ISO 22301 certification in Kuwait at a glance
Cybersecurity Framework for the Kuwaiti Banking Sector (Central Bank of Kuwait, February 2020) refers to ISO 22301, yet none of the Kuwaiti instruments checked makes it compulsory. Buyers in Kuwait ask for it anyway.
Operational resilience has become a supervisory theme in Kuwaiti banking. The Central Bank of Kuwait's Cybersecurity Framework refers to ISO 22301, and its Cyber and Operational Resilience Framework, announced in December 2025, describes a resilience-first, maturity-oriented model with third-party risk baselines. Neither document, as read, requires a continuity certificate, but both push banks, payment companies and their suppliers to show that critical services recover. CITRA licenses cloud computing providers whose customers carry the same expectation. ISO 22301 gives that evidence a structure: business impact analysis, risk assessment, continuity strategies, plans and exercises, reviewed by management. Certification is issued by a body accredited to ISO/IEC 17021-1, so check the scope of any body serving Kuwait through the GCC Accreditation Center. Sterling's Dubai office builds the continuity system for Kuwaiti clients, with Effivity and Sterling Academy included.
Who needs ISO 22301 in Kuwait, and what happens without it
In Kuwait the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.
- Banks and finance companiesCBK's 2020 framework refers to ISO 22301, and CORF shifts supervision towards operational resilience.
- Payment, e-money and open banking providersThey fall under CORF and the electronic payment instructions, where continuity of service is central.
- Cloud and data centre operatorsCITRA licenses cloud providers, whose customers expect tested recovery.
- Oil, gas and utilities suppliersContinuity of supply is a client expectation set in contracts.

Strip away the vocabulary and ISO 22301 requires a company to prove six things about how it keeps operating when something goes wrong.
In Kuwait these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO 22301 explained →

The Sterling Promise: 100% on-time completion, 100% success, 8,100+ client engagements.Sterling does not certify. Certification decisions stay with independent bodies.
How long does ISO 22301 certification take in Kuwait?
There is no standard duration: it depends on your scope and on how much of the system already runs. In Kuwait these are the factors that set the timeline.
- Completion of the business impact analysis across functions
- Dependency on third-party and cloud providers
- Time to run and record recovery exercises
Sterling agrees a dated plan with you on the discovery call, once the scope is known.
How much does ISO 22301 certification cost in Kuwait?
The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Kuwait these factors move both.
- Number of critical activities and sites
- Cost of recovery testing and any standby capacity
- Certification body fees quoted separately from consulting
Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.
ISO 22301 consultants and certification bodies in Kuwait
Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.
- Check that the body’s accreditation or approval covers ISO 22301 and your sector, and that its certificates can be verified online.
- Ask the consultant how the local requirements in Kuwait are mapped into the same system, so nothing runs twice.
- Ask for client references in your sector; Sterling’s client letters are available on request.
- Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Accreditation, audit language and remote audits in Kuwait
Use a certification body accredited for this standard by the GCC Accreditation Center (GAC), which serves Kuwait, or by another accreditation body within the international mutual recognition arrangements now run by Global ACI (Global Accreditation Cooperation Incorporated); check that the accreditation scope covers ISO 22301 and your sector. No body is named here unless its scope has been verified. Edition and transition details: ISO 22301 hub →
Audit language
Agree the audit language with the certification body at application; Arabic is the official language and English is common in business, and a regulator or buyer may ask for Arabic documents.
Remote and on-site
Stage audits include on-site visits to the sites in scope; document review and some interviews can be remote at the certification body's discretion.
ISO 22301 in Kuwait: questions clients ask
Does ISO 22301 appear in Central Bank of Kuwait rules?
Yes in the 2020 Cybersecurity Framework, which refers to ISO 22301 alongside ISO 27001 and ISO 31000. The later Cyber and Operational Resilience Framework describes a resilience-first model, but the document read does not name ISO 22301. Neither requires a certificate, so confirm what applies to your licence with the Central Bank.
What does resilience-first mean for a Kuwaiti bank's suppliers?
The Central Bank describes CORF as moving from foundational compliance towards resilience and maturity, and it includes third-party risk management baselines. A supplier should expect questions on how its services keep running through disruption. A tested continuity plan, with evidence of exercises, is the usual answer a bank can review.
Is a business continuity certificate mandatory for cloud providers?
No requirement appears on CITRA's published pages. CITRA licenses cloud computing providers and publishes the licensed list, but those pages do not mention ISO standards. A provider's customers may still ask for continuity evidence by contract, so ISO 22301 is a commercial decision unless your licence conditions say otherwise.
How do we choose a body for ISO 22301 certification?
Pick a certification body accredited to ISO/IEC 17021-1 and ask for evidence that its scope covers business continuity. The GCC Accreditation Center serves Kuwait, but the sector references seen on its signatory listing cover quality, environmental and occupational health and safety. Do not assume continuity coverage until the body shows it in writing.
