In short

ISO 22000 certification in Kenya at a glance

In Kenya, ISO 22000 is asked for by buyers and schemes rather than required by law. The drivers below show where the pressure comes from.

Food safety in Kenya starts with a premises licence, and an ISO 22000 certificate is built on top of it. The Food, Drugs and Chemical Substances Act (Cap. 254) bars unwholesome food and preparation under insanitary conditions, and the Food Hygiene Regulations, 1978 require a licence for premises that sell, prepare, package, store or display food, without naming ISO 22000. The Kenya Accreditation Service lists food safety management systems, ISO 22000 with ISO 22003-1, in its African Accreditation Cooperation certificate, which is what a food business should ask a certification body about. Horticulture exporters also deal with KEPHIS, which issues phytosanitary certificates, and the export processing zone programme names food processing among its target sectors. Certificates come from accredited certification bodies, never from Sterling. Sterling's Nairobi office prepares the system, with Effivity and Sterling Academy included and 20+ years of practice behind it.

The need

Who needs ISO 22000 in Kenya, and what happens without it

In Kenya the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Food processors, packers and storage operatorsThe food hygiene regulations require a licence for premises used to sell, prepare, package, store or display food, and a certified food safety management system builds on that licence.
  • Horticulture and food processing exportersExport markets and buyers ask for food safety evidence alongside the phytosanitary certificate that KEPHIS issues.
  • Small and medium food firms in the export processing zonesThe zone authority's SME track names horticulture and food processing among its target sectors.
  • Caterers, hospitality and food service suppliersCustomers with their own food safety programmes ask suppliers to show how hazards are controlled.

Requirements

ISO 22000 requirements in Kenya

Strip away the vocabulary and ISO 22000 requires a company to prove six things about keeping food safe from supplier to customer.

The basics of hygiene are in placePrerequisite programmes cover premises, cleaning, pest control, personal hygiene, water, maintenance and supplier approval.
You analysed the hazardsBiological, chemical and physical hazards are identified for each product and process step, and the controls needed are decided.
Critical controls are monitoredControl measures are validated, monitored and acted on when limits are breached, following HACCP principles.
Unsafe product does not leaveTraceability, handling of potentially unsafe product, withdrawal and recall are planned and tested.
Food safety information flows along the chainInformation is exchanged with suppliers, customers, authorities and your own staff so hazards are not missed.
Leadership reviews and improvesManagement sets food safety policy and objectives, the system is verified and audited, and it is updated as risks change.

In Kenya these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO 22000 explained →

How Sterling gets a Kenyan company certified

Time

How long does ISO 22000 certification take in Kenya?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Kenya these are the factors that set the timeline.

  • Number of products, lines and sites in scope
  • Maturity of prerequisite programmes, hazard analysis and traceability
  • Supplier controls for raw materials and packaging
  • Certification body scheduling around production and export peaks

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does ISO 22000 certification cost in Kenya?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Kenya these factors move both.

  • Number of sites, lines and employees in scope
  • Laboratory testing and environmental monitoring needs
  • Certification body audit fees quoted separately from consulting
  • Facility and equipment remediation

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

ISO 22000 consultants and certification bodies in Kenya

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers ISO 22000 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Kenya are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive ISO 22000 in Kenya (4)

InstrumentHow it treats the standard
Food, Drugs and Chemical Substances Act (Cap. 254) and Food Hygiene Regulations, 1978Does not name ISO 22000
Bars sale of unwholesome or adulterated food and preparation under insanitary conditions, and requires a licence for food premises.
KENAS accreditation of certification bodiesScheme rule
KENAS's AFRAC certificate lists food safety management systems (ISO 22000 with ISO 22003-1) as a sub-scope from 28 September 2017.
Kenya Plant Health Inspectorate Service Act No. 54 of 2012Context
KEPHIS issues phytosanitary certificates for exports; it does not replace a food safety management certificate.
Export Processing Zones Authority SME trackContext
The programme names horticulture and food processing among its target sectors; it does not itself ask for ISO 22000.

Accreditation, audit language and remote audits in Kenya

Choose a certification body accredited for this standard by the Kenya Accreditation Service (KENAS) or by an accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA); check that the accreditation scope covers the standard and your sector. KENAS's AFRAC certificate lists food safety management systems, ISO 22000 with ISO 22003-1, among its sub-scopes, so ask each body to show its accreditation certificate and scope. A premises licence from the health authority is a separate legal permission and an ISO 22000 certificate does not replace it. Edition and transition details: ISO 22000 hub →

Audit language

Kiswahili and English are the official languages and English is the usual language of business records, standards and tenders; interviews on the shop floor or with suppliers may run in Kiswahili or another local language. Agree the audit language, any interpreter and the language of controlled documents with the certification body at application.

Remote and on-site

Audits include walkthroughs of production, storage and dispatch areas, so on-site visits are normal; document review and some interviews can be remote at the certification body's discretion.

ISO 22000 in Kenya: questions clients ask

Does Kenyan law require ISO 22000?

No. The Food, Drugs and Chemical Substances Act (Cap. 254) and its Food Hygiene Regulations, 1978 bar unwholesome food and insanitary preparation and require premises to be licensed, and neither names ISO 22000. A certificate is a buyer or export expectation that sits beside the licence. Confirm licensing duties with the health authority.

Is ISO 22000 certification covered by KENAS accreditation?

Yes. KENAS's AFRAC certificate lists food safety management systems, ISO 22000 with ISO 22003-1, as a certification sub-scope from 28 September 2017. Ask a certification body for its accreditation certificate and scope, because accreditation of the body is what gives its certificate standing with buyers.

Do horticulture exporters need ISO 22000 as well as KEPHIS paperwork?

They are different documents. KEPHIS states that it issues phytosanitary certificates for exports through its certification system, under the Kenya Plant Health Inspectorate Service Act. A food safety management certificate answers a buyer or scheme expectation instead of replacing it. Check each destination market's requirements with KEPHIS.

What affects how long food safety certification takes in Kenya?

The number of products, lines and sites sets the scope. Then come prerequisite programmes, hazard analysis and traceability, and controls over suppliers of raw materials and packaging. Finally, the certification body has to schedule audits around production and export peaks, so agree dates with it before you commit to a target.
