In short

ISO 22000 certification in Ghana at a glance

In Ghana, ISO 22000 is asked for by buyers and schemes rather than required by law. The drivers below show where the pressure comes from.

A Ghanaian food or beverage maker does not need ISO 22000 to be allowed to sell: the Food and Drugs Authority registers products and licenses manufacturing, storage and food service premises under the Public Health Act, 2012, and those steps stand apart from any management system certificate. The certificate matters when a retailer, an export buyer or an ingredient customer asks for proof that hazards are controlled across the whole chain. The Ghana Free Zones Authority lists agro-processing and seafood processing among its priority areas, which brings buyer audits close to the production line. Certification comes from an accredited body, and since the Ghana Accreditation Service is an Associate Member of Global ACI, most carry accreditation from another economy. Prerequisite programmes, hazard analysis and verification records for processors come from Sterling's Lagos office, and Effivity and Sterling Academy are included with the engagement.

The need

Who needs ISO 22000 in Ghana, and what happens without it

In Ghana the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Food and beverage manufacturers selling to retailers and export buyersBuyers ask for a recognised food safety management system, although the Food and Drugs Authority's registration and licensing stay separate legal steps.
  • Agro-processors in free zonesThe Free Zones Authority lists agro-processing and seafood processing among priority areas, and exporters face buyer audits on food safety.
  • Packaging, ingredient and logistics suppliers to food companiesFood manufacturers extend their hazard controls to suppliers and ask them for evidence.
  • Catering, hospitality and food service establishmentsThe FDA licenses food service establishments, and a management system keeps hygiene controls consistent across outlets.
  • Food makers aiming at the Standard MarkProduct certification looks at the factory and its controls, which a food safety system documents.

Requirements

ISO 22000 requirements in Ghana

Strip away the vocabulary and ISO 22000 requires a company to prove six things about keeping food safe from supplier to customer.

The basics of hygiene are in placePrerequisite programmes cover premises, cleaning, pest control, personal hygiene, water, maintenance and supplier approval.
You analysed the hazardsBiological, chemical and physical hazards are identified for each product and process step, and the controls needed are decided.
Critical controls are monitoredControl measures are validated, monitored and acted on when limits are breached, following HACCP principles.
Unsafe product does not leaveTraceability, handling of potentially unsafe product, withdrawal and recall are planned and tested.
Food safety information flows along the chainInformation is exchanged with suppliers, customers, authorities and your own staff so hazards are not missed.
Leadership reviews and improvesManagement sets food safety policy and objectives, the system is verified and audited, and it is updated as risks change.

In Ghana these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO 22000 explained →

Time

How long does ISO 22000 certification take in Ghana?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Ghana these are the factors that set the timeline.

  • Number of product lines, process flows and hazard analyses
  • State of prerequisite programmes such as cleaning, pest control and traceability
  • Maturity of monitoring and verification records
  • Certification body scheduling around harvest and production peaks

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does ISO 22000 certification cost in Ghana?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Ghana these factors move both.

  • Number of sites, lines and products in scope
  • Upgrades to premises, equipment or monitoring devices
  • Certification body audit fees, quoted separately from consulting
  • Laboratory testing for verification

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

ISO 22000 consultants and certification bodies in Ghana

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers ISO 22000 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Ghana are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive ISO 22000 in Ghana (3)

InstrumentHow it treats the standard
Food and Drugs Authority — Public Health Act, 2012 (Act 851)Context
The FDA registers food products and licenses manufacturing, storage and food service facilities; an ISO 22000 certificate does not replace registration or a licence.
Ghana Accreditation Service (GHAS) and Global ACI membershipMarket driver
Global ACI lists the Ghana Accreditation Service as an Associate Member and not among its Full Members, so ISO 22000 certification usually rests on accreditation from another economy; this is context, not a mandate.
Ghana Free Zones Authority priority areasMarket driver
GFZA names agro-processing and seafood processing among priority areas for investors; it does not set a food safety certification condition.

Accreditation, audit language and remote audits in Ghana

Use a certification body accredited for ISO 22000 by an accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA). Ghana's own accreditation body, the Ghana Accreditation Service, is listed by Global ACI as an Associate Member and not among its Full Members, so a certificate that carries recognition across the arrangements normally comes from a body accredited in another economy. Ask each body for its accreditation certificate and check that the scope covers the standard and your sector. The accredited certification body decides, not Sterling. Audit language

English is the usual audit and document language; agree it with the certification body at application, and say early if interviews will run in a local language.

Remote and on-site

Remote audit elements are at the certification body's discretion; production areas, cold storage and hygiene facilities are visited on-site to see controls working.

ISO 22000 in Ghana: questions clients ask

Does an ISO 22000 certificate replace FDA registration in Ghana?

No. The Food and Drugs Authority registers food products and licenses manufacturing, storage and food service facilities under the Public Health Act, 2012, and those steps are legal requirements in their own right. ISO 22000 is a voluntary management system certificate from an accredited body. A well-run system makes inspections easier, but confirm each registration and licence duty with the Authority.

Which Ghanaian food businesses ask for ISO 22000?

Mostly processors that sell onward: agro-processors and seafood exporters in free zones, beverage and snack manufacturers supplying retail chains, and ingredient or packaging suppliers whose customers extend their own hazard controls upstream. The certificate is a buyer requirement more than a legal one, since registration and licensing remain separate duties. Ask the customer which standard and accreditation it accepts.

Is ISO 22000 the same as HACCP?

No, though they overlap. HACCP is a hazard analysis and control method, while ISO 22000 wraps those principles in a management system with leadership, communication, prerequisite programmes and continual improvement, and is certified by an accredited body. Some buyers accept HACCP-based schemes and others name ISO 22000, so confirm what your customer needs before you commit.

How is ISO 22000 certification linked to Ghana's accreditation service?

Not directly yet. The Ghana Accreditation Service is an Associate Member of Global ACI, and its stated priority areas are laboratory and clinical testing, so food safety certification bodies are normally accredited by bodies elsewhere. When you compare candidates, ask for the accreditation certificate, check that the scope names ISO 22000 and your food category, and read how audits are scheduled.
