FSSC 22000 certification in Nepal at a glance
Two Nepali instruments bear on FSSC 22000. Not one of them names it. So why do buyers in Nepal keep asking for the certificate?
Brand owners and international retailers often name FSSC 22000 in their supplier requirements, and that is what brings the scheme to Nepali food processors. The domestic baseline is already demanding: the Food Hygiene and Quality Act, 2081 requires producers, processors and packagers to adopt a food hygiene management system of good manufacturing practice, good hygiene practice and HACCP, enforced by the Department of Food Technology and Quality Control. FSSC 22000 adds ISO 22000 management system requirements, sector prerequisite programmes and the scheme's own rules on food defence, food fraud and allergens. The certificate comes from a body licensed by the scheme owner and accredited for it. Sterling's Mumbai office builds prerequisite programmes and the management system, then prepares the plant for audit, with Effivity and Sterling Academy included with the engagement.
Who needs FSSC 22000 in Nepal, and what happens without it
In Nepal the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.
- Food manufacturers supplying multinational brands or retailersLarge buyers often specify a scheme recognised under their supplier programmes rather than plain HACCP.
- Processors already running a food hygiene management systemThe Food Hygiene and Quality Act, 2081 requires GMP, GHP and HACCP, which form part of the FSSC 22000 base.
- Food exportersDFTQC handles export certification, and export buyers frequently ask for a certified food safety scheme.

Strip away the vocabulary and FSSC 22000 asks a company to prove six things about food safety to the level global buyers expect.
In Nepal these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: FSSC 22000 explained →

How long does FSSC 22000 certification take in Nepal?
There is no standard duration: it depends on your scope and on how much of the system already runs. In Nepal these are the factors that set the timeline.
- State of prerequisite programmes and premises
- Number of product categories and production lines
- Food defence, food fraud and allergen assessments
- DFTQC licence status
Sterling agrees a dated plan with you on the discovery call, once the scope is known.
How much does FSSC 22000 certification cost in Nepal?
The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Nepal these factors move both.
- Premises and equipment upgrades
- Number of sites and product categories
- Laboratory and environmental monitoring
- Certification body fees quoted separately from consulting
Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.
FSSC 22000 consultants and certification bodies in Nepal
Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.
- Check that the body’s accreditation or approval covers FSSC 22000 and your sector, and that its certificates can be verified online.
- Ask the consultant how the local requirements in Nepal are mapped into the same system, so nothing runs twice.
- Ask for client references in your sector; Sterling’s client letters are available on request.
- Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.
Laws and regulations that drive FSSC 22000 in Nepal (2)
| Instrument | How it treats the standard |
|---|---|
| Food Hygiene and Quality Act, 2081 (खाद्य स्वच्छता तथा गुणस्तर ऐन, २०८१) | Expected in practice The Act's food hygiene management system (GMP, GHP and HACCP) covers ground that FSSC 22000 builds on; the scheme is not named. |
| Department of Food Technology and Quality Control mandate | Does not name the standard DFTQC enforces food and feed laws through licensing, inspection, monitoring and testing. |
"Expected in practice" means the instrument asks for the outcomes FSSC 22000 covers without naming a standard, and FSSC 22000 is what buyers and regulators commonly accept as evidence of them.
Accreditation, audit language and remote audits in Nepal
FSSC 22000 certificates are issued by certification bodies licensed by the scheme owner and accredited for the scheme within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA). Check the scheme owner's register of licensed bodies and the accreditation scope before you apply. Edition and transition details: FSSC 22000 hub →
Audit language
Most Nepali laws and official notices are issued in Nepali, and the Nepal Law Commission publishes English translations of many Acts, including the Privacy Act. Agree the audit language, any interpreter and the language of controlled documents with the certification body at application.
Remote and on-site
Stage audits are held at operating sites; document review and some interviews can be remote at the certification body's discretion.
FSSC 22000 in Nepal: questions clients ask
Does Nepali law require FSSC 22000?
No. The Food Hygiene and Quality Act, 2081 requires a food hygiene management system built on good manufacturing practice, good hygiene practice and HACCP, and does not name any certification scheme. FSSC 22000 is chosen when a buyer specifies it. Ask your customers which scheme they recognise before you start.
How does FSSC 22000 relate to ISO 22000?
It includes it. FSSC 22000 combines ISO 22000 with sector prerequisite programme standards and the scheme's own additional requirements, and certificates are issued by bodies licensed by the scheme owner and accredited for it. A plant with a working ISO 22000 system has most of the foundation in place.
Who can issue an FSSC 22000 certificate in Nepal?
A certification body licensed by the scheme owner and accredited for the scheme within the international recognition arrangements. Check the scheme's own register of licensed bodies before you sign a contract, confirm that your buyer accepts the body you choose, and ask whether its auditors can cover unannounced audits at your plant.
What usually needs upgrading in a Nepali plant for FSSC 22000?
Prerequisite programmes most often. Premises layout, pest control, allergen management, food defence and food fraud vulnerability assessments, and environmental monitoring tend to need work, along with supplier approval records. Budget time for building changes before the certification audit is booked.
