In short

ISO 50001 certification in Japan at a glance

One Japanese instrument bears on ISO 50001. It does not name the standard. So why do buyers in Japan keep asking for the certificate?

Large energy users designated as specified business operators under Japan's energy-use rationalisation law already carry management duties: they appoint an energy management control officer and prepare medium- to long-term plans for using energy more rationally. The law does not name ISO 50001, but its duties map closely onto the standard's energy review, baselines, performance indicators and action plans, so much of the evidence an ISO 50001 audit asks for already exists in the reports these businesses prepare. What the standard adds is the management system around that data: top management commitment, defined responsibilities, operational control of significant energy uses, internal audit and management review. Manufacturers with ISO 14001 often integrate the two systems. Certification is granted by an accredited certification body, for example one accredited by the Japan Accreditation Board, after stage 1 and stage 2 audits. Sterling's Tokyo office builds the energy management system on existing plans and metering, with Effivity and Sterling Academy included.

The need

Who needs ISO 50001 in Japan, and what happens without it

In Japan the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Specified business operators under the energy-use rationalisation lawThey appoint an energy management control officer and prepare medium- to long-term plans.
  • Energy-intensive manufacturersEnergy cost and decarbonisation targets drive structured energy management.
  • Organisations already certified to ISO 14001Energy management integrates with the environmental management system.

Requirements

ISO 50001 requirements in Japan

Strip away the vocabulary and ISO 50001 requires a company to prove six things about how it manages and improves energy performance.

You know where the energy goesAn energy review shows how energy is used and consumed and identifies the areas of significant energy use.
Baselines and indicators are setEnergy performance is measured against a baseline using indicators that suit your operations.
Leadership commits to improvementTop management sets an energy policy, objectives and targets, and appoints a team with authority to act.
Significant uses are controlledOperation, maintenance and design affecting significant energy uses follow defined criteria, and energy is considered in purchasing.
Data is collected and checkedEnergy data is planned, measured and analysed so that improvement can be demonstrated rather than assumed.
Performance actually improvesAction plans are delivered, results are evaluated, and the system is audited and reviewed so energy performance keeps improving.

In Japan these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO 50001 explained →

How Sterling gets a Japanese company certified

Time

How long does ISO 50001 certification take in Japan?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Japan these are the factors that set the timeline.

  • Number of sites and significant energy uses
  • Metering and baseline data available
  • Alignment with plans and reports already prepared under the energy law

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does ISO 50001 certification cost in Japan?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Japan these factors move both.

  • Number of sites and energy-using systems
  • Certification body audit fees quoted separately from consulting
  • Sub-metering and monitoring investment

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

ISO 50001 consultants and certification bodies in Japan

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers ISO 50001 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Japan are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive ISO 50001 in Japan (2)

    InstrumentHow it treats the standard
Act on the Rationalisation of Energy Use and Shift to Non-fossil Energy (エネルギーの使用の合理化及び非化石エネルギーへの転換等に関する法律)Expected in practice
Specified business operators appoint an energy management control officer and prepare medium- to long-term plans; ISO 50001 not named.
Japan Accreditation Board (JAB) — accreditation of management-system certification bodiesMarket driver
Accredited certification for management-system standards is available through a Japanese accreditation body; no mandate.

"Expected in practice" means the instrument asks for the outcomes ISO 50001 covers without naming a standard, and ISO 50001 is what buyers and regulators commonly accept as evidence of them.

Accreditation, audit language and remote audits in Japan

Use a certification body accredited for this standard by JAB or by another accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA); check that the accreditation scope covers the standard and your sector. No body is named here unless its accreditation scope in Japan has been verified. Edition and transition details: ISO 50001 hub →

    Audit language

Japanese or English; agree the audit and document language with the certification body at application (JIS Q editions of the standard are available in Japanese).

    Remote and on-site

Remote audit elements are at the certification body's discretion under its accreditation rules; operational sites are normally visited on-site.

ISO 50001 in Japan: questions clients ask

Does the Japanese energy law require ISO 50001?

No. The Act on the Rationalisation of Energy Use and Shift to Non-fossil Energy sets duties for specified business operators, such as appointing an energy management control officer, without naming ISO 50001. The standard is a voluntary route to a management system for energy.

Can ISO 50001 reuse our energy law plans?

Yes. A specified operator's medium- to long-term plans and energy data can feed the energy review and baseline that ISO 50001 requires, so legal work need not be repeated. Check that the data is complete and consistently measured before it becomes your baseline.

Who certifies ISO 50001 in Japan?

An accredited certification body, meaning one that the Japan Accreditation Board, or a peer body under the international mutual recognition arrangements, has accredited for ISO 50001. Request its accreditation scope and see that your sector is covered. Recognition under the IAF MLA is now handled through Global Accreditation Cooperation Incorporated, so confirm the current position.
