ISO 22000 certification in New Zealand at a glance

One New Zealand instrument bears on ISO 22000. It does not name the standard. So why do buyers in New Zealand keep asking for the certificate?

A New Zealand dairy ingredient plant, seafood packer or bakery has two layers of food safety expectation to satisfy. The Ministry for Primary Industries administers the Food Act 2014, under which businesses work to a food control plan or a national programme according to risk, and the Animal Products Act 1999, under which processors run a risk management programme based on HACCP principles. Neither names ISO 22000, so the certificate is voluntary; it is usually requested by export customers and larger retailers, since NZTE places food and beverage first among the sectors New Zealand sells to the world. A certification body, preferably one accredited by JASANZ, audits the food safety management system. Sterling's Sydney office helps New Zealand producers build one hazard analysis that serves both MPI records and the audit, with Effivity and Sterling Academy included with the engagement.

The need

Who needs ISO 22000 in New Zealand, and what happens without it

In New Zealand the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Food manufacturers and processors selling in New ZealandThe Food Act 2014 sets requirements on a sliding scale, with higher-risk businesses operating under a written food control plan and others under a national programme.
  • Meat, dairy and other animal-product processors and exportersThe Animal Products Act 1999 requires primary and many secondary processors to operate under a risk management programme based on HACCP principles, and Part 5 covers exports.
  • Packers, storage operators and ingredient suppliers to export-focused food brandsNZTE names food and beverage first among the sectors New Zealand sells to the world, so suppliers inside those chains meet buyers' own assurance demands.
  • Food businesses whose customers ask for a certified systemBuyers' tender and supplier terms decide whether a certificate is requested; the Supplier Code of Conduct accepts certifications as evidence.

Requirements

ISO 22000 requirements in New Zealand

Strip away the vocabulary and ISO 22000 requires a company to prove six things about keeping food safe from supplier to customer.

The basics of hygiene are in placePrerequisite programmes cover premises, cleaning, pest control, personal hygiene, water, maintenance and supplier approval.
You analysed the hazardsBiological, chemical and physical hazards are identified for each product and process step, and the controls needed are decided.
Critical controls are monitoredControl measures are validated, monitored and acted on when limits are breached, following HACCP principles.
Unsafe product does not leaveTraceability, handling of potentially unsafe product, withdrawal and recall are planned and tested.
Food safety information flows along the chainInformation is exchanged with suppliers, customers, authorities and your own staff so hazards are not missed.
Leadership reviews and improvesManagement sets food safety policy and objectives, the system is verified and audited, and it is updated as risks change.

In New Zealand these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO 22000 explained →

Time

How long does ISO 22000 certification take in New Zealand?

There is no standard duration: it depends on your scope and on how much of the system already runs. In New Zealand these are the factors that set the timeline.

  • Whether the business operates under a food control plan, national programme or risk management programme
  • Number of production sites and product categories
  • Maturity of hazard analysis and prerequisite programmes
  • Certification body scheduling around public holidays and seasonal peaks

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does ISO 22000 certification cost in New Zealand?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In New Zealand these factors move both.

  • Number of sites and product lines in scope
  • Laboratory testing and verification arrangements
  • Certification body audit fees quoted separately from consulting
  • Alignment with Food Act or Animal Products Act records already kept

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

ISO 22000 consultants and certification bodies in New Zealand

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers ISO 22000 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in New Zealand are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive ISO 22000 in New Zealand (3)

InstrumentHow it treats the standard
Food Act 2014 — food control plans and national programmesDoes not name the standard
A food business operates under a food control plan or national programme; MPI's Food Notice on these requirements does not mention HACCP.
Animal Products Act 1999 — risk management programmesDoes not name ISO 22000
MPI states that RMPs are based on the principles of HACCP and are checked by recognised evaluators and verifiers.
JASANZ accreditation of certification bodiesAccreditation
JASANZ is the joint Australia–New Zealand body that accredits organisations that certify; confirm the scope for the standard.

Accreditation, audit language and remote audits in New Zealand

Use a certification body accredited for this standard by JASANZ, the joint Australia–New Zealand accreditation body, or by an accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA); check that the accreditation scope covers the standard and your sector. No body is named here unless its accreditation scope has been verified. Edition and transition details: ISO 22000 hub →

Audit language

English is the usual working language of audits; Māori and New Zealand Sign Language are official languages. Agree the audit language and the language of controlled documents with the certification body at application, and follow any language requirement in a tender or customer contract.

Remote and on-site

Remote audit elements are at the certification body's discretion; production areas, storage and hygiene controls are normally inspected on-site.

ISO 22000 in New Zealand: questions clients ask

Does the Food Act 2014 require ISO 22000 certification?

No. The Food Act 2014 asks food businesses to operate under a food control plan or a national programme according to their risk, and MPI describes the regime without reference to ISO 22000. A certificate is a voluntary extra that some customers ask for. Confirm with MPI which plan or programme applies to your business.

How does ISO 22000 relate to a risk management programme under the Animal Products Act?

They overlap in method rather than substitute for each other. MPI states that risk management programmes are based on HACCP principles and are checked by recognised evaluators and verifiers, while ISO 22000 is a voluntary management-system certificate. Use one hazard analysis to feed both, and ask MPI whether any element is accepted in place of the other.

Can one set of food safety records serve both MPI and an ISO 22000 audit?

Often much of it can, which is why alignment is listed as a cost driver. Hazard analysis, prerequisite controls, temperature and cleaning records kept for a food control plan or programme are also the raw material of a food safety management system. The certification body decides what it accepts, so agree the mapping before the audit.

Which certification bodies can certify food safety in New Zealand?

Choose a body accredited for ISO 22000 by JASANZ, the Australia–New Zealand joint accreditation body, or by another Global ACI arrangement member. Request its scope document and confirm the food category you produce is covered. Export customers may also name their own approved bodies in contract terms, which take precedence for that supply.
