FSSC 22000 certification in Italy at a glance
In Italy, FSSC 22000 is asked for by buyers and schemes rather than required by law. The drivers below show where the pressure comes from.
Food buyers who name FSSC 22000 in supplier terms are asking for more than the law does. Regulation (EC) No 852/2004 requires food business operators to keep permanent procedures based on the HACCP principles and to show the competent authority evidence of compliance, but it does not demand a certificate. FSSC 22000 is a scheme owned by the Foundation FSSC, whose licensed and accredited certification bodies assess applicants against its documents, with oversight from the FSSC Integrity Programme and accreditation bodies. In Italy, Accredia is the national accreditation body. Sterling does not certify. Sterling's Frankfurt office supports food and beverage manufacturers, ingredient producers and co-packers across Italy by building the system, preparing sites for the scheme audit and keeping HACCP records audit-ready, with Effivity and Sterling Academy included in the engagement.
Who needs FSSC 22000 in Italy, and what happens without it
In Italy the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.
- Food and beverage manufacturers supplying branded and retail customersBuyers may name FSSC 22000 in supplier approval alongside the HACCP duty in the Regulation.
- Ingredient, additive and co-packing businessesScheme certification gives customers independent evidence of the food safety system.
- ExportersScheme documents are applied by licensed, accredited certification bodies worldwide.
- Sites already running HACCP proceduresThe legal duty to keep HACCP-based procedures is the base on which a scheme audit builds.

Strip away the vocabulary and FSSC 22000 asks a company to prove six things about food safety to the level global buyers expect.
In Italy these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: FSSC 22000 explained →

How long does FSSC 22000 certification take in Italy?
There is no standard duration: it depends on your scope and on how much of the system already runs. In Italy these are the factors that set the timeline.
- Food chain category and number of production lines
- Maturity of prerequisite programmes and HACCP records
- Scheme-specific requirements set by the Foundation FSSC
- Certification-body availability around the August holiday period
Sterling agrees a dated plan with you on the discovery call, once the scope is known.
How much does FSSC 22000 certification cost in Italy?
The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Italy these factors move both.
- Number of sites and production lines
- Product complexity and allergen controls
- Certification body fees quoted separately from consulting
Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.
FSSC 22000 consultants and certification bodies in Italy
Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.
- Check that the body’s accreditation or approval covers FSSC 22000 and your sector, and that its certificates can be verified online.
- Ask the consultant how the local requirements in Italy are mapped into the same system, so nothing runs twice.
- Ask for client references in your sector; Sterling’s client letters are available on request.
- Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

FSSC 22000 in Italy: questions clients ask
Who certifies FSSC 22000 in Italy?
Certification bodies that FSSC has licensed and that are accredited. According to the Foundation FSSC, those bodies use the scheme documents to assess and audit the applicant organisation. For an Italian site, ask the body for proof of its FSSC licence and its accredited scope, and check that it covers your food chain category. Sterling prepares the system but does not certify.
Is FSSC 22000 mandatory for Italian food producers?
No. The legal duty under art. 5 of Regulation (EC) No 852/2004 is to keep permanent procedures based on the HACCP principles. A scheme certificate is a separate, voluntary assessment that customers may ask for. Treat FSSC 22000 as a commercial requirement and confirm what your buyers specify in their supplier terms.
How is FSSC 22000 monitored?
FSSC says compliance is monitored by its Integrity Programme, by the certification bodies and by the accreditation bodies, working together with licensed partners to identify trends and improvements. For a certified site that means oversight of both the auditor and the audit. Keep your own records ready for each surveillance visit.
Does an FSSC 22000 certificate replace HACCP records?
No. Under art. 5 of Regulation (EC) No 852/2004, food business operators must give the competent authority evidence of compliance with the HACCP duty in the manner it requires and keep their procedure documents up to date. A scheme certificate is separate from that duty, so keep the HACCP records current whatever certificate you hold.
