In short

ISO 27701 certification in Nigeria at a glance

Nigeria Data Protection Act, 2023 refers to ISO/IEC 27701, yet none of the Nigerian instruments checked makes it compulsory. Buyers in Nigeria ask for it anyway.

Nigerian organisations that move customer data across borders have a particular reason to look at ISO/IEC 27701. The Nigeria Data Protection Act, 2023 lets the Commission determine whether certification mechanisms afford adequate protection for transfers and approve them, though it names no standard and creates no certificate of its own. The Commission's 2025 directive asks major data processors for annual audit returns, a Data Protection Officer and documented expectations for emerging technologies, all of which a privacy information management system helps keep in order. ISO/IEC 27701 therefore works as optional supporting evidence for banks, fintechs, BPO firms and cloud providers, not as a substitute for registration or filings. Check the accreditation behind any certificate: Global ACI's entry for the Nigeria National Accreditation System does not list the standard. Sterling's Lagos office helps build the privacy system and run internal audits, with Effivity and Sterling Academy included with the engagement.

The need

Who needs ISO 27701 in Nigeria, and what happens without it

In Nigeria the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Controllers and processors of major importanceThey register, designate a Data Protection Officer and file annual audit returns, and a privacy management system keeps the evidence in one place.
  • BPO and IT-services firms processing data for overseas clientsAs processors they must follow the Act and sign written agreements, and clients ask for privacy evidence.
  • Banks, fintechs and insurersHigh-volume customer data and cross-border processing raise the stakes of consent, retention and transfer decisions.
  • Organisations sending personal data abroadThe Act lets the Commission approve certification mechanisms as one basis for adequate protection in transfers.
  • Cloud, software and AI providersThe 2025 directive sets expectations for emerging technologies such as artificial intelligence.

Requirements

ISO 27701 requirements in Nigeria

Strip away the vocabulary and ISO/IEC 27701 requires a company to prove six things about how it handles personal data.

You know whose data you hold and whyYou know what personal data you process, for which purposes and on what basis, and whether you act as controller, processor or both.
Privacy has an ownerManagement assigns responsibility for privacy and sets objectives, so everyone who handles personal data knows their role.
You assessed the privacy risksRisks to the people whose data you process are assessed and treated, including when new products and processes are designed.
People can exercise their rightsRequests to access, correct or delete data, and other individual rights, run through a defined and timely process.
Sharing and suppliers are controlledDisclosures, transfers and processors are governed by agreements and checks, so data is used only as agreed.
You can demonstrate itRecords of processing, notices and decisions are kept, and the privacy system is audited and reviewed like any management system.

In Nigeria these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO/IEC 27701 explained →

How Sterling gets a Nigerian company certified

Time

How long does ISO 27701 certification take in Nigeria?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Nigeria these are the factors that set the timeline.

  • Number of processing activities, systems and processors
  • Existing ISO/IEC 27001 coverage, since the privacy system builds on it
  • Data Protection Officer role and records of processing readiness
  • Cross-border transfer arrangements

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does ISO 27701 certification cost in Nigeria?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Nigeria these factors move both.

  • Number of entities, data subjects and processors in scope
  • Processor and transfer agreement review
  • Privacy tooling for consent, requests and retention
  • Certification body audit fees, quoted separately from consulting

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

ISO 27701 consultants and certification bodies in Nigeria

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers ISO 27701 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Nigeria are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive ISO 27701 in Nigeria (3)

    InstrumentHow it treats the standard
Nigeria Data Protection Act, 2023 — cross-border transfersRefers to / expects
The Commission may determine whether certification mechanisms afford adequate protection, and may approve certification mechanisms for transfers; the Act defines a certification mechanism as certification by an official or professional third-party entity and does not name ISO/IEC 27701.
    NDP Act-GAID 2025Regulator directive
Compliance audit returns, Data Protection Officer duties and cross-border guidance that an ISO/IEC 27701 privacy information management system can help evidence; the directive does not require the certificate.
Nigeria National Accreditation System (NiNAS) recognition entriesAccreditation
Global ACI's entry for NiNAS does not list ISO/IEC 27701 among its management-system entries, so ask the certification body which accreditation backs the certificate.

Accreditation, audit language and remote audits in Nigeria

Use a certification body accredited for ISO/IEC 27701 by the Nigeria National Accreditation System (NiNAS) or by an accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA); check that the accreditation scope covers the standard and your sector. Global ACI's entry for NiNAS does not list ISO/IEC 27701 among its management-system entries, so ask the certification body which accreditation backs an ISO/IEC 27701 certificate and whether the Commission, your customer or your regulator accepts it. The accredited certification body decides, not Sterling. Edition and transition details: ISO/IEC 27701 hub →

    Audit language

English is the usual audit and document language; agree it with the certification body at application, and say early if interviews will run in another language.

    Remote and on-site

Remote audit elements are at the certification body's discretion; processing sites and data centres in scope are normally visited, and records of processing and consent can be reviewed remotely.

ISO 27701 in Nigeria: questions clients ask

Does ISO 27701 certification prove compliance with the Nigeria Data Protection Act?

No. The Act has no certificate and the Commission, not an ISO certification body, regulates compliance. An ISO/IEC 27701 certificate shows that a privacy information management system has been independently assessed, which supports your evidence but does not replace registration, filings or answers to a complaint. Confirm the point with counsel or the Commission.

Does the Act recognise certification mechanisms?

Yes, in the transfer rules. The Commission may determine whether certification mechanisms afford adequate protection for cross-border transfers and may approve them, and the Act defines the term as third-party certification of data protection policies and procedures. It does not name ISO/IEC 27701. Ask the Commission whether any mechanism you rely on has been approved.

Can a Nigerian certification body certify to ISO 27701?

Global ACI's entry for the Nigeria National Accreditation System does not list ISO/IEC 27701 among its management-system entries. A body accredited by another member of the arrangements may certify you. Ask for its accreditation certificate and scope, and check that the Commission, your customer or your regulator accepts it before you commit.

Do you need ISO 27001 first?

In practice, yes. ISO/IEC 27701 extends an information security management system with privacy controls, so most organisations certify or align with ISO/IEC 27001 first or alongside it. If your security system is mature, the privacy work is faster. Ask the certification body how it treats existing certificates when it sets the audit scope.
