In short

ISO 27701 certification in Tanzania at a glance

In Tanzania, ISO/IEC 27701 is asked for by buyers and schemes rather than required by law. The drivers below show where the pressure comes from.

Privacy management in Tanzania has a legal anchor: the Personal Data Protection Act, 2022, enforced by the Personal Data Protection Commission, plus the 2023 Collection and Processing Regulations on protection by design or by default, data protection officer duties, impact assessment and transfer applications. ISO/IEC 27701 extends an ISO/IEC 27001 security system into a privacy information management system, giving controllers and processors a structured way to show how they meet those duties. It does not prove compliance with the Act, which has no certificate. Processors serving foreign clients and groups seeking PDPC transfer permits gain most. SADCAS's recognition does not list the standard, so certificates usually carry accreditation from another economy, issued by an accredited certification body. Sterling's Nairobi office maps the Act to the standard and builds the controls with your team, drawing on 20+ years of practice, with Effivity and Sterling Academy included.

The need

Who needs ISO 27701 in Tanzania, and what happens without it

In Tanzania the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Controllers registered with the PDPCThe Personal Data Protection Act requires purpose-bound processing, rights handling and security, which a privacy information management system can organise.
  • Processors serving controllers in Tanzania and abroadProcessors act under contracts and share responsibility for the Act's security standards, and clients want evidence.
  • Groups transferring personal data out of the countryThe PDPC issues transfer permits and looks for safeguards; documented privacy controls help make the case.

Requirements

ISO 27701 requirements in Tanzania

Strip away the vocabulary and ISO/IEC 27701 requires a company to prove six things about how it handles personal data.

You know whose data you hold and whyYou know what personal data you process, for which purposes and on what basis, and whether you act as controller, processor or both.
Privacy has an ownerManagement assigns responsibility for privacy and sets objectives, so everyone who handles personal data knows their role.
You assessed the privacy risksRisks to the people whose data you process are assessed and treated, including when new products and processes are designed.
People can exercise their rightsRequests to access, correct or delete data, and other individual rights, run through a defined and timely process.
Sharing and suppliers are controlledDisclosures, transfers and processors are governed by agreements and checks, so data is used only as agreed.
You can demonstrate itRecords of processing, notices and decisions are kept, and the privacy system is audited and reviewed like any management system.

In Tanzania these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO/IEC 27701 explained →

How Sterling gets a Tanzanian company certified

Time

How long does ISO 27701 certification take in Tanzania?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Tanzania these are the factors that set the timeline.

  • State of the ISO/IEC 27001 ISMS it extends
  • Number of processing activities and systems
  • Controller and processor roles to separate
  • Transfer arrangements and PDPC permits

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does ISO 27701 certification cost in Tanzania?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Tanzania these factors move both.

  • Breadth of personal data processing
  • Privacy notices, contracts and impact assessments
  • Technical changes for privacy by design
  • Certification body fees quoted separately

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

ISO 27701 consultants and certification bodies in Tanzania

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers ISO 27701 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Tanzania are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive ISO 27701 in Tanzania (3)

    InstrumentHow it treats the standard
Personal Data Protection Act, 2022 (Act No. 11 of 2022), Cap. 44The law
Registration, principles, security and a data protection officer, breach notification, sensitive data, transfers and rights; it names no ISO standard.
Personal Data Protection (Personal Data Collection and Processing) Regulations, 2023Regulations
Protection by design or by default, data protection officer duties, impact assessment and transfer applications; they name no ISO standard.
SADCAS recognition scopes (list dated 31 December 2025)Context
The scopes listed for SADCAS cover ISO 9001, ISO 14001, ISO 45001, ISO 22000 and product certification; other management system standards are accredited elsewhere.

Accreditation, audit language and remote audits in Tanzania

Choose a certification body accredited for ISO/IEC 27701 by an accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA). The recognition list dated 31 December 2025 does not show ISO/IEC 27701 among SADCAS's management system scopes, so a certificate used in Tanzania may carry accreditation from another economy; check the accreditation body, the scope and your customer's acceptance before you sign. ISO/IEC 27701 is certified together with, or as an extension of, ISO/IEC 27001. Edition and transition details: ISO/IEC 27701 hub →

    Audit language

Acts are published with a Kiswahili text and an English version, and bodies such as TBS and the PDPC publish in both languages. Agree the audit language, any interpreter and the language of controlled documents with the certification body at application.

    Remote and on-site

Privacy workshops, records and controls can be reviewed remotely; operational sites are sampled as the certification body plans.

ISO 27701 in Tanzania: questions clients ask

Does ISO/IEC 27701 certification prove PDPA compliance in Tanzania?

No. The Personal Data Protection Act has no certificate that proves compliance, and the Commission judges compliance against the Act itself. ISO/IEC 27701 shows a managed privacy system, which supports your evidence on security, rights handling and processor control. Ask your counsel how the Commission views it in an investigation.

How do the 2023 regulations connect with ISO/IEC 27701?

Closely. The Collection and Processing Regulations, 2023 address protection by design or by default, data protection officer duties, impact assessments and transfer applications, all areas where ISO/IEC 27701 has matching controls. Mapping one to the other early avoids duplicate work. Confirm legal interpretation with the PDPC or your adviser.

    Do I need ISO/IEC 27001 before ISO/IEC 27701?

Yes. ISO/IEC 27701 is certified together with, or as an extension of, an ISO/IEC 27001 information security management system. If you have no ISMS yet, plan both together, and check that the certification body's accreditation covers both standards before you sign.

Who in Tanzania gains most from ISO/IEC 27701?

Processors and groups with data flows abroad. Processors work under contracts and share responsibility for security, so certified privacy controls reassure clients. Groups sending data outside the country need PDPC permits or safeguards, and a documented privacy system helps make that case to the Commission.
