ISO 45001 certification in Türkiye at a glance

In Türkiye, ISO 45001 is asked for by buyers and schemes rather than required by law. The drivers below show where the pressure comes from.

Workplace safety in Türkiye rests on Occupational Health and Safety Law No. 6331, published on 30 June 2012, which sets employer duties for every sector. ISO 45001 adds a management system on top: hazard identification, worker consultation, contractor control, incident learning and internal audit. It is not required by the Law, but foundries, construction firms, automotive suppliers and large apparel producers are regularly asked for it by customers, and a public tender can ask for certificates from accredited institutions. The certificate comes from a body accredited by TÜRKAK, which Global ACI shows as recognised for ISO 45001 since 2020, or by another body within the international arrangements. Sterling's Dubai office supports the build, from risk registers to internal audits, on-site or remotely, and Effivity and Sterling Academy are included with the engagement.

The need

Who needs ISO 45001 in Türkiye, and what happens without it

In Türkiye the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Contractors and construction firmsPrincipal contractors and clients ask subcontractors how they manage workplace risk, and a public tender may ask for certificates.
  • Heavy manufacturers, foundries and automotive suppliersMachinery, heat and noise exposure make a structured hazard and incident system valuable, and customers ask for it.
  • Textile and apparel producers with large workforcesLarge shift-based workforces make training, emergency preparedness and contractor control central to buyer audits.
  • Employers needing a framework above legal minimumsThe national OHS Law sets employer duties, and a management system turns them into routines that can be audited.
  • Suppliers to multinational customersGroup-wide supplier requirements frequently list ISO 45001 beside ISO 9001 and ISO 14001.

Requirements

ISO 45001 requirements in Türkiye

Strip away the vocabulary and ISO 45001 requires a company to prove six things about keeping its people safe and healthy at work.

Leadership takes responsibility for safetyTop management is accountable for preventing work-related injury and ill health, and sets a policy and objectives to do so.
Workers have a real sayWorkers and their representatives are consulted and take part in decisions on hazards, controls, incidents and the system itself.
You know the hazards and the risksHazards are identified on an ongoing basis, risks are assessed, and health and safety legal requirements are known and met.
Controls follow the right orderRisks are reduced using the hierarchy of controls, from eliminating the hazard down to protective equipment, including for contractors.
You are prepared for emergenciesEmergency situations are identified, response plans are in place, people are trained and drills are carried out.
Incidents lead to learningIncidents and nonconformities are investigated, causes are corrected, and performance is monitored, audited and reviewed.

In Türkiye these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO 45001 explained →

How Sterling gets a Turkish company certified

Time

How long does ISO 45001 certification take in Türkiye?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Türkiye these are the factors that set the timeline.

  • Hazard identification and risk assessment across all shifts and sites
  • Contractor and subcontractor control to put in place
  • Incident and near-miss records to build up
  • Certification body scheduling around holiday periods and shutdowns

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does ISO 45001 certification cost in Türkiye?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Türkiye these factors move both.

  • Number of sites, shifts, workers and contractors in scope
  • Depth of hazard controls and training still to deliver
  • Certification body audit fees, quoted separately
  • Combination with ISO 9001 and ISO 14001

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

ISO 45001 consultants and certification bodies in Türkiye

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers ISO 45001 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Türkiye are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive ISO 45001 in Türkiye (3)

InstrumentHow it treats the standard
TÜRKAK recognition entries (Global ACI)Market driver
Global ACI shows TÜRKAK recognised for ISO 45001 management systems certification from 5 February 2020, so an accredited local route exists; this is not a mandate.
Occupational Health and Safety Law No. 6331Framework law
The national OHS Law, published on 30 June 2012; it sets employer duties, and certification to ISO 45001 does not replace compliance with it.
Public Procurement Law No. 4734 and the Public Procurement AuthorityDoes not make the standard compulsory
A contracting authority may ask for certificates from accredited institutions, and the tender documents say which.

Accreditation, audit language and remote audits in Türkiye

Use a certification body accredited for ISO 45001 by TÜRKAK or by an accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA); check that the accreditation scope covers the standard and your sector. Global ACI lists TÜRKAK as recognised for ISO 45001 management systems certification from February 2020. The accredited certification body decides, not Sterling. Audit language

Turkish is the usual working language and the audit is normally run in it; agree the audit language, any interpreter and the language of controlled documents with the certification body at application, and say early if records will be in English.

Remote and on-site

Documentation review can be remote at the certification body's discretion; hazards and controls are verified by walking sites, so production floors and construction sites are visited on-site.

ISO 45001 in Türkiye: questions clients ask

Does ISO 45001 replace compliance with Law No. 6331?

No. Occupational Health and Safety Law No. 6331 sets employer duties that apply whether or not you are certified, and the certificate does not discharge them. ISO 45001 helps organise hazards, training, incidents and audits so that compliance is easier to show. Check which regulations apply to your sector with counsel or the Ministry of Labour and Social Security.

Who issues an ISO 45001 certificate in Türkiye?

Your appointed certification body issues it after auditing, while Sterling only prepares you. Global ACI lists TÜRKAK as the accreditation body recognised for ISO 45001 since February 2020; others in the arrangements may serve Turkish sites too. Choose on an accreditation scope covering your industry, ask who the auditors are, and compare how they treat contractor control.

Do subcontractors need their own certificate to work for a principal contractor?

It depends on the contract. Some principal contractors and public tenders ask for ISO 45001 and others accept a described system, and the Public Procurement Law leaves each authority to name its requirements. Read the qualification clause or subcontract terms before investing, and ask whether the certificate must name the site where work happens.

How are workers consulted under ISO 45001?

The standard expects workers, and where they exist their representatives, to be consulted and to take part in hazard identification, incident investigation and policy development. Auditors will ask workers, not only managers, how this works in practice. Prepare records of meetings, suggestions and corrective actions, and train supervisors on the idea.
