FSSC 22000 certification in France at a glance
In France, FSSC 22000 is asked for by buyers and schemes rather than required by law. The drivers below show where the pressure comes from.
FSSC 22000 sits on top of a legal base that every French food business already shares: Regulation (EC) No 852/2004 requires operators to keep permanent procedures based on the HACCP principles. The Foundation FSSC describes its scheme as a complete certification scheme for food safety management systems, aligned with the ISO management-system approach and its Harmonized Structure, with additional requirements and scheme documents anyone can read before applying. Customers, not French law, decide whether a supplier needs it, so most producers start by asking their retail and food-group buyers which scheme they accept. Certificates come from FSSC-licensed and accredited certification bodies; Sterling does not certify. Sterling's Enschede office builds the food safety management system and prepares sites for clients in France, with Effivity and Sterling Academy included with the engagement.
Who needs FSSC 22000 in France, and what happens without it

- Ingredient and packaging suppliers to food producersCustomers extend food safety requirements along the chain.
- Producers already running HACCP and ISO 22000FSSC 22000 builds on the ISO management-system approach and adds scheme requirements.

Strip away the vocabulary and FSSC 22000 asks a company to prove six things about food safety to the level global buyers expect.
In France these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: FSSC 22000 explained →

How long does FSSC 22000 certification take in France?
There is no standard duration: it depends on your scope and on how much of the system already runs. In France these are the factors that set the timeline.
- Whether HACCP and prerequisite programmes are already in place
- Number of sites and product categories
- Food defence and food fraud controls to add
- Customer and scheme additional requirements
Sterling agrees a dated plan with you on the discovery call, once the scope is known.
How much does FSSC 22000 certification cost in France?
The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In France these factors move both.
- Number of sites and production lines
- Prerequisite programme upgrades
- Environmental monitoring and testing
- Certification-body audit effort
Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.
FSSC 22000 consultants and certification bodies in France
Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.
- Check that the body’s accreditation or approval covers FSSC 22000 and your sector, and that its certificates can be verified online.
- Ask the consultant how the local requirements in France are mapped into the same system, so nothing runs twice.
- Ask for client references in your sector; Sterling’s client letters are available on request.
- Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

FSSC 22000 in France: questions clients ask
Is FSSC 22000 mandatory in France?
No. The legal duty is HACCP: Regulation (EC) No 852/2004 requires food business operators to keep permanent procedures based on the HACCP principles. FSSC 22000 is a voluntary certification scheme that customers may ask for. Check your buyers' supplier requirements to see whether they name it, and whether another scheme would satisfy them.
What does FSSC 22000 add to a HACCP system?
A full management system and scheme requirements on top. The Foundation describes FSSC 22000 as a complete certification scheme for food safety management systems, aligned with the ISO management-system approach and Harmonized Structure, with additional requirements beyond the base standard. HACCP remains inside it, while the scheme adds the system, documentation and audit discipline.
Who certifies a French site to FSSC 22000?
A certification body, never Sterling. The Foundation says FSSC-licensed and accredited certification bodies audit organisations against the scheme documents, so ask the body for its FSSC licence and its accreditation scope. In France accreditation normally comes from Cofrac, the sole national accreditation body.
Do French retailers require FSSC 22000?
There is no general rule recorded that makes them do so. Each retailer or food group sets its own supplier approval criteria and may accept one of several recognised schemes. Ask your key customers in writing which scheme and which edition they want before committing to a certification route.
