ISO 13485 certification in China at a glance

Two Chinese instruments bear on ISO 13485. Not one of them names it. So why do buyers in China keep asking for the certificate?

China's medical device makers face a regulatory change: the National Medical Products Administration's revised Good Manufacturing Practice for Medical Devices takes effect on 1 November 2026, replacing the 2014 text. That GMP is the legal quality system, inspected by regulators. ISO 13485 is the voluntary, internationally recognised one that export markets, notified-body routes and distributors look for. China adopts it identically as GB/T 42061-2022, aligned to ISO 13485:2016, so one quality system can serve both, provided design controls, risk management, supplier controls, process validation and complaint handling are built to satisfy each. Certification is granted by a certification body approved by CNCA, whose accreditation should cover medical device quality management systems. Biomedicine is a key sector in the State Council plan for the Lingang Special Area in Shanghai, where many device and diagnostics firms are growing. Sterling's Shanghai office maps the revised GMP against ISO 13485, closes gaps and prepares the audit evidence, with Effivity and Sterling Academy included in the engagement.

The need

Who needs ISO 13485 in China, and what happens without it

In China the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Medical device manufacturers registered with the NMPAThe revised GMP for Medical Devices sets the legal quality system; ISO 13485 aligns it with international expectations.
  • Exporters of medical devices to the EU and other regulated marketsOverseas regulatory routes and distributors commonly expect ISO 13485 certification.
  • Contract manufacturers and component suppliers to device makersCustomers flow down quality system requirements to their supply chain.
  • Biomedicine companies in the Lingang Special AreaBiomedicine is one of the area's key sectors.

Requirements

ISO 13485 requirements in China

Strip away the vocabulary and ISO 13485 requires a company to prove six things about making medical devices that are safe and work as intended.

Regulatory requirements are built inThe quality system covers the regulatory requirements of each market you supply and your role in the device supply chain.
Design is controlledDesign and development are planned, verified and validated, with changes controlled and a file kept for each device.
Risk management runs through the life cycleRisks to safety and performance are managed from design through production, delivery and use.
Production and suppliers are controlledProduction, process validation, cleanliness, sterilisation where relevant and purchased components are controlled and recorded.
Every device can be tracedIdentification and traceability let you find the components, batches and records behind any device you have released.
Complaints and feedback drive actionComplaints and nonconformities are handled, reported to regulators where required, and closed through corrective and preventive action.

In China these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO 13485 explained →

How Sterling gets a Chinese company certified

How to get ISO 13485 certified in China

One team from the Shanghai office carries the work from scoping to certificate. Delivery from the Shanghai office, on-site across mainland China as the scope requires; remote delivery for distributed teams.

  1. Discovery call and scopeEntities, locations, regulators and target date, agreed before any proposal.
  2. Gap assessment against ISO 13485 and the Chinese requirements that apply to youControls you already run for your regulators and customers are reused, not rebuilt.
  3. Your system built with your team in EffivityRisks, controls, evidence, incidents and reviews in one live system the auditor can see.
  4. Internal audit, management review and corrective actionsYour internal auditors trained by Sterling; the evidence proven before the certification body arrives.
  5. Certification body stage 1 and stage 2, then surveillanceAn accredited body audits and decides. Sterling supports the audits and the three-year cycle.
Included in every engagement
  • End to end, from one team
  • Effivity ISO & GRC software
  • Preferential Sterling Academy access, with complimentary awareness training for your people
  • Internal auditor training for your audit team, as applicable to your standard
  • Vulnerability assessment on ISMS engagements

The Sterling Promise: 100% on-time completion, 100% success, 8,100+ client engagements.Sterling does not certify. Certification decisions stay with independent bodies.

Time

How long does ISO 13485 certification take in China?

There is no standard duration: it depends on your scope and on how much of the system already runs. In China these are the factors that set the timeline.

  • Device classes and processes in scope (sterile, implantable, software)
  • Readiness of the quality system for the revised NMPA GMP
  • Design and development, risk management and supplier-control records
  • Certification body scheduling around public holidays

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does ISO 13485 certification cost in China?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In China these factors move both.

  • Number of sites, products and processes in scope
  • Sterilisation, cleanroom and special-process validation needs
  • Certification body audit fees, quoted separately from consulting
  • Alignment with NMPA GMP and export-market requirements in one system

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

ISO 13485 consultants and certification bodies in China

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers ISO 13485 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in China are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Accreditation, audit language and remote audits in China

In China, certification may be carried out only by certification bodies approved by the Certification and Accreditation Administration (CNCA) within their approved scope. Check the body's approval and that its accreditation — by CNAS or another accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA) — covers ISO 13485 and your sector. No body is named here unless verified. The NMPA's revised Good Manufacturing Practice for Medical Devices takes effect on 1 November 2026 and replaces the 2014 version; plan ISO 13485 work so that both are met. Audit language

Chinese and English audits are both available from certification bodies operating in China; agree the audit language and the certificate language at application.

    Remote and on-site

Manufacturing sites are audited on-site; remote elements are at the certification body's discretion.

ISO 13485 in China: questions clients ask

Does ISO 13485 certification satisfy NMPA GMP?

No. Good Manufacturing Practice for Medical Devices is the legal requirement for device production and is inspected by regulators, and the NMPA announcement does not cite ISO 13485. Certification to ISO 13485 is voluntary and complements GMP rather than replacing it. Plan one quality system that satisfies both, and confirm scope with the NMPA or your counsel.

When does the revised medical device GMP apply?

The revised Good Manufacturing Practice for Medical Devices, NMPA Announcement 2025 No. 107, is in force from 1 November 2026 and replaces the 2014 version. Manufacturers need their quality systems ready for the new text from that date. Check transitional points with the NMPA or your counsel.

Is GB/T 42061 the same as ISO 13485?

Yes, in content. GB/T 42061-2022, Medical devices — Quality management systems — Requirements for regulatory purposes, is an identical adoption of ISO 13485:2016. The requirements are the same; the different number reflects China's national adoption. Certification is still sought against the requirements of the standard through a certification body.

Who issues ISO 13485 certificates in China?

Approval from the Certification and Accreditation Administration is the first test, because each body may certify in China only within its approved scope. The second is accreditation: it should cover ISO 13485 and your sector, whether granted by CNAS or by a peer under the mutual recognition arrangements. No body is named here as verified.
