Usually yes, or at the same time. ISO 27701 is an extension of ISO 27001, so the information-security system comes first and the privacy controls attach to it. Companies without ISO 27001 can build both together, which often saves effort because risk assessment and audit routines are shared.

What does ISO 27701 add for a Tokyo processor?

It adds controls on following customer instructions, subcontractor management, breach support and returning or deleting data. Those are the points group customers ask about when a Tokyo business processes data for them. The certificate helps show the controls exist, but legal compliance is a question for your counsel.
