In short

ISO 42001 certification in Saudi Arabia at a glance

One Saudi instrument bears on ISO/IEC 42001. It does not name the standard. So why do buyers in Saudi Arabia keep asking for the certificate?

Artificial intelligence systems that process personal data in Saudi Arabia fall under the Personal Data Protection Law, issued on 9/2/1443H (16 September 2021), and the Saudi Data and Artificial Intelligence Authority (SDAIA) is the national authority for data and AI. ISO/IEC 42001 gives developers and users of AI a management system for that responsibility: an AI policy, AI risk and impact assessments, controls over data, models and suppliers, human oversight and monitoring across the AI life cycle. For entities under the National Cybersecurity Authority, the Data Cybersecurity Controls (DCC-1:2022) set minimum requirements for protecting data throughout its lifecycle. No Saudi regulation checked for this page requires ISO/IEC 42001 certification. Certificates are issued by an accredited certification body; confirm its accreditation for ISO/IEC 42001, which is a recent scheme. Sterling's Riyadh office runs the AI inventory and risk assessment, integrates the AI management system with ISO/IEC 27001 and ISO/IEC 27701 where they exist, and prepares the audit evidence. The Saudi questions follow.

The need

Who needs ISO 42001 in Saudi Arabia, and what happens without it

In Saudi Arabia the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Entities covered by the NCA data controlsDCC data lifecycle requirements apply to data used in AI.
  • Technology vendors selling AI to government and banksBuyers ask for evidence of responsible AI governance.

ISO 42001 requirements in Saudi Arabia

Strip away the vocabulary and ISO/IEC 42001 requires a company to prove six things about how it governs the AI it builds or uses.

You know where AI is usedThe AI systems you develop, provide or use are identified, together with the role your organisation plays for each.
Leadership sets the rules for AITop management sets an AI policy and objectives, assigns accountability and provides resources for responsible use.
You assessed AI risks and impactsRisks from AI systems, and their impacts on individuals, groups and society, are assessed before and during use and then treated.
Each AI system is managed through its lifeDesign, data, testing, deployment, monitoring and retirement follow defined processes with records you can show.
Data and third parties are under controlThe quality and origin of data, and suppliers of models or components, are managed against your own requirements.
You monitor, audit and improveAI systems and the management system are monitored, audited internally and reviewed by management, with problems corrected.

In Saudi Arabia these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO/IEC 42001 explained →

How Sterling gets a Saudi company certified

How to get ISO 42001 certified in Saudi Arabia

One team from the Riyadh office carries the work from scoping to certificate. Clients across the Kingdom, from the Riyadh office; on-site where the work needs it and remote delivery for distributed teams.

  1. Discovery call and scopeEntities, locations, regulators and target date, agreed before any proposal.
  2. Gap assessment against ISO/IEC 42001 and the Saudi requirements that apply to youControls you already run for your regulators and customers are reused, not rebuilt.
  3. Your system built with your team in EffivityRisks, controls, evidence, incidents and reviews in one live system the auditor can see.
  4. Internal audit, management review and corrective actionsYour internal auditors trained by Sterling; the evidence proven before the certification body arrives.
  5. Certification body stage 1 and stage 2, then surveillanceAn accredited body audits and decides. Sterling supports the audits and the three-year cycle.

Time

How long does ISO 42001 certification take in Saudi Arabia?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Saudi Arabia these are the factors that set the timeline.

  • Number of AI systems in the inventory
  • Existing ISO/IEC 27001 or ISO/IEC 27701 systems to integrate
  • AI impact assessment maturity
  • Certification body scheduling around Ramadan, the Eid holidays and the Sunday–Thursday working week

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does ISO 42001 certification cost in Saudi Arabia?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Saudi Arabia these factors move both.

  • Number and risk of AI systems in scope
  • Data and model governance tooling
  • Certification body audit fees quoted separately from consulting
  • Integration with existing management systems

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

ISO 42001 consultants and certification bodies in Saudi Arabia

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers ISO 42001 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Saudi Arabia are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive ISO 42001 in Saudi Arabia (1)

InstrumentHow it treats the standard
Data Cybersecurity Controls (DCC-1:2022), National Cybersecurity AuthorityExpected in practice
Data lifecycle security requirements; no ISO standard named.

"Expected in practice" means the instrument asks for the outcomes ISO/IEC 42001 covers without naming a standard, and ISO/IEC 42001 is what buyers and regulators commonly accept as evidence of them.

Accreditation, audit language and remote audits in Saudi Arabia

Use a certification body accredited for this standard by the Saudi Accreditation Center (SAAC) or by another accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA). IAF recorded SAAC's MLA scope as ISO 9001 quality management certification, so check that the accreditation scope covers ISO/IEC 42001 and your sector. No body is named here unless its scope has been verified. Edition and transition details: ISO/IEC 42001 hub →

Audit language

Arabic and English audits are both available in the market; agree the audit and document language with the certification body at application, and follow any Arabic-language requirement of a regulator or government buyer.

Remote and on-site

Remote audit elements are at the certification body's discretion under its accreditation rules; operational sites are normally visited on-site.

ISO 42001 in Saudi Arabia: questions clients ask

Is ISO 42001 required in Saudi Arabia?

No Saudi regulation checked requires ISO/IEC 42001, so it is a voluntary standard that a customer or your own governance may ask for. Check any contract or tender wording rather than assuming it is expected, and confirm with the relevant regulator if your sector may add its own rules.

How does the PDPL apply to AI systems?

Personal data used in AI systems is subject to the Personal Data Protection Law, so privacy obligations follow the data into your models and tools. SDAIA is recorded as the authority, but the law's scope, decree number and implementing regulations still need confirming on the official text. Take advice from counsel on how it applies.

Which accreditation should our ISO 42001 certification body hold?

Look for accreditation that explicitly covers ISO/IEC 42001, granted by SAAC or another body within the international mutual recognition arrangements. SAAC's recorded mutual recognition scope is quality management under ISO 9001, so the AI management system scope, and your sector, should be confirmed with the certification body, not assumed.
