In short

ISO 22000 certification in the Philippines at a glance

In the Philippines, ISO 22000 is asked for by buyers and schemes rather than required by law. The drivers below show where the pressure comes from.

Food business operators in the Philippines answer first to the Food and Drug Administration, which regulates processed food under the Food Safety Act of 2013, and, for meat establishments, to the Department of Agriculture's National Meat Inspection Service. ISO 22000 sits above those rules as a certifiable food safety management system: it combines HACCP principles with prerequisite programmes, communication along the food chain and management-system disciplines. The Philippine Accreditation Bureau retained IAF MLA membership for food safety management system certification in 2021, so locally accredited certificates exist alongside those from bodies accredited elsewhere. For processors whose customers require GFSI recognition, FSSC 22000 is the next step on the same foundation. New Clark City lists food processing, cold storage and warehousing among its target industries. Certification is granted by the accredited certification body. Sterling designs and builds the system from its Makati office, with Effivity and Sterling Academy included.

The need

Who needs ISO 22000 in the Philippines, and what happens without it

In the Philippines the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Processed food manufacturers regulated by the FDAThe Food Safety Act of 2013 sets the regulatory baseline.
  • Meat processors under NMISHACCP is mandatory for 'AAA' meat establishments; ISO 22000 builds on it.
  • Food processing, cold-storage and warehousing operators in New Clark CityThese are among the estate's target industries.
  • Packaging and ingredient suppliers to food brandsCustomers ask for certified food safety management.

Requirements

ISO 22000 requirements in the Philippines

Strip away the vocabulary and ISO 22000 requires a company to prove six things about keeping food safe from supplier to customer.

The basics of hygiene are in placePrerequisite programmes cover premises, cleaning, pest control, personal hygiene, water, maintenance and supplier approval.
You analysed the hazardsBiological, chemical and physical hazards are identified for each product and process step, and the controls needed are decided.
Critical controls are monitoredControl measures are validated, monitored and acted on when limits are breached, following HACCP principles.
Unsafe product does not leaveTraceability, handling of potentially unsafe product, withdrawal and recall are planned and tested.
Food safety information flows along the chainInformation is exchanged with suppliers, customers, authorities and your own staff so hazards are not missed.
Leadership reviews and improvesManagement sets food safety policy and objectives, the system is verified and audited, and it is updated as risks change.

In the Philippines these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO 22000 explained →

Time

How long does ISO 22000 certification take in the Philippines?

There is no standard duration: it depends on your scope and on how much of the system already runs. In the Philippines these are the factors that set the timeline.

  • Number of sites and product categories
  • Prerequisite programme gaps
  • HACCP plan maturity and verification records
  • Certification body scheduling around Holy Week, the year-end holidays and weather-related work suspensions

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does ISO 22000 certification cost in the Philippines?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In the Philippines these factors move both.

  • Number of sites, lines and product categories
  • Certification body audit fees quoted separately from consulting
  • Hygiene infrastructure upgrades

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

ISO 22000 consultants and certification bodies in the Philippines

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers ISO 22000 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in the Philippines are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Accreditation, audit language and remote audits in the Philippines

Use a certification body accredited for this standard by the Philippine Accreditation Bureau (PAB) or by an accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA); check that the accreditation scope covers the standard and your sector. PAB's milestones page lists this management-system scope under its IAF MLA membership. No body is named here unless its accreditation scope has been verified. Audit language

Audits in the Philippines are normally conducted in English; agree the audit and document language with the certification body at application and plan interpretation for interviews in Filipino or a regional language.

Remote and on-site

Remote audit elements are at the certification body's discretion under its accreditation rules; operational sites are normally visited on-site.

ISO 22000 in the Philippines: questions clients ask

ISO 22000 or FSSC 22000?

FSSC 22000 sits on the ISO 22000 base and adds GFSI recognition. If your buyers require a GFSI-recognised scheme, FSSC 22000 is the one to pursue; if they do not, ISO 22000 may be enough. Ask your main customers which they accept before you commit to either.

Does the FDA require ISO 22000?

Not on the FDA page checked. The Food Safety Act of 2013 and its implementing rules form the national baseline for processed food, but ISO 22000 is not cited there. HACCP is separately mandated for 'AAA' meat establishments. Check the current rules for your product with the FDA or your counsel.

Can a PAB-accredited body certify ISO 22000?

Yes, in principle. PAB's milestones list FSMS (ISO 22000) under its IAF MLA membership, so a PAB-accredited body can hold that scope. Confirm the specific body's current accreditation scope before you engage it, and remember that membership alone does not require you to certify.
