In short

ISO 17025 accreditation in China at a glance

In China, ISO/IEC 17025 is asked for by buyers and schemes rather than required by law. The drivers below show where the pressure comes from.

Laboratories in China work within a two-layer system. CMA qualification accreditation, administered by market regulation authorities, is a legal requirement for bodies issuing data and results with proof function for judicial or administrative decisions, among other uses. ISO/IEC 17025 accreditation by CNAS, the national accreditation body, is the voluntary layer that customers and overseas regulators recognise: CNAS's APAC mutual recognition scope has covered testing and calibration since 1999. China adopts the standard identically as GB/T 27025-2019, aligned to ISO/IEC 17025:2017, and CNAS describes its process as application, on-site review and appraisal approval. Assessors look at impartiality, competence, method validation, measurement uncertainty, metrological traceability and proficiency testing; no consultant can award accreditation. Many laboratories prepare CMA and CNAS together to avoid duplicate work. Sterling's Shanghai office prepares laboratories with the quality manual, procedures, uncertainty budgets, validation records and internal audits assessors expect, with Effivity and Sterling Academy included in the engagement.

The need

Who needs ISO 17025 in China, and what happens without it

In China the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Testing and calibration laboratories seeking CNAS accreditationCNAS accredits laboratories against ISO/IEC 17025 (GB/T 27025-2019).
  • Laboratories issuing data with proof function for judicial or administrative decisionsMust hold CMA qualification accreditation; ISO/IEC 17025 practices support it.
  • Manufacturers' in-house and export-testing laboratoriesCustomers abroad rely on accredited test reports recognised under the APAC MRA.

Requirements

ISO 17025 requirements in China

Strip away the vocabulary and ISO/IEC 17025 requires a laboratory to prove six things about its competence and the results it reports.

You are impartialCommercial, financial or other pressures do not influence results, and risks to impartiality are identified and managed.
Staff are competent and authorisedEach person who performs, reviews or reports work is qualified, trained, monitored and authorised for those tasks.
Equipment is calibrated and traceableEquipment is fit for purpose and calibrated, with measurement results traceable to recognised references.
Methods are validated or verifiedMethods suit the work, are validated where needed or verified before use, and measurement uncertainty is evaluated.
Results are checked and reported properlyQuality control and proficiency testing confirm validity, and reports state results clearly, accurately and without ambiguity.
The management system worksComplaints, nonconforming work, risks, internal audits and management review run under a documented management system.

In China these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO/IEC 17025 explained →

Time

How long does ISO 17025 accreditation take in China?

There is no standard duration: it depends on your scope and on how much of the system already runs. In China these are the factors that set the timeline.

  • Number of tests or calibrations in the requested scope
  • Method validation and measurement uncertainty data available
  • Proficiency testing results before assessment
  • Whether CMA and CNAS assessments are prepared together

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does ISO 17025 accreditation cost in China?

The cost has two parts: the consulting work to build and prove the system, and the accreditation body’s fees, which are quoted separately. In China these factors move both.

  • Size of the accreditation scope
  • CNAS application and assessment fees, separate from consulting
  • Equipment calibration and reference material needs
  • Proficiency testing participation

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

ISO 17025 consultants and assessors in China

Two different organisations are involved. A consultant helps you build the system and prove it works; the accreditation body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers ISO 17025 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in China are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Accreditation, audit language and remote audits in China

Accreditation, not certification: granted by CNAS after assessment of the laboratory's competence. CMA qualification accreditation is a separate legal permit from market regulation authorities. Audit language

ISO 17025 in China: questions clients ask

Which body accredits laboratories in China?

CNAS, the China National Accreditation Service for Conformity Assessment, accredits testing and calibration laboratories to ISO/IEC 17025. Its APAC MRA scope has included testing and calibration since 3 December 1999. The process runs from application through on-site review to appraisal approval. It is accreditation of competence, not certification.

What is the difference between CMA and CNAS?

CMA is a legal qualification, needed by bodies issuing data with proof function to judicial and administrative bodies, among others. CNAS accreditation to ISO/IEC 17025 is voluntary and internationally recognised under the APAC MRA. They are separate permits, so check with the market regulator which applies to your laboratory.

    Is GB/T 27025 the same as ISO/IEC 17025?

Yes. GB/T 27025-2019, General requirements for the competence of testing and calibration laboratories, is an identical adoption of ISO/IEC 17025:2017. Laboratories can treat the two as the same technical document. Accreditation is still decided by the accreditation body after assessing the laboratory's competence.
