HACCP certification in Nepal at a glance

Food Hygiene and Quality Act, 2081 (खाद्य स्वच्छता तथा गुणस्तर ऐन, २०८१) requires HACCP for the organisations it covers. Most Nepali buyers ask for it anyway.

HACCP is written into Nepali food law. The Food Hygiene and Quality Act, 2081 defines the food hygiene management system as good manufacturing practice, good hygiene practice and the hazard analysis and critical control point system, and it requires producers, processors and packagers to adopt that system. The Department of Food Technology and Quality Control licenses food businesses, inspects premises and tests products, so a documented, working HACCP plan is the evidence that matters on an inspection day. A certificate is optional and comes from a certification body offering a HACCP or Codex-based scheme. Sterling's Mumbai office leads the hazard analysis, builds prerequisite programmes and monitoring records, and trains supervisors, with Effivity to keep records current and Sterling Academy courses included with the engagement.

The need

Who needs HACCP in Nepal, and what happens without it

For some organisations in Nepal it is a legal requirement. For most, the question comes from a buyer, a regulator or a partner that wants proof before it signs. These are the organisations that get asked.

  • Food producers, processors and packagersThe Food Hygiene and Quality Act, 2081 names HACCP as part of the food hygiene management system they must adopt.
  • Dairy, meat, bakery and beverage businessesHigh-risk categories draw DFTQC inspection and testing, so documented hazard control matters.
  • Hotel and catering kitchensTourism operators and international guests expect documented food safety controls.

HACCP requirements in Nepal

Strip away the vocabulary and HACCP asks a food business to prove six things about how it controls food safety hazards.

A team knows the product and processA competent team has described each product, its intended use and a verified flow diagram of how it is made.
Hazards are analysedEvery significant hazard at each step is identified, and the measures that will control it are decided.
Critical control points have limitsThe steps where control is essential are identified, each with critical limits that separate safe from unsafe.
Monitoring and correction are routineEach critical point is monitored, and corrective action is defined in advance and taken whenever a limit is breached.
The plan is verifiedChecks confirm the plan works, from validating limits to reviewing records and reassessing when anything changes.
Records prove itDocuments and records show the plan was followed, ready for customers, auditors and food inspectors.

In Nepal these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: HACCP explained →

Time

How long does HACCP certification take in Nepal?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Nepal these are the factors that set the timeline.

  • Number of products, lines and HACCP plans
  • State of prerequisite programmes
  • Monitoring and verification records already kept
  • Seasonal production peaks

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does HACCP certification cost in Nepal?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Nepal these factors move both.

  • Number of sites and product categories
  • Premises and equipment upgrades
  • Laboratory verification testing
  • Certification body fees quoted separately from consulting

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

HACCP consultants and certification bodies in Nepal

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers HACCP and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Nepal are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Producers, processors and packagers must adopt the food hygiene and management system.

DFTQC enforces food and feed laws through licensing, inspection, monitoring and testing.

Accreditation, audit language and remote audits in Nepal

Choose a certification body accredited for this standard by an accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA), and check that the accreditation scope covers the standard and your sector. NBSM, the national standards body, describes no national accreditation body for certification bodies, so certificates used in Nepal usually carry accreditation from an accreditation body in another economy; ask for the accreditation certificate and scope. Audit language

Most Nepali laws and official notices are issued in Nepali, and the Nepal Law Commission publishes English translations of many Acts, including the Privacy Act. Agree the audit language, any interpreter and the language of controlled documents with the certification body at application.

    Remote and on-site

Stage audits are held at operating sites; document review and some interviews can be remote at the certification body's discretion.

HACCP in Nepal: questions clients ask

    Is HACCP mandatory in Nepal?

The system is, in substance. The Food Hygiene and Quality Act, 2081 defines the food hygiene management system as good manufacturing practice, good hygiene practice and HACCP and requires producers, processors and packagers to adopt it. A HACCP certificate is a separate, voluntary proof. Confirm how DFTQC applies this to your licence category with your counsel or the Department.

Who can issue a HACCP certificate in Nepal?

A certification body that offers a HACCP or Codex-based scheme. Ask which criteria the certificate is issued against, what the body's accreditation covers and whether your export customers accept it. Remember that the certificate is optional, while the HACCP system itself is part of the food hygiene management system the Food Hygiene and Quality Act, 2081 requires.

What does a HACCP study in a Nepali plant involve?

Mapping each product's process, identifying hazards, setting critical control points with limits, monitoring and corrective actions, and verifying that the plan works. Prerequisite programmes such as cleaning, pest control and water quality usually need work first. Plants with several product lines need a plan per line or a justified grouping.

Should we stop at HACCP or go on to ISO 22000?

Start with HACCP if your aim is to meet the Act and local customers, and move on to ISO 22000 when export buyers or hotel chains ask for a management system certificate. A well-built HACCP plan becomes the core of ISO 22000, so the work is not wasted.
