In short

ISO 27001 certification in Nigeria at a glance

NDP Act-GAID 2025, Schedule 2 (compliance audit returns template) refers to ISO/IEC 27001, yet none of the Nigerian instruments checked makes it compulsory. Buyers in Nigeria ask for it anyway.

Nigerian banks, fintechs and outsourcers tend to meet information security through three different doors at once. The Central Bank of Nigeria publishes risk-based cybersecurity frameworks, the Nigeria Data Protection Act, 2023 requires appropriate technical and organisational security measures, and overseas customers ask for evidence that stands up to audit. ISO 27001 answers all three without being demanded by any of them. The Commission's 2025 directive makes the link visible: its audit returns template grades data security against recognised frameworks and lists the ISO 27000 series first, though certification itself is not required. Accreditation needs a careful look, since Global ACI shows no recognition date for ISO/IEC 27001 against the Nigeria National Accreditation System, so ask any certification body what backs its certificate. Sterling's Lagos office helps organisations scope the system, run risk assessment and internal audit and close control gaps, with Effivity software and Sterling Academy training included with the engagement.

The need

Who needs ISO 27001 in Nigeria, and what happens without it

In Nigeria the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Banks, payment firms and fintechsThe Central Bank of Nigeria issues risk-based cybersecurity frameworks for banks and payment firms, and an ISO 27001 system gives a structured way to run and evidence security controls.
  • Data controllers and processors of major importanceThe NDPC's compliance audit returns template grades data security against recognised frameworks, with the ISO 27000 series listed first.
  • BPO, IT-services and software firms serving overseas clientsOffshore customers routinely ask service providers for an independently certified information security management system.
  • Telecom and digital service providersHeavy personal data volumes make the Act's security duty a board-level matter.
  • Suppliers to government digital programmesFederal bidding documents set their own security evidence requirements.

Requirements

ISO 27001 requirements in Nigeria

Strip away the vocabulary and ISO/IEC 27001 requires a company to prove six things about how it protects the information it holds.

You know what you are protectingThe scope is defined: the information, systems, locations and people that matter, and who inside and outside relies on them.
Management owns itTop management sets the information security policy and objectives, assigns roles and gives the effort the resources it needs.
You decided what could go wrong, and what to do about itSecurity risks are assessed against agreed criteria, and each is treated with a recorded choice of safeguards and the reasons for it.
The safeguards work every dayAccess, suppliers, devices, backups, incidents and staff awareness are managed as routine operations, not one-off projects.
You can show itPolicies, risk decisions and records are kept, so an auditor sees the system working in practice rather than on paper.
You check yourselvesSecurity performance is measured, internal audits and management reviews take place, and what they find is put right.

In Nigeria these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO/IEC 27001 explained →

How Sterling gets a Nigerian company certified

One team from the Lagos office carries the work from scoping to certificate. Clients across Nigeria are served from Sterling's Lagos office, on-site where the work needs it and remotely otherwise.

  1. Discovery call and scopeEntities, locations, regulators and target date, agreed before any proposal.
  2. Gap assessment against ISO/IEC 27001 and the Nigerian requirements that apply to youControls you already run for your regulators and customers are reused, not rebuilt.
  3. Your system built with your team in EffivityRisks, controls, evidence, incidents and reviews in one live system the auditor can see.
  4. Internal audit, management review and corrective actionsYour internal auditors trained by Sterling; the evidence proven before the certification body arrives.
  5. Certification body stage 1 and stage 2, then surveillanceAn accredited body audits and decides. Sterling supports the audits and the three-year cycle.

Time

How long does ISO 27001 certification take in Nigeria?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Nigeria these are the factors that set the timeline.

  • Scope boundary: sites, systems and cloud services
  • Maturity of asset, access, logging and supplier controls
  • Time to produce risk assessment, internal audit and management review evidence
  • Certification body scheduling

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does ISO 27001 certification cost in Nigeria?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Nigeria these factors move both.

  • Number of sites, systems and people in scope
  • Remediation of technical controls such as logging, encryption and access management
  • Certification body audit fees, quoted separately from consulting
  • Penetration testing and tooling

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

ISO 27001 consultants and certification bodies in Nigeria

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers ISO 27001 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Nigeria are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Nigeria National Accreditation System (NiNAS) recognition entriesAccreditation
Global ACI lists ISO/IEC 27001 in NiNAS's management-system scope list without a recognition date, so ask the certification body which accreditation backs the certificate.

Accreditation, audit language and remote audits in Nigeria

Use a certification body accredited for ISO/IEC 27001 by the Nigeria National Accreditation System (NiNAS) or by an accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA); check that the accreditation scope covers the standard and your sector. Global ACI's entry for NiNAS lists ISO/IEC 27001 in its scope list without a recognition date, so ask the certification body which accreditation backs an ISO/IEC 27001 certificate and whether your customer or regulator accepts it. The accredited certification body decides, not Sterling. Edition and transition details: ISO/IEC 27001 hub →

Audit language

English is the usual audit and document language; agree it with the certification body at application, and say early if interviews will run in another language.

Remote and on-site

Remote audit elements are at the certification body's discretion; data centres, offices and operations rooms in scope are normally visited, and walkthroughs of cloud and remote-work controls can often be done remotely.

ISO 27001 in Nigeria: questions clients ask

Does the Nigeria Data Protection Act require ISO 27001?

No. The Act requires appropriate technical and organisational measures for security, integrity and confidentiality and lists examples such as encryption, resilience and regular testing, without naming a standard. ISO 27001 is one structured way to run and evidence those measures. Ask your counsel or the Nigeria Data Protection Commission how your own safeguards measure up.

Does the NDPC directive mention the ISO 27000 series?

Yes, in an audit context. The compliance audit returns template in the 2025 directive grades data security against recognised frameworks and names the ISO 27000 series alongside NIST publications, the CIS controls, COBIT and the HITRUST framework. It grades; it does not make certification compulsory. Check current filing expectations with the Commission.

Can a Nigerian certification body certify to ISO 27001?

Global ACI lists ISO/IEC 27001 in the scope list for the Nigeria National Accreditation System but shows no recognition date for it, unlike ISO 9001, ISO 14001, ISO 45001 and ISO 22000. A body accredited by another member of the arrangements may serve you. Ask for its accreditation certificate and scope, and confirm your customer accepts it.

Do Central Bank of Nigeria frameworks make ISO 27001 mandatory?

The Bank has issued risk-based cybersecurity frameworks for banks and payment firms (revised in 2024), for other financial institutions and a payments risk guideline. Whether any of them names ISO 27001 is a point to settle from the current text, which the Bank publishes. Either way, an ISO certificate would not by itself show compliance with the Bank's own frameworks.
