In short

SOC 2 attestation in Tanzania at a glance

In Tanzania, SOC 2 is asked for by buyers and schemes rather than required by law. The drivers below show where the pressure comes from.

Clients in the United States often ask Tanzanian software, cloud and BPO providers for a SOC 2 report before signing, and that request, rather than local law, is what usually starts the work. The AICPA sets the framework, and only a licensed CPA firm can examine controls and issue the attestation report, either Type 1 on design or Type 2 on operation over a period. Local rules add weight without naming SOC 2: the Bank of Tanzania's March 2026 draft cybersecurity guidelines ask financial service providers to manage third-party risk, and the Personal Data Protection Act makes processors share responsibility for security under their contracts. Sterling prepares controls, policies and evidence, and the CPA firm reports; Sterling never attests. The work runs from Sterling's Nairobi office, drawing on 20+ years of practice, with Effivity to organise evidence and Sterling Academy for staff training.

The need

Who needs SOC 2 in Tanzania, and what happens without it

In Tanzania the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Software, cloud and SaaS firms selling to US clientsUS customers commonly ask service providers for a SOC 2 report under AICPA standards.
  • BPO and outsourcing providersOverseas clients use SOC 2 reports to assess controls over their data and services.
  • Technology suppliers to banks and payment providersThe Bank of Tanzania's draft guidelines ask financial service providers to manage third-party risk, and suppliers use independent reports to answer.

Requirements

SOC 2 requirements in Tanzania

Strip away the vocabulary and SOC 2 asks a service organisation to report on six things about the controls behind its service.

You describe your system accuratelyA system description sets out your services, infrastructure, people, data and the boundaries of what the report covers.
Security is designed inControls protect the system against unauthorised access and use; security is the one category every SOC 2 report includes.
Access is granted on need and reviewedLogical and physical access is approved on need, removed when no longer required and reviewed regularly.
Changes and operations are controlledSystem changes are authorised and tested, and operations are monitored so incidents are detected and handled.
Risks and vendors are assessedRisks to your commitments, including those coming from vendors and business partners, are assessed and acted on.
Controls work over timeFor a Type 2 report, a licensed CPA firm tests that the controls operated effectively across the review period.

In Tanzania these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: SOC 2 explained →

    Time

How long does SOC 2 attestation take in Tanzania?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Tanzania these are the factors that set the timeline.

    • Type 1 or Type 2 report and the observation period chosen
    • Trust services criteria in scope
    • Maturity of documented controls and evidence
    • CPA firm availability

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

    Cost

How much does SOC 2 attestation cost in Tanzania?

The cost has two parts: the consulting work to build and prove the system, and the CPA firm’s fees, which are quoted separately. In Tanzania these factors move both.

    • Number of systems and locations in scope
    • Control remediation and tooling
    • Evidence collection effort
    • CPA firm fees quoted separately

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

    Choosing a partner

SOC 2 consultants and auditors in Tanzania

Two different organisations are involved. A consultant helps you build the system and prove it works; a licensed CPA firm then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

    • Check that the body’s accreditation or approval covers SOC 2 and your sector, and that its certificates can be verified online.
    • Ask the consultant how the local requirements in Tanzania are mapped into the same system, so nothing runs twice.
    • Ask for client references in your sector; Sterling’s client letters are available on request.
    • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Accreditation, audit language and remote audits in Tanzania

Attestation, not certification: a SOC 2 report is issued by a licensed CPA firm under AICPA attestation standards. Sterling prepares controls and evidence for the examination and never issues the report. Edition and transition details: SOC 2 hub →

      Audit language

SOC 2 reports are written in English for overseas users; agree the language of evidence and interviews with the CPA firm.

      Remote and on-site

Readiness work and much of the CPA firm's testing can be remote; the firm decides what it observes on-site.

SOC 2 in Tanzania: questions clients ask

Can a Tanzanian company obtain a SOC 2 report?

Yes. A SOC 2 report is an attestation issued by a licensed CPA firm under AICPA standards, and the firm can examine a service organisation wherever it operates. It is not a certificate. Choose a firm licensed to issue SOC reports and agree the scope and report type before any testing begins.

Is SOC 2 required by Tanzanian regulators?

No regulator found requires it. Demand comes from clients, often in the United States. Still, the Bank of Tanzania's 2026 draft cybersecurity guidelines ask financial service providers to manage third-party risk, and the Personal Data Protection Act makes processors share responsibility for security, so independent reports help on both fronts.

Should a Tanzanian provider choose SOC 2 or ISO/IEC 27001?

Ask your clients. US customers usually request SOC 2, while clients elsewhere tend to prefer ISO/IEC 27001 certification. The control sets overlap heavily, so many providers build one control framework and obtain both, sequencing them by which customers matter most.

What is the difference between a Type 1 and a Type 2 report?

Timing and depth. Type 1 gives the CPA firm's opinion on whether controls are suitably designed on a single date; Type 2 adds testing of whether they actually worked across an agreed observation window. Overseas buyers generally ask for Type 2, so a Tanzanian provider often uses Type 1 as a stepping stone.
