ISO 22301 certification in Türkiye at a glance

Two Turkish instruments bear on ISO 22301. Not one of them names it. So why do buyers in Türkiye keep asking for the certificate?

A bank's core system fails, a plant loses power, a hosting provider goes dark: ISO 22301 requires what the business does next. In Türkiye the Banking Regulation and Supervision Agency's regulation on bank information systems covers continuity planning for primary systems, and public bodies and critical-infrastructure operators follow a Presidential circular with a graded security guide. Neither names ISO 22301, so the certificate is usually a choice, made by boards and customers who want tested recovery. Global ACI's entry for TÜRKAK shows no ISO 22301 line, which means the certification body's accreditation scope needs checking. Sterling's Dubai office runs business impact analyses, plan writing and exercises, on-site or remotely, with Effivity and Sterling Academy included with the engagement.

The need

Who needs ISO 22301 in Türkiye, and what happens without it

In Türkiye the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Banks and payment institutionsSupervisory rules require information systems continuity planning, and customers and boards want a tested business continuity capability beyond it.
  • Critical-infrastructure vendors and public-sector suppliersPublic bodies and critical-infrastructure operators set security and resilience expectations that reach their suppliers.
  • Manufacturers serving just-in-time customersA supplier that stops a customer's line pays for it, so customers ask about continuity plans.
  • Data centre and outsourcing providersClients ask how services recover and how quickly.

Requirements

ISO 22301 requirements in Türkiye

Strip away the vocabulary and ISO 22301 requires a company to prove six things about how it keeps operating when something goes wrong.

You know what must keep runningA business impact analysis identifies your priority activities and how quickly each one must be resumed after disruption.
Leadership owns continuityTop management sets continuity policy and objectives, assigns roles and backs the programme with people and budget.
You assessed what could disrupt youRisks of disruption to priority activities, and to the resources they depend on, are assessed and treated.
Plans are written and readyResponse and recovery plans, and a defined incident response structure, exist for the scenarios that matter most to you.
You have tested themPlans are exercised, and lessons from exercises and real incidents are fed back into them.
You keep the programme currentContinuity performance is evaluated, internal audits and management reviews take place, and the programme improves over time.

In Türkiye these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO 22301 explained →

Time

How long does ISO 22301 certification take in Türkiye?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Türkiye these are the factors that set the timeline.

  • Business impact analysis across functions and sites
  • Recovery strategies and plans to write and test
  • Exercises to run and review before the audit
  • Certification body scheduling around holiday periods

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does ISO 22301 certification cost in Türkiye?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Türkiye these factors move both.

  • Number of sites, critical activities and suppliers in scope
  • Alternate site, backup and recovery arrangements
  • Certification body audit fees, quoted separately
  • Exercise facilitation and training

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

ISO 22301 consultants and certification bodies in Türkiye

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers ISO 22301 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Türkiye are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive ISO 22301 in Türkiye (3)

    InstrumentHow it treats the standard
BDDK Regulation on Information Systems of Banks and Electronic Banking ServicesDoes not name the standard
It requires information systems continuity planning for banks and refers to primary systems and continuity plans, without naming ISO 22301.
Presidential Circular No. 2019/12 on Information and Communication Security MeasuresDoes not name the standard
It sets security measures and a graded guide for public bodies and critical-infrastructure operators, with annual audits of the guide's application.
    TÜRKAK recognition entries (Global ACI)Accreditation
Global ACI's TÜRKAK entry shows no ISO 22301 line, so confirm accreditation for this standard with any certification body.

Accreditation, audit language and remote audits in Türkiye

Use a certification body accredited for ISO 22301 by an accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA). Global ACI's entry for TÜRKAK does not show an ISO 22301 line, so ask each body for an accreditation certificate that names the standard and covers your sector. The certification body decides, not Sterling. Edition and transition details: ISO 22301 hub →

    Audit language

Turkish is the usual working language and the audit is normally run in it; agree the audit language, any interpreter and the language of controlled documents with the certification body at application, and say early if records will be in English.

    Remote and on-site

Remote audit elements are at the certification body's discretion under its accreditation rules; plants and operational sites are normally visited on-site. Exercises and recovery sites may be observed on-site where the body asks.

ISO 22301 in Türkiye: questions clients ask

Does the banking regulation require ISO 22301?

Not by name. The Banking Regulation and Supervision Agency's regulation on bank information systems covers information systems continuity planning and primary systems, and it cites no ISO standard. A bank may use ISO 22301 to structure wider continuity work. Banks should confirm current supervisory expectations with the Agency and their own compliance teams.

Which body can certify ISO 22301 in Türkiye?

Appoint a body whose accreditation certificate names ISO 22301; Sterling cannot certify. Global ACI's TÜRKAK page has no ISO 22301 entry, so a Turkish body would need to show evidence from TÜRKAK or another member of the arrangements. Get the accredited scope in writing before signing any contract or booking an audit.

How is a business impact analysis different from a risk assessment?

A business impact analysis asks what stops if an activity fails, how quickly the harm builds and what must be recovered first. A risk assessment asks what could go wrong and how likely it is. ISO 22301 uses the first to set recovery priorities and the second to choose treatments, so teams normally complete both.

Do exercises have to involve suppliers and customers?

Not always, but exercises should test the plans that matter most, including dependencies on key suppliers. Auditors want evidence that plans were exercised, results reviewed and corrections made. Start with a desktop exercise for a critical process, then widen it to include a supplier or customer where a failure would hurt most.
