In short

ISO 45001 certification in Norway at a glance

In Norway, ISO 45001 is asked for by buyers and schemes rather than required by law. The drivers below show where the pressure comes from.

Every Norwegian employer already owes a system: Arbeidstilsynet explains that the internal control regulation makes the head of an enterprise responsible for following up health, environment and safety requirements systematically, with employees and their representatives, and for reviewing whether the system works in practice. ISO 45001 does not replace that duty, but it gives the system a recognised structure that principal contractors and customers understand. Offshore, Havtil supervises safety across petroleum and the newer energy activities it took on before its 2024 renaming. Norsk akkreditering accredits the certification bodies, and its public register shows ISO 45001:2023 in many scopes. Sterling's Enschede office builds hazard identification, worker participation, incident handling and internal audit into one working system, with Effivity and Sterling Academy included with the engagement.

The need

Who needs ISO 45001 in Norway, and what happens without it

In Norway the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Employers of any size under the internal control regulationArbeidstilsynet expects the head of the enterprise to follow up health, environment and safety requirements systematically.
  • Offshore operators, contractors and service companiesHavtil supervises safety in petroleum and, since the renaming, other offshore energy activities.
  • Construction, industrial and maintenance contractorsPrincipal contractors and public clients may ask suppliers to show a managed safety system.
  • Aviation maintenance and airworthiness organisationsApproved organisations work under Luftfartstilsynet's oversight, and customers may expect a managed safety system.

Requirements

ISO 45001 requirements in Norway

Strip away the vocabulary and ISO 45001 requires a company to prove six things about keeping its people safe and healthy at work.

Leadership takes responsibility for safetyTop management is accountable for preventing work-related injury and ill health, and sets a policy and objectives to do so.
Workers have a real sayWorkers and their representatives are consulted and take part in decisions on hazards, controls, incidents and the system itself.
You know the hazards and the risksHazards are identified on an ongoing basis, risks are assessed, and health and safety legal requirements are known and met.
Controls follow the right orderRisks are reduced using the hierarchy of controls, from eliminating the hazard down to protective equipment, including for contractors.
You are prepared for emergenciesEmergency situations are identified, response plans are in place, people are trained and drills are carried out.
Incidents lead to learningIncidents and nonconformities are investigated, causes are corrected, and performance is monitored, audited and reviewed.

In Norway these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO 45001 explained →

How Sterling gets a Norwegian company certified

  4. Internal audit, management review and corrective actionsYour internal auditors trained by Sterling; the evidence proven before the certification body arrives.

Time

How long does ISO 45001 certification take in Norway?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Norway these are the factors that set the timeline.

  • Number of sites, shifts and contractors in scope
  • State of hazard identification and risk assessment
  • Worker consultation and participation records
  • Incident, near-miss and corrective action history

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does ISO 45001 certification cost in Norway?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Norway these factors move both.

  • Headcount and site spread
  • Hazard profile and contractor numbers
  • Certification body fees quoted separately from consulting
  • Integration with ISO 9001 and ISO 14001

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

ISO 45001 consultants and certification bodies in Norway

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers ISO 45001 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Norway are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

ISO 45001 appears in the scope of many bodies in the public register kept by Norsk akkreditering, which shows the current edition against each body. Edition and transition details: ISO 45001 hub →

Audit language

Norwegian and English are both workable for audits; agree the audit language and the language of controlled documents with the certification body at application, and follow any language clause in a tender or customer contract.

Remote and on-site

Remote audit elements are at the certification body's discretion; production, office and service sites are normally visited.

ISO 45001 in Norway: questions clients ask

Does Norwegian law require an ISO 45001 safety management system?

Not by name. Arbeidstilsynet explains that the internal control regulation makes the head of the enterprise responsible for following up health, environment and safety requirements systematically, together with employees and their representatives. ISO 45001 is a recognised way to organise that work and to show it to customers, but the legal duty comes from the regulation.

What does the internal control regulation expect from a Norwegian employer?

A system that makes sure problems are found and dealt with in time. Arbeidstilsynet says the employer must follow up health, environment and safety rules systematically with employees, review the system itself to see whether it works in practice, and keep the applicable rules available to everyone. The regulation scales from small low-risk firms to large ones.

Which regulator covers safety offshore in Norway?

Havtil, the Norwegian Ocean Industry Authority, known as the Petroleum Safety Authority Norway until 1 January 2024. It holds regulatory authority for petroleum safety and also for carbon transport and storage, offshore renewable energy and seabed minerals, and it says its concern for safety and the working environment is unchanged by the new name.

Who accredits ISO 45001 certifiers in Norway?

Norsk akkreditering, the national accreditation body. Its public register of accredited management-system bodies lists ISO 45001:2023 against many of them. Choose a body whose accredited scope covers your activities, or one accredited by another body within the same recognition arrangements, and ask to see the scope before you commit.
