ISO and GRC certification in Tokyo at a glance

Tokyo gives management-system work an unusual number of public touchpoints. The Metropolitan Government's special zone for Asian headquarters covers six areas, from Shinjuku, Shibuya and Ikebukuro to Shinagawa, Tamachi, central Tokyo and the waterfront, and the former Haneda airport site, and it names IT, medical and chemical, electronics, aviation, finance and content as target industries. The same government runs a mandatory cap-and-trade scheme for large facilities, supports wholesalers in the central markets with HACCP-based hygiene manuals and operates a public testing and research institute for small manufacturers. Financial firms, startups and regional offices of foreign groups sit alongside all of this. National law, regulators and accreditation are covered on the Japan page. Sterling's Tokyo office works with organisations across the city, bringing 20+ years of experience, 8,100+ client engagements in 60+ countries, and Effivity and Sterling Academy with every engagement.

Tokyo is where regional headquarters, financial firms and IT businesses concentrate, and the Tokyo Metropolitan Government courts them with a special zone for Asian headquarters covering six areas of the city, a Global Financial City policy and sector pages for healthcare, IT and environment. The same government runs the central wholesale markets, a mandatory cap-and-trade scheme for large facilities and a public testing and research institute for small manufacturers.

Questions Tokyo clients ask

Who looks after ISO and GRC work for Tokyo organisations?

Sterling's Tokyo office looks after Tokyo organisations, holding workshops at your premises when a stage needs them and online sessions for the rest. Effivity and Sterling Academy come with every engagement. If you want a certificate, an accredited certification body that you appoint issues it. Sterling prepares the system but does not certify.

Which parts of central Tokyo does the Asian headquarters special zone cover?

The zone covers six areas: central Tokyo and the waterfront, the Shinjuku station area, the Shibuya station area, the Shinagawa and Tamachi station areas, the former Haneda airport site and the Ikebukuro station area. It was designated in 2011 and targets IT, medical and chemical, electronics, aviation, finance and content, according to the Tokyo Metropolitan Government's Invest Tokyo site.

How does Tokyo's cap-and-trade scheme connect to energy and environmental management?

The Metropolitan Government requires large facilities to report greenhouse gas emissions and, under the cap-and-trade scheme begun in April 2010, to meet facility-level reduction obligations. The current compliance period runs from April 2025 to March 2029. ISO 50001 and ISO 14001 give covered facilities a documented way to manage energy use and compliance records. Check coverage with the Bureau of Environment.

What help do businesses in Tokyo's wholesale markets get with HACCP?

The Metropolitan Government supports wholesalers and intermediate wholesalers in its central markets with quality and hygiene manuals for HACCP-based hygiene management, and a market hygiene inspection office supervises the markets daily. Many firms there want a documented system that customers can see, such as HACCP or ISO 22000 certification. Confirm your own obligations with the health centre or the market office.
