In short

ISO 17025 accreditation in Nepal at a glance

Food Hygiene and Quality Act, 2081 (खाद्य स्वच्छता तथा गुणस्तर ऐन, २०८१) refers to ISO/IEC 17025, yet none of the Nepali instruments checked makes it compulsory. Buyers in Nepal ask for it anyway.

Food laboratories carry specific duties under the Food Hygiene and Quality Act, 2081: good laboratory practice, validated methods, calibrated equipment, a laboratory manual and procedures, traceable analysis reports and a records system. Those are the building blocks of ISO/IEC 17025, the standard against which laboratories are accredited for competence. Cement, steel and construction materials testing, calibration services and environmental laboratories face similar pressure from customers who rely on their results. Accreditation is granted by an accreditation body, not by a certification body and never by Sterling; NBSM's pages describe no national laboratory accreditation body, so Nepali laboratories usually turn to an accreditation body in another economy. Sterling's Mumbai office helps laboratories validate methods, estimate uncertainty, plan proficiency testing and prepare for assessment, with Effivity and Sterling Academy included with the engagement.

The need

Who needs ISO 17025 in Nepal, and what happens without it

In Nepal the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Food testing laboratoriesThe Food Hygiene and Quality Act, 2081 sets minimum criteria for food laboratories, including good laboratory practice, method validation, calibrated equipment and traceable reports.
  • Construction materials and cement testing laboratoriesCement, steel and concrete producers and their customers rely on test results for product conformity.
  • Calibration and industrial testing laboratoriesNBSM runs laboratory and metrology services, and private laboratories serving industry seek recognised competence.

ISO 17025 requirements in Nepal

Strip away the vocabulary and ISO/IEC 17025 requires a laboratory to prove six things about its competence and the results it reports.

You are impartialCommercial, financial or other pressures do not influence results, and risks to impartiality are identified and managed.
Staff are competent and authorisedEach person who performs, reviews or reports work is qualified, trained, monitored and authorised for those tasks.
Equipment is calibrated and traceableEquipment is fit for purpose and calibrated, with measurement results traceable to recognised references.
Methods are validated or verifiedMethods suit the work, are validated where needed or verified before use, and measurement uncertainty is evaluated.
Results are checked and reported properlyQuality control and proficiency testing confirm validity, and reports state results clearly, accurately and without ambiguity.
The management system worksComplaints, nonconforming work, risks, internal audits and management review run under a documented management system.

In Nepal these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO/IEC 17025 explained →

Time

How long does ISO 17025 accreditation take in Nepal?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Nepal these are the factors that set the timeline.

  • Number of tests, calibrations and methods on the scope
  • Method validation and uncertainty records
  • Proficiency testing history
  • Accreditation body assessment scheduling

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does ISO 17025 accreditation cost in Nepal?

The cost has two parts: the consulting work to build and prove the system, and the accreditation body’s fees, which are quoted separately. In Nepal these factors move both.

  • Scope size and number of technical areas
  • Equipment calibration and reference materials
  • Proficiency testing participation
  • Accreditation body fees quoted separately from consulting

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

ISO 17025 consultants and assessors in Nepal

Two different organisations are involved. A consultant helps you build the system and prove it works; the accreditation body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers ISO 17025 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Nepal are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Food laboratories must meet minimum criteria including good laboratory practice, validated methods, calibrated equipment and glassware, a laboratory manual and standard operating procedures, traceable analysis reports and a records system; ISO/IEC 17025 is not named.

Accreditation, audit language and remote audits in Nepal

ISO/IEC 17025 leads to accreditation by an accreditation body, not certification. NBSM's pages describe no national accreditation body for laboratories, so laboratories in Nepal usually seek accreditation from an accreditation body in another economy that signs the international laboratory recognition arrangements. Confirm which accreditation your customers and regulator accept before you apply. Edition and transition details: ISO/IEC 17025 hub →

    Audit language

Most Nepali laws and official notices are issued in Nepali, and the Nepal Law Commission publishes English translations of many Acts, including the Privacy Act. Agree the audit language, any interpreter and the language of controlled documents with the certification body at application.

    Remote and on-site

Assessments are on-site in the laboratory, including witnessing of tests; document review can be remote at the accreditation body's discretion.

ISO 17025 in Nepal: questions clients ask

Does Nepal's food law require ISO/IEC 17025 accreditation?

It sets criteria close to it without naming it. The Food Hygiene and Quality Act, 2081 requires food laboratories to apply good laboratory practice, validate methods, use calibrated equipment, keep manuals and procedures, and maintain traceable reports and records. ISO/IEC 17025 is the recognised way to show that competence. Check DFTQC's approval conditions with the Department.

    Who accredits laboratories for Nepal?

An accreditation body, not a certification body. NBSM's pages describe no national accreditation body for laboratories, so Nepali laboratories usually seek ISO/IEC 17025 accreditation from an accreditation body in another economy that signs the international laboratory arrangements. Confirm which accreditation your customers or regulator accept.

What do assessors look at in an ISO/IEC 17025 assessment?

Technical competence as much as paperwork. Expect scrutiny of method validation or verification, measurement uncertainty, metrological traceability of calibrations, proficiency testing results, staff authorisation and impartiality. Laboratories that have run proficiency tests and kept validation records are ready far sooner.

    Is ISO 9001 a substitute for ISO/IEC 17025 for a laboratory?

No. ISO 9001 certifies a quality management system, while ISO/IEC 17025 accreditation confirms that a laboratory is competent to produce valid results for the specific tests or calibrations on its scope. Customers and regulators relying on test reports look for the accreditation.
