In short

ISO 17025 accreditation in Hong Kong at a glance

In Hong Kong, ISO/IEC 17025 is asked for by buyers and schemes rather than required by law. The drivers below show where the pressure comes from.

Laboratory accreditation has run through HOKLAS, the Hong Kong Laboratory Accreditation Scheme, since 1985. Operated by the Hong Kong Accreditation Service (HKAS), it assesses testing and calibration laboratories against ISO/IEC 17025:2017 and medical laboratories against ISO 15189. Recognition abroad follows from HKAS's membership of Global Accreditation Cooperation Incorporated, which took over the roles of the IAF and ILAC from 1 January 2026, and of the Asia Pacific Accreditation Cooperation, together with its signatory status in their arrangements. That matters for food, pharmaceutical and materials laboratories whose reports cross borders. Accreditation is a decision by HKAS after it assesses competence, impartiality, method validation, measurement uncertainty and proficiency testing; no consultant can award it. Sterling's expert and experienced consultants prepare the laboratory: the management system, uncertainty budgets, validation records, internal audits and the application scope assessors will test. The route and frequent questions follow.

The need

Who needs ISO 17025 in Hong Kong, and what happens without it

In Hong Kong the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Testing and calibration laboratories seeking HOKLAS accreditationHKAS accredits laboratories to ISO/IEC 17025:2017 under HOKLAS.
  • Laboratories whose reports must be accepted abroadHKAS is a signatory to the Global ACI and APAC mutual recognition arrangements.
  • Food, pharmaceutical and materials testing laboratoriesCustomers and regulators rely on accredited test reports.

Requirements

ISO 17025 requirements in Hong Kong

Strip away the vocabulary and ISO/IEC 17025 requires a laboratory to prove six things about its competence and the results it reports.

You are impartialCommercial, financial or other pressures do not influence results, and risks to impartiality are identified and managed.
Staff are competent and authorisedEach person who performs, reviews or reports work is qualified, trained, monitored and authorised for those tasks.
Equipment is calibrated and traceableEquipment is fit for purpose and calibrated, with measurement results traceable to recognised references.
Methods are validated or verifiedMethods suit the work, are validated where needed or verified before use, and measurement uncertainty is evaluated.
Results are checked and reported properlyQuality control and proficiency testing confirm validity, and reports state results clearly, accurately and without ambiguity.
The management system worksComplaints, nonconforming work, risks, internal audits and management review run under a documented management system.

In Hong Kong these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO/IEC 17025 explained →

Time

How long does ISO 17025 accreditation take in Hong Kong?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Hong Kong these are the factors that set the timeline.

  • Number of tests or calibrations in the requested scope
  • Availability of method validation and measurement uncertainty data
  • Proficiency testing results available before assessment

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does ISO 17025 accreditation cost in Hong Kong?

The cost has two parts: the consulting work to build and prove the system, and the accreditation body’s fees, which are quoted separately. In Hong Kong these factors move both.

  • Size of the accreditation scope
  • HKAS application and assessment fees, separate from consulting
  • Equipment calibration and reference material needs

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

ISO 17025 consultants and assessors in Hong Kong

Two different organisations are involved. A consultant helps you build the system and prove it works; the accreditation body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers ISO 17025 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Hong Kong are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

ISO 17025 in Hong Kong: questions clients ask

Which body accredits laboratories in Hong Kong?

The Hong Kong Accreditation Service (HKAS) accredits laboratories through the Hong Kong Laboratory Accreditation Scheme, HOKLAS. Its accreditation criteria are in accordance with ISO/IEC 17025:2017. A laboratory applies to HKAS, which assesses its competence and then decides whether to grant accreditation; the criteria are the benchmark it is measured against.

Are HOKLAS test reports recognised overseas?

HKAS is a member of Global Accreditation Cooperation Incorporated, which assumed the roles of the IAF and ILAC from 1 January 2026, and of APAC, and it signs their arrangements. That supports recognition abroad, but whether a given report is accepted rests with the receiving party, so ask the overseas customer or regulator.

    Is ISO 17025 a certification?

No. ISO/IEC 17025 is the standard for laboratory competence, and the outcome is accreditation rather than certification. HKAS grants it after a competence assessment. A consultant can prepare the laboratory but cannot award the result, and the laboratory cannot buy it.
