations with the Department of Employment and Labour.

Can a mine certify to ISO 45001?

A mine may certify, but the Mine Health and Safety Act applies regardless. It is a separate regime for mines; the regulator and content should be confirmed on the primary source. ISO 45001 can sit alongside it as a management system. Check that the body's accreditation covers ISO 45001 and mining activities.

Does SANAS accredit ISO 45001 certification bodies?

Yes. The IAF legacy listing shows an ISO 45001 sub-scope for SANAS, South Africa's only accreditation body, so accredited certification is available locally. It is a market option, not a mandate. Certification bodies accredited elsewhere under the arrangements may also serve you; confirm the scope covers ISO 45001 and your sector.
