In short

ISO 17025 accreditation in Mauritius at a glance

Environment Act 2024 (Act No. 3 of 2024) refers to ISO/IEC 17025, yet none of the Mauritian instruments checked makes it compulsory. Buyers in Mauritius ask for it anyway.

Mauritian law ties laboratory accreditation to evidence. The Environment Act 2024 treats analysis by anything other than an accredited or recognised laboratory as inadmissible to establish an environmental sample's properties, the Food Act 2022 defines private food testing laboratories as those accredited by the Mauritius Accreditation Service, and the Food Regulations 2024 ask for certificates of analysis from accredited laboratories and annual calibration by accredited calibrating bodies. ISO/IEC 17025 is the standard against which that accreditation is granted, so testing, calibration and in-house quality control laboratories use it to make results usable. Accreditation is granted by MAURITAS, not by Sterling or any ISO certification body. Sterling's Johannesburg office prepares the quality system, method validation and uncertainty evidence, with Effivity and Sterling Academy included and 8,100+ client engagements in 60+ countries behind the method.

The need

Who needs ISO 17025 in Mauritius, and what happens without it

In Mauritius the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Private food testing laboratoriesThe Food Act 2022 defines a private food testing laboratory as one accredited by MAURITAS to analyse and examine food.
  • Laboratories producing environmental dataAnalysis by a laboratory other than an accredited or recognised laboratory is not admissible evidence of an environmental sample's properties.
  • Importers and manufacturers needing certificates of analysisA pre-market approval application must carry a certificate of analysis from an accredited laboratory, whether abroad, ILAC-recognised or approved in Mauritius.
  • Calibration providers and users of commercial chillers and freezersTemperature monitoring devices on commercial freezers and chilled cabinets must be calibrated at least once a year by an accredited calibrating body.
  • In-house quality control laboratories of exportersCustomers and regulators place more weight on results from an accredited method.

Requirements

ISO 17025 requirements in Mauritius

Strip away the vocabulary and ISO/IEC 17025 requires a laboratory to prove six things about its competence and the results it reports.

You are impartialCommercial, financial or other pressures do not influence results, and risks to impartiality are identified and managed.
Staff are competent and authorisedEach person who performs, reviews or reports work is qualified, trained, monitored and authorised for those tasks.
Equipment is calibrated and traceableEquipment is fit for purpose and calibrated, with measurement results traceable to recognised references.
Methods are validated or verifiedMethods suit the work, are validated where needed or verified before use, and measurement uncertainty is evaluated.
Results are checked and reported properlyQuality control and proficiency testing confirm validity, and reports state results clearly, accurately and without ambiguity.
The management system worksComplaints, nonconforming work, risks, internal audits and management review run under a documented management system.

In Mauritius these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO/IEC 17025 explained →

Time

How long does ISO 17025 accreditation take in Mauritius?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Mauritius these are the factors that set the timeline.

  • Scope of tests, calibrations and methods to be accredited
  • Availability of validated methods, reference materials and proficiency testing
  • Measurement uncertainty and traceability evidence
  • Accreditation body assessment scheduling

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does ISO 17025 accreditation cost in Mauritius?

The cost has two parts: the consulting work to build and prove the system, and the accreditation body’s fees, which are quoted separately. In Mauritius these factors move both.

  • Number of methods and measurements in scope
  • Reference materials, proficiency testing and equipment calibration
  • Accreditation body assessment fees quoted separately from consulting
  • Staff training and competence records

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

ISO 17025 consultants and assessors in Mauritius

Two different organisations are involved. A consultant helps you build the system and prove it works; the accreditation body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers ISO 17025 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Mauritius are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive ISO 17025 in Mauritius (3)

    InstrumentHow it treats the standard
Environment Act 2024 (Act No. 3 of 2024)Refers to / expects
Section 82 on quality control of laboratories provides that analysis by a laboratory other than an accredited or recognised laboratory is not admissible evidence of the properties of an environmental sample, and the Act defines an accredited laboratory as one accredited by MAURITAS.
Food Act 2022 (Act No. 12 of 2022)Refers to / expects
Defines a private food testing laboratory as a private laboratory accredited by MAURITAS under the Mauritius Accreditation Service Act to conduct analysis and examination of food.
Food Regulations 2024 (GN No. 142 of 2024)Refers to / expects
Regulation 24 requires an original certificate of analysis from an accredited laboratory in the exporting country, one recognised by ILAC, or a competent government-approved laboratory in Mauritius, and regulation 81 asks for annual calibration of temperature devices by an accredited calibrating body.

Accreditation, audit language and remote audits in Mauritius

Laboratories are accredited, not certified: the Mauritius Accreditation Service (MAURITAS) assesses a laboratory against ISO/IEC 17025 for the methods and measurements in its scope, and no other body, including Sterling and any ISO certification body, can issue that accreditation. Mauritian legislation refers to accredited laboratories in the Environment Act 2024, the Food Act 2022 and the Food Regulations 2024, and the regulations also accept laboratories recognised through the ILAC arrangement for certificates of analysis. Ask MAURITAS for the current accredited scope and your customer or regulator for the accreditation it accepts. Edition and transition details: ISO/IEC 17025 hub →

    Audit language

English is the usual language of business records, standards and tenders in Mauritius, with French widely used alongside it, and interviews with staff or suppliers can run in French or another local language. Agree the audit language, any interpreter and the language of controlled documents with the certification body at application.

    Remote and on-site

Assessors review the quality system, method validation, personnel competence and measurement traceability; document review can be remote, while the laboratory, equipment and sample handling areas are visited.

ISO 17025 in Mauritius: questions clients ask

Can results from an unaccredited laboratory be used in a Mauritian court?

Not to establish an environmental sample's properties. Section 82 of the Environment Act 2024 says analysis by a laboratory other than an accredited or recognised one is not admissible evidence before a Court or the Tribunal, and the Act ties accreditation to MAURITAS. Operators who monitor discharges or emissions should therefore use accredited laboratories and take legal advice on recognised ones.

Which laboratory certificates support a food pre-market approval permit?

Regulation 24 requires an original certificate of analysis, certifying chemical composition and microbiological safety, from an accredited laboratory in the exporting country, from one recognised through the ILAC arrangement, or from a competent government-approved laboratory in Mauritius. Check with the supervising officer which option fits your product.

Who must calibrate temperature monitoring devices on commercial chillers?

Regulation 81 requires each commercial freezer or chilled cabinet to have a temperature monitoring device in good working condition, calibrated at least once a year by an accredited calibrating body. Cabinets used only to cool beverages are excluded. Retailers and caterers should choose a calibration provider whose accreditation scope covers temperature, and keep the certificates.

Who accredits a laboratory to ISO 17025 in Mauritius?

The Mauritius Accreditation Service, MAURITAS, which Mauritian legislation names for private food testing laboratories and for environmental laboratories. Sterling can prepare your quality system but cannot issue accreditation, and ISO certification bodies cannot either. Ask MAURITAS about its current scopes and about recognition by the arrangements your customers rely on.
