In short

FSSC 22000 certification in Ghana at a glance

In Ghana, FSSC 22000 is asked for by buyers and schemes rather than required by law. The drivers below show where the pressure comes from.

FSSC 22000 matters in Ghana when a multinational retailer or brand owner makes it a condition of supply. Foundation FSSC owns the scheme and says it holds Global Food Safety Initiative recognition and Global ACI approval, so it can stand in for a customer's own audit. It sits on top of ISO 22000, with sector prerequisite programmes, food fraud controls and unannounced audits added. It is separate from the Food and Drugs Authority's registration and facility licensing under the Public Health Act, 2012, which no certificate replaces. Agro-processors and seafood exporters in Ghana Free Zones Authority zones, beverage makers and packaging suppliers are the likely candidates. Because the Ghana Accreditation Service is an Associate Member of Global ACI, the certification body will normally be accredited elsewhere. Gap assessment, prerequisite programmes and audit rehearsal are handled from Sterling's Lagos office, and the engagement includes Effivity and Sterling Academy.

The need

Who needs FSSC 22000 in Ghana, and what happens without it

In Ghana the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Food and beverage manufacturers supplying multinational retailers and brand ownersLarge buyers write a recognised food safety scheme into supplier approval, and FSSC 22000 is one they name.
  • Agro-processors and seafood exporters in free zonesThe Free Zones Authority lists agro-processing and seafood processing as priority areas, where export buyers audit against recognised schemes.
  • Food packaging manufacturersPackaging for food contact falls within the scheme's scope, and brand owners ask packaging suppliers for certification.
  • Manufacturers moving up from ISO 22000 or HACCPFSSC 22000 adds sector prerequisite programmes and scheme requirements to an ISO 22000 base.

Requirements

FSSC 22000 requirements in Ghana

Strip away the vocabulary and FSSC 22000 asks a company to prove six things about food safety to the level global buyers expect.

The ISO 22000 system is completeHazard analysis, operational controls, verification and management review meet ISO 22000 in full.
Your sector's prerequisites are metThe prerequisite programmes the scheme sets for your type of operation are implemented and maintained.
Deliberate contamination is guarded againstA food defence threat assessment identifies how product could be tampered with, and proportionate controls are in place.
Food fraud is anticipatedVulnerability to fraud such as substitution, dilution or mislabelling is assessed, and mitigation is built into purchasing and checks.
Scheme requirements are appliedAdditional requirements such as allergen management, environmental monitoring and labelling are applied where relevant.
Culture backs the systemLeadership sets food safety culture objectives, communicates them and checks that behaviour on the floor matches the policy.

In Ghana these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: FSSC 22000 explained →

Time

How long does FSSC 22000 certification take in Ghana?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Ghana these are the factors that set the timeline.

  • Gaps against the sector prerequisite programme requirements
  • Food fraud assessments and other scheme-specific requirements to build
  • Number of sites, lines and products in scope
  • Certification body scheduling and unannounced audit windows

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does FSSC 22000 certification cost in Ghana?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Ghana these factors move both.

  • Number of sites, lines and products in scope
  • Premises, equipment and monitoring upgrades
  • Certification body audit fees, quoted separately from consulting and scheme fees
  • Laboratory testing and environmental monitoring

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

FSSC 22000 consultants and certification bodies in Ghana

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers FSSC 22000 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Ghana are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive FSSC 22000 in Ghana (3)

    InstrumentHow it treats the standard
Foundation FSSC — scheme ownership and recognitionsScheme rule
Foundation FSSC states it owns FSSC 22000 and that the scheme holds recognition from the Global Food Safety Initiative and is Global ACI approved; it is a certification scheme, not a legal requirement.
Food and Drugs Authority — Public Health Act, 2012 (Act 851)Context
Product registration and facility licensing are separate legal steps that an FSSC 22000 certificate does not replace.
Ghana Accreditation Service (GHAS) and Global ACI membershipAccreditation
Global ACI lists the Ghana Accreditation Service as an Associate Member and not among its Full Members, so a certificate under the scheme will normally come from a body accredited in another economy.

Accreditation, audit language and remote audits in Ghana

Use a certification body accredited for FSSC 22000 by an accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA). Ghana's own accreditation body, the Ghana Accreditation Service, is listed by Global ACI as an Associate Member and not among its Full Members, so a certificate that carries recognition across the arrangements normally comes from a body accredited in another economy. FSSC 22000 certificates are issued by certification bodies licensed by the scheme owner, so ask each candidate to show its licence from Foundation FSSC as well as its accreditation. Ask each body for its accreditation certificate and check that the scope covers the standard and your sector. The accredited certification body decides, not Sterling. Audit language

English is the usual audit and document language; agree it with the certification body at application, and say early if interviews will run in a local language.

    Remote and on-site

Remote audit elements follow the scheme owner's rules and the certification body's discretion; production, storage and hygiene areas are visited on-site, and unannounced audits form part of the scheme.

FSSC 22000 in Ghana: questions clients ask

Does FSSC 22000 replace FDA registration in Ghana?

No. Registration and facility licensing by the Food and Drugs Authority are legal steps, while FSSC 22000 is a voluntary certification scheme owned by Foundation FSSC and issued by licensed certification bodies. A strong system helps with inspections and customer audits, but each legal duty still has to be met on its own. Confirm your registration and licensing position with the Authority.

What does FSSC 22000 add to ISO 22000?

It builds on ISO 22000 and adds sector prerequisite programme requirements and extra scheme rules, which the owner publishes and updates. Foundation FSSC says the scheme holds Global Food Safety Initiative recognition, which is why some brand owners name it. Check the current version of the scheme rules, since requirements such as food fraud controls and unannounced audits are scheme-specific.

Which Ghanaian food businesses are likely to need FSSC 22000?

Those whose customers write a recognised scheme into supplier approval: export-oriented agro-processors and seafood firms, beverage makers supplying multinational brands and food packaging suppliers. Nothing in the Free Zones Authority's priority-area listing makes it compulsory. Start by asking the customer which scheme it recognises, because many accept ISO 22000 or HACCP-based certificates instead.

How do I pick a certification body for FSSC 22000 in Ghana?

The Ghana Accreditation Service is an Associate Member of Global ACI and not a signatory, so the body is likely to be accredited elsewhere. Ask each candidate for its accreditation certificate and its licence from the scheme owner, check both cover your food category, and ask how it will staff and schedule the audits, including unannounced ones.
