In short

FSSC 22000 certification in the Philippines at a glance

In the Philippines, FSSC 22000 is asked for by buyers and schemes rather than required by law. The drivers below show where the pressure comes from.

Retailers and brand owners that follow the Global Food Safety Initiative ask suppliers for a GFSI-recognised certificate, and FSSC 22000 is one of them: the scheme, owned by Foundation FSSC, builds on ISO 22000 with additional requirements and is recognised by GFSI. For Philippine processors exporting packaged food or supplying multinational brands, that recognition is the reason to choose FSSC 22000 over ISO 22000 alone. Locally, the Food and Drug Administration regulates processed food under the Food Safety Act of 2013, and the Philippine Accreditation Bureau lists IAF MLA membership for food safety management system certification. New Clark City names food processing and cold storage among its target industries. Certification is issued by a certification body approved under the scheme and accredited for it. Sterling builds the system from its Makati office: prerequisite programmes, HACCP plans, food defence and food fraud assessments, and internal audits, with Effivity and Sterling Academy included.

The need

Who needs FSSC 22000 in the Philippines, and what happens without it

In the Philippines the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Food processors exporting packaged foodRetailers and brand owners require GFSI-recognised certification.
  • Co-manufacturers supplying multinational food brandsBrand owners specify a GFSI-recognised scheme.
  • Food processing and cold-storage operators in New Clark CityFood processing and cold storage are among the estate's target industries.
  • Processed food manufacturers regulated by the FDAThe Food Safety Act of 2013 sets the regulatory baseline that the scheme builds on.

Requirements

FSSC 22000 requirements in the Philippines

Strip away the vocabulary and FSSC 22000 asks a company to prove six things about food safety to the level global buyers expect.

The ISO 22000 system is completeHazard analysis, operational controls, verification and management review meet ISO 22000 in full.
Your sector's prerequisites are metThe prerequisite programmes the scheme sets for your type of operation are implemented and maintained.
Deliberate contamination is guarded againstA food defence threat assessment identifies how product could be tampered with, and proportionate controls are in place.
Food fraud is anticipatedVulnerability to fraud such as substitution, dilution or mislabelling is assessed, and mitigation is built into purchasing and checks.
Scheme requirements are appliedAdditional requirements such as allergen management, environmental monitoring and labelling are applied where relevant.
Culture backs the systemLeadership sets food safety culture objectives, communicates them and checks that behaviour on the floor matches the policy.

In the Philippines these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: FSSC 22000 explained →

Time

How long does FSSC 22000 certification take in the Philippines?

There is no standard duration: it depends on your scope and on how much of the system already runs. In the Philippines these are the factors that set the timeline.

  • Number of sites and product categories
  • Prerequisite programme gaps in the plant
  • Food defence and food fraud assessments
  • Certification body scheduling around Holy Week, the year-end holidays and weather-related work suspensions

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does FSSC 22000 certification cost in the Philippines?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In the Philippines these factors move both.

  • Number of sites, lines and product categories
  • Certification body audit fees quoted separately from consulting
  • Infrastructure upgrades for hygiene and segregation

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

FSSC 22000 consultants and certification bodies in the Philippines

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers FSSC 22000 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in the Philippines are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

The national accreditation body lists this management-system scope in its IAF MLA milestones; does not require certification.

Accreditation, audit language and remote audits in the Philippines

Use a certification body approved under the FSSC 22000 scheme and accredited for it by PAB or by an accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA). PAB's milestones list FSMS (ISO 22000) under its IAF MLA membership; confirm the body's FSSC 22000 approval and scope. No body is named here unless verified. Audit language

Audits in the Philippines are normally conducted in English; agree the audit and document language with the certification body at application and plan interpretation for interviews in Filipino or a regional language.

    Remote and on-site

Remote audit elements are at the certification body's discretion under its accreditation rules; operational sites are normally visited on-site.

FSSC 22000 in the Philippines: questions clients ask

FSSC 22000 or ISO 22000 for a Philippine food plant?

Choose FSSC 22000 when your buyers require a GFSI scheme, because it adds GFSI recognition on top of ISO 22000. If nobody in your customer base asks for that recognition, ISO 22000 may already meet the need. Ask your main buyers which scheme they accept before you commit to either.

Does the FDA require FSSC 22000?

No. The Food Safety Act of 2013, administered by the FDA, sets the regulatory baseline for processed food, and the FDA page checked does not cite FSSC 22000. The scheme builds on that baseline for buyer reasons. Confirm current obligations for your products with your counsel or the FDA.

Which accreditation should the certification body hold?

Use a certification body approved under the FSSC 22000 scheme and accredited for it by PAB or by a body within the international mutual recognition arrangements. PAB's milestones list FSMS (ISO 22000) under its IAF MLA membership, but confirm the body's FSSC 22000 approval and scope yourself. No body is named here unless verified.
