ISO 45001 certification in Italy at a glance
Decreto legislativo 81/2008, art. 30 refers to ISO 45001, yet none of the Italian instruments checked makes it compulsory. Buyers in Italy ask for it anyway.
Italian employers read ISO 45001 alongside two statutes. Art. 30 of Legislative Decree 81/2008 sets out what an organisation and management model must cover to have exempting effect from entity liability under Legislative Decree 231/2001, and INAIL describes a health and safety management system as able to carry that effect. The article presumes conformity for models built on the UNI-INAIL guidelines or BS OHSAS 18001:2007, so counsel should confirm how an ISO 45001 system is treated. Accredia's tender guide adds that accredited certification can still be scored in technical evaluation under art. 108 of the Codice dei contratti pubblici. Certificates come from certification bodies accredited by Accredia; Sterling does not certify. Sterling's Frankfurt office builds the system with Effivity, covers hazard and incident routines at site level and includes Sterling Academy training for managers and workers.
Who needs ISO 45001 in Italy, and what happens without it
In Italy the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.
- Employers adopting a health and safety management modelArt. 30 of D.Lgs. 81/2008 lists what a model must cover to have exempting effect from entity liability.
- Legal entities managing 231 exposureD.Lgs. 231/2001 art. 6 lets entities adopt organisation and management models.
- Construction and public-works contractorsSite safety management is core to works tendered under the Codice.
- Multi-site manufacturers and logistics operatorsOne system across sites lets management compare hazards and incidents consistently.

Strip away the vocabulary and ISO 45001 requires a company to prove six things about keeping its people safe and healthy at work.
In Italy these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO 45001 explained →

How long does ISO 45001 certification take in Italy?
There is no standard duration: it depends on your scope and on how much of the system already runs. In Italy these are the factors that set the timeline.
- Number of sites, shifts and high-risk activities
- Hazard identification and incident records already kept
- Contractor and subcontractor control on site
- Certification-body availability around the August holiday period
Sterling agrees a dated plan with you on the discovery call, once the scope is known.
How much does ISO 45001 certification cost in Italy?
The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Italy these factors move both.
- Number of sites and workers
- Exposure to high-risk work and contractors
- Certification body fees quoted separately from consulting
Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.
ISO 45001 consultants and certification bodies in Italy
Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.
- Check that the body’s accreditation or approval covers ISO 45001 and your sector, and that its certificates can be verified online.
- Ask the consultant how the local requirements in Italy are mapped into the same system, so nothing runs twice.
- Ask for client references in your sector; Sterling’s client letters are available on request.
- Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Accreditation, audit language and remote audits in Italy
Use a certification body accredited for this standard by Accredia or by another accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA); check that the accreditation scope covers the standard and your sector. Certification confirms a management system against ISO 45001; whether it satisfies art. 30 of D.Lgs. 81/2008 is a legal question for counsel. Edition and transition details: ISO 45001 hub →
Audit language
Audits are held in Italian or English; agree the audit language and the language of controlled documents with the certification body at application.
Remote and on-site
Remote audit elements are at the certification body's discretion; sites and work activities are normally visited on-site so that hazards and controls can be observed.
ISO 45001 in Italy: questions clients ask
Does ISO 45001 give exemption from 231 liability in Italy?
Not automatically. Art. 30 of Legislative Decree 81/2008 describes what a model must cover to have exempting effect from entity liability, and INAIL says a management system can carry that effect. The article presumes conformity for models built on the UNI-INAIL guidelines or BS OHSAS 18001:2007, so how an ISO 45001 system is treated is a question for counsel.
What does art. 30 of D.Lgs. 81/2008 require?
It requires a system that covers compliance with technical-structural standards, risk assessment and prevention measures, organisational activities such as emergencies and first aid, health surveillance, information and training, supervision of safe working, mandatory documents and periodic checks of effectiveness. It also requires records, a disciplinary system and a control system. Read the full text with counsel.
Does ISO 45001 count in Italian public tenders?
It can, at the discretion of the contracting authority. Accredia explains that art. 108 no longer lists example quality criteria but that accredited certifications can still be scored under best price-quality awards, and art. 106 allows extra guarantee reductions for certifications the authority selects. Nothing makes ISO 45001 mandatory in general, so check each tender.
Who certifies an ISO 45001 system in Italy?
A certification body accredited by Accredia for management-system certification under ISO/IEC 17021-1, or by another accreditation body within the international mutual recognition arrangements. Sterling prepares the system but does not certify. Ask the body to show the accredited scope and the sector codes covering your work before you commit to an audit.
