ISO 17025 accreditation in Pakistan at a glance
National Agri-trade and Food Safety Authority Act, 2026 refers to ISO/IEC 17025, yet none of the Pakistani instruments checked makes it compulsory. Buyers in Pakistan ask for it anyway.
For a Pakistani laboratory, accreditation under ISO/IEC 17025 is the line between a report that is merely issued and one that regulators and overseas buyers will rely on. The Pakistan National Accreditation Council, created by an Act of 2017, accredits laboratories, and ILAC lists it as a mutual recognition arrangement signatory for calibration and testing and for inspection. The National Agri-trade and Food Safety Authority Act, 2026 goes further for food and agri testing: laboratories designated for official controls must meet the general competence requirements and be accredited by PNAC or an ILAC signatory. The Pakistan Environmental Protection Act, 1997 separately provides for approved laboratories. Accreditation is not certification, and Sterling cannot grant it. Sterling's Mumbai office helps laboratories document the quality system, validate methods, estimate measurement uncertainty and prepare for the PNAC assessment, with Effivity software and Sterling Academy training included with the engagement.
Who needs ISO 17025 in Pakistan, and what happens without it
In Pakistan the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.
- Testing and calibration laboratories seeking national accreditationPNAC accredits laboratories and is listed by ILAC as an MRA signatory for ISO/IEC 17025 calibration and testing.
- Food, agri and environmental testing laboratoriesThe National Agri-trade and Food Safety Authority Act, 2026 requires laboratories notified for official controls to meet the general competence requirements for laboratories and to be accredited by PNAC or an ILAC MRA signatory.
- Laboratories that test environmental samples for industryThe Pakistan Environmental Protection Act, 1997 provides for certifying approved laboratories for tests under the Act.
- In-house quality-control laboratories of manufacturers and exportersCustomers and regulators place more weight on results from accredited laboratories.

Strip away the vocabulary and ISO/IEC 17025 requires a laboratory to prove six things about its competence and the results it reports.
In Pakistan these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO/IEC 17025 explained →

How long does ISO 17025 accreditation take in Pakistan?
There is no standard duration: it depends on your scope and on how much of the system already runs. In Pakistan these are the factors that set the timeline.
- Number of methods, measurement ranges and test items in the scope
- Validation, uncertainty and traceability data already available
- Proficiency testing and inter-laboratory comparison results
- PNAC assessor scheduling
Sterling agrees a dated plan with you on the discovery call, once the scope is known.
How much does ISO 17025 accreditation cost in Pakistan?
The cost has two parts: the consulting work to build and prove the system, and the accreditation body’s fees, which are quoted separately. In Pakistan these factors move both.
- Number of methods and fields of testing or calibration
- Reference standards, equipment calibration and environmental controls
- PNAC fees and proficiency testing costs, separate from consulting
- Staff competence records and training
Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.
ISO 17025 consultants and assessors in Pakistan
Two different organisations are involved. A consultant helps you build the system and prove it works; the accreditation body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.
- Check that the body’s accreditation or approval covers ISO 17025 and your sector, and that its certificates can be verified online.
- Ask the consultant how the local requirements in Pakistan are mapped into the same system, so nothing runs twice.
- Ask for client references in your sector; Sterling’s client letters are available on request.
- Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Accreditation, audit language and remote audits in Pakistan
Laboratory competence is recognised by accreditation, not certification. PNAC assesses a laboratory against ISO/IEC 17025 and accredits it for a defined scope; neither Sterling nor an ISO certification body accredits laboratories. ILAC lists PNAC as a mutual recognition arrangement signatory for calibration and testing, and PNAC states its accredited laboratories' reports are recognised among arrangement members; medical testing under ISO 15189 is not shown in ILAC's entry for PNAC. Audit language
Technical records and accreditation applications are mostly in English; agree the language of the assessment and any interpreter with PNAC at application.
Remote and on-site
Accreditation assessments are on-site at the laboratory, observing tests and records; documentation can be prepared remotely.
ISO 17025 in Pakistan: questions clients ask
Who accredits laboratories in Pakistan?
The Pakistan National Accreditation Council, set up by the Pakistan National Accreditation Council Act, 2017. ILAC lists it as a mutual recognition arrangement signatory for calibration and testing under ISO/IEC 17025 and for inspection under ISO/IEC 17020. A laboratory is accredited for a defined scope, not as a whole, so apply for the methods that matter.
Do official food and agri laboratories need accreditation?
Yes, under the National Agri-trade and Food Safety Authority Act, 2026. Laboratories designated for official controls, food safety, SPS conditions and agrochemical testing must meet the competence requirements for testing and calibration laboratories and be accredited by PNAC or by an ILAC MRA signatory. They are notified only for methods within their accredited scope.
Is ISO/IEC 17025 a certificate?
No. A laboratory is accredited, not certified: the accreditation body assesses it against ISO/IEC 17025 and grants accreditation for a defined scope. Neither Sterling nor an ISO certification body can accredit a laboratory. Sterling can help prepare the quality system, method validation and records before the assessment.
Does PNAC accredit medical laboratories?
ILAC's entry for PNAC lists calibration, testing and inspection and does not list medical testing under ISO 15189. If you run a clinical laboratory, ask PNAC directly what medical laboratory accreditation it offers, and check which authority or customer accepts it, before you plan the project.
