In short

HACCP certification in Italy at a glance

Regulation (EC) No 852/2004, art. 5 requires HACCP for the organisations it covers. Most Italian buyers ask for it anyway.

A hazard analysis is a legal duty before it is a certificate. Art. 5 of Regulation (EC) No 852/2004 requires food business operators to put in place, implement and maintain permanent procedures based on the HACCP principles, to review them when products or processes change and to give the competent authority evidence of compliance. The Regulation's recitals ask for flexibility so that small businesses can comply, and it treats primary production separately. It does not require a certificate. Where customers ask for third-party evidence, certification comes from a body accredited through Accredia, Italy's national accreditation body; Sterling does not certify. Sterling's Frankfurt office helps Italian producers, caterers and ingredient businesses write the hazard analysis, set critical limits and keep monitoring records, with Effivity and Sterling Academy training included in the engagement.

The need

Who needs HACCP in Italy, and what happens without it

For some organisations in Italy it is a legal requirement. For most, the question comes from a buyer, a regulator or a partner that wants proof before it signs. These are the organisations that get asked.

  • Food business operators after primary productionArt. 5 of Regulation (EC) No 852/2004 requires permanent HACCP-based procedures.
  • Small food businesses and caterersThe Regulation's recitals call for HACCP requirements flexible enough to apply to small businesses.
  • Producers whose customers ask for third-party evidenceCertification by an accredited body is voluntary but can answer buyer questionnaires.
  • Primary producersThe Regulation treats primary production separately, so the position should be confirmed.

HACCP requirements in Italy

Strip away the vocabulary and HACCP asks a food business to prove six things about how it controls food safety hazards.

A team knows the product and processA competent team has described each product, its intended use and a verified flow diagram of how it is made.
Hazards are analysedEvery significant hazard at each step is identified, and the measures that will control it are decided.
Critical control points have limitsThe steps where control is essential are identified, each with critical limits that separate safe from unsafe.
Monitoring and correction are routineEach critical point is monitored, and corrective action is defined in advance and taken whenever a limit is breached.
The plan is verifiedChecks confirm the plan works, from validating limits to reviewing records and reassessing when anything changes.
Records prove itDocuments and records show the plan was followed, ready for customers, auditors and food inspectors.

In Italy these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: HACCP explained →

Time

How long does HACCP certification take in Italy?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Italy these are the factors that set the timeline.

  • Number of products, processes and production lines
  • State of prerequisite programmes and monitoring records
  • Revalidation after any change in product, process or step
  • Certification-body availability around the August holiday period

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does HACCP certification cost in Italy?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Italy these factors move both.

  • Number of sites and product categories
  • Complexity of hazards and allergens
  • Certification body fees quoted separately from consulting

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

HACCP consultants and certification bodies in Italy

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers HACCP and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Italy are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive HACCP in Italy (2)

    InstrumentHow it treats the standard
Regulation (EC) No 852/2004, art. 5 — hazard analysis and critical control pointsRequires
Food business operators put in place, implement and maintain a permanent procedure or procedures based on the HACCP principles, and provide the competent authority with evidence of compliance.
    Accredia — accredited certificationMarket driver
Voluntary certification by bodies accredited through Italy's single national accreditation body; the Regulation itself does not require a certificate.

Accreditation, audit language and remote audits in Italy

Legal duty first, certificate second: the Regulation requires HACCP-based procedures and evidence for the competent authority, not a certificate. Where customers ask for third-party certification, use a certification body accredited by Accredia or by another accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA), and check the scope covers your product category. Audit language

Audits are held in Italian or English; agree the audit language and the language of controlled documents with the certification body at application.

    Remote and on-site

Hazard analysis is checked on-site at production areas; document review can be remote.

HACCP in Italy: questions clients ask

    Is HACCP mandatory in Italy?

Yes for food business operators carrying out stages after primary production. Art. 5 of Regulation (EC) No 852/2004 requires them to put in place, implement and maintain permanent procedures based on the HACCP principles. Primary production is handled separately in the Regulation, so primary producers should confirm their position with the competent authority.

Do I need a HACCP certificate in Italy?

The Regulation requires procedures and evidence, not a certificate. You must be able to show the competent authority that your HACCP-based procedure is in place and current. Certification by an accredited body against a scheme is a voluntary choice that some customers ask for, so check your buyers' terms before deciding.

What does a HACCP system have to include?

Art. 5(2) of Regulation (EC) No 852/2004 lists seven elements: identifying hazards, identifying critical control points, setting critical limits, monitoring, corrective actions, verification and documents and records proportionate to the business. The procedure must be reviewed whenever the product, process or any step changes. Use the Regulation's own text as your checklist.

Does HACCP apply to small food businesses in Italy?

Yes. The Regulation's recitals say the HACCP requirements should be flexible enough to apply in all situations, including small businesses, and art. 5(4)(a) lets the competent authority take the nature and size of the business into account when asking for evidence. Proportion changes the paperwork, not the duty.
