In short

PCI DSS compliance in Kuwait at a glance

Cybersecurity Framework for the Kuwaiti Banking Sector (Central Bank of Kuwait, February 2020) refers to PCI DSS, yet none of the Kuwaiti instruments checked makes it compulsory. Buyers in Kuwait ask for it anyway.

Card data security reaches Kuwaiti businesses from two directions. The Central Bank of Kuwait's Cybersecurity Framework for the Kuwaiti Banking Sector lists the Payment Card Industry Data Security Standard among practices for banks, finance companies and payments-regulated firms, and its Cyber and Operational Resilience Framework refers to PCI-DSS in its assessor qualification programme; the May 2023 electronic payment instructions require international standards for customer data protection without naming it. Acquirers and the payment brands set the actual validation requirement. PCI DSS compliance is validated by a Qualified Security Assessor, qualified by the PCI Security Standards Council, or by self-assessment where the brands allow, and no regulator issues a certificate. Sterling's Dubai office prepares Kuwaiti merchants, processors and BPOs for validation: scoping, segmentation, controls and evidence, with Effivity and Sterling Academy included.

PCI DSS requirements in Kuwait

Strip away the vocabulary and PCI DSS asks any business that stores, processes or transmits card data to comply in six areas.

You know where card data livesThe cardholder data environment is scoped, data flows are mapped and the environment is segmented where possible.
Networks are protectedNetwork security controls restrict traffic to and from systems that handle card data, and configurations are hardened.
Stored data is minimised and protectedOnly the card data you need is kept, sensitive authentication data is not retained after authorisation except under issuer rules, and the rest is protected.
Access is restricted and authenticatedAccess to card data is limited to people who need it, with unique IDs and multi-factor authentication where required.
Systems are logged and testedActivity is logged and reviewed, vulnerabilities are scanned and patched, and penetration testing is carried out.
Policies and people keep it runningSecurity policies, staff awareness, vendor management and incident response keep controls working between assessments.

In Kuwait these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: PCI DSS explained →

Time

How long does PCI DSS compliance take in Kuwait?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Kuwait these are the factors that set the timeline.

  • Size of the cardholder data environment and segmentation
  • Number of service providers in scope
  • Evidence of vulnerability scans and penetration tests

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does PCI DSS compliance cost in Kuwait?

The cost has two parts: the consulting work to build and prove the system, and any external assessor’s fees, which are quoted separately. In Kuwait these factors move both.

  • Scope of the cardholder data environment
  • QSA fees quoted separately from consulting
  • Technical remediation such as encryption, logging and segmentation

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

PCI DSS consultants and assessors in Kuwait

Two different organisations are involved. A consultant helps you build the system and prove it works; your regulators, customers and auditors then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers PCI DSS and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Kuwait are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

PCI DSS in Kuwait: questions clients ask

Does the Central Bank of Kuwait mention PCI DSS?

Yes. The 2020 Cybersecurity Framework lists the Payment Card Industry Data Security Standard among practices for supervised entities, and the Cyber and Operational Resilience Framework refers to PCI-DSS in its assessor qualification programme. Neither is a Kuwaiti certificate, so ask the Central Bank which validation applies to your licence.

Do the electronic payment instructions require PCI DSS?

They do not name it. The May 2023 instructions require providers to implement international principles and standards that protect the confidentiality and privacy of customers' banking, financial and personal data. PCI DSS is the card industry's standard for that purpose, but the requirement to validate usually comes from your acquirer or the payment brands.

Is there a PCI DSS certificate?

No regulator issues one. Compliance is shown by a Report on Compliance prepared with a Qualified Security Assessor, or by a self-assessment with an Attestation of Compliance, depending on what your acquirer or the payment brands require. Treat any offer of a certificate with caution, and ask your acquirer which document it expects.

When does a Kuwaiti firm need a QSA?

It depends on what your acquirer or the payment brands require at your level, so ask them in writing. Separately, the Central Bank's resilience framework requires third-party assessments by a CBK-approved assessor for regulated entities. The two are not the same, so confirm each with the party concerned.
