In short

ISO 45001 certification in Mauritius at a glance

Occupational Safety and Health Act 2005 (Act 28 of 2005) refers to ISO 45001, yet none of the Mauritian instruments checked makes it compulsory. Buyers in Mauritius ask for it anyway.

Workplace safety in Mauritius is a legal duty first and a certificate second. The Occupational Safety and Health Act 2005 requires every employer, so far as reasonably practicable, to ensure the safety, health and welfare of employees, to assess risks and, for employers of 50 or more employees, to make a written policy, keep a register of arrangements and establish a Safety and Health Committee. The Act does not cite ISO 45001, but manufacturers, construction firms, hotels and contractors use the certificate to show customers and public bodies that these duties are managed as a system. Public tenders set their own qualification criteria. Certification comes from an accredited certification body. Sterling's Johannesburg office builds the system around the Act's duties, with Effivity and Sterling Academy included and 8,100+ client engagements in 60+ countries behind the method.

The need

Who needs ISO 45001 in Mauritius, and what happens without it

In Mauritius the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Every employerThe Occupational Safety and Health Act 2005 requires every employer, so far as reasonably practicable, to ensure the safety, health and welfare at work of employees.
  • Employers of 50 or more employeesThey must make a written safety and health policy, record arrangements in a register, review the policy and establish a Safety and Health Committee.
  • Manufacturers, construction and hospitality operators with higher-risk workEvery employer must assess risks and, where more than 5 persons are employed, record significant findings in a register, which a management system keeps current.
  • Contractors and suppliers to public bodies and large customersTender documents and customer contracts can ask for evidence of safety management in the qualification criteria.

ISO 45001 requirements in Mauritius

Strip away the vocabulary and ISO 45001 requires a company to prove six things about keeping its people safe and healthy at work.

Leadership takes responsibility for safetyTop management is accountable for preventing work-related injury and ill health, and sets a policy and objectives to do so.
Workers have a real sayWorkers and their representatives are consulted and take part in decisions on hazards, controls, incidents and the system itself.
You know the hazards and the risksHazards are identified on an ongoing basis, risks are assessed, and health and safety legal requirements are known and met.
Controls follow the right orderRisks are reduced using the hierarchy of controls, from eliminating the hazard down to protective equipment, including for contractors.
You are prepared for emergenciesEmergency situations are identified, response plans are in place, people are trained and drills are carried out.
Incidents lead to learningIncidents and nonconformities are investigated, causes are corrected, and performance is monitored, audited and reviewed.

In Mauritius these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO 45001 explained →

Time

How long does ISO 45001 certification take in Mauritius?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Mauritius these are the factors that set the timeline.

  • Number of sites, shifts and contractors in scope
  • Maturity of risk assessment and incident investigation
  • Worker consultation arrangements and committee records
  • Certification body scheduling and any customer-specific conditions

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does ISO 45001 certification cost in Mauritius?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Mauritius these factors move both.

  • Headcount and number of sites in scope
  • Hazard controls, machinery safeguards and training
  • Certification body audit fees quoted separately from consulting
  • Remediation of gaps found at internal audit

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

ISO 45001 consultants and certification bodies in Mauritius

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers ISO 45001 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Mauritius are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive ISO 45001 in Mauritius (2)

InstrumentHow it treats the standard
Occupational Safety and Health Act 2005 (Act 28 of 2005)Refers to / expects
Section 5 sets general duties of employers, section 6 requires a written policy, arrangements and register for employers of 50 or more employees, section 10 requires risk assessment and section 21 requires a Safety and Health Committee for such employers; the Act does not cite ISO 45001.
Public Procurement Act 2006 (Act 33 of 2006)Does not name the standard
Qualification criteria are set in each bidding document, so a tender may ask for evidence of health and safety management.

Accreditation, audit language and remote audits in Mauritius

Choose a certification body accredited for this standard by the Mauritius Accreditation Service (MAURITAS) or by an accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA); check that the accreditation scope covers the standard and your sector. The Occupational Safety and Health Act 2005 does not create an ISO 45001 certificate, and holding one does not replace the employer's legal duties or inspections. Audit language

English is the usual language of business records, standards and tenders in Mauritius, with French widely used alongside it, and interviews with staff or suppliers can run in French or another local language. Agree the audit language, any interpreter and the language of controlled documents with the certification body at application.

Remote and on-site

Stage audits review the occupational health and safety management system, risk assessments, incident records and worker participation; document review can be remote at the certification body's discretion, while workplaces, sites and plant are visited.

ISO 45001 in Mauritius: questions clients ask

Does the Occupational Safety and Health Act 2005 require ISO 45001?

No. The Act does not cite the standard. It sets general duties on every employer, a written policy and committee for larger employers and a duty to assess risks. ISO 45001 is a voluntary management system that helps meet those duties and show customers you do. Check your own obligations with the ministry or your counsel.

Which employers must have a safety and health committee in Mauritius?

Every employer of 50 or more employees must establish a Safety and Health Committee, and the Permanent Secretary may require a smaller employer to establish one. Employers of that size must also make a written safety and health policy, keep a register of arrangements and review the policy. Confirm your headcount position with the ministry or your counsel.

Who must carry out and record risk assessments?

Every employer must make a suitable and sufficient assessment of risks to employees and to others affected by the undertaking, review it, and act on inadequate measures at once. Where more than 5 persons are employed, the significant findings and any group especially at risk must be recorded in a register. An ISO 45001 system keeps these assessments current. Ask your counsel about your sector.

Can public tenders ask for ISO 45001?

They can, because qualification criteria are set in each bidding document and the Public Procurement Act 2006 awards the contract to the bidder that meets them. The Act itself does not make ISO 45001 a general requirement, so read the qualification clause of each tender, and ask the Procurement Policy Office if the wording is unclear.
