In short

HACCP certification in France at a glance

Regulation (EC) No 852/2004, Article 5 requires HACCP for the organisations it covers. Most French buyers ask for it anyway.

HACCP is law before it is a certificate. Article 5 of Regulation (EC) No 852/2004 requires every food business operator to put in place, implement and maintain a permanent procedure or procedures based on the HACCP principles: identify the hazards, locate the critical control points and set critical limits at them, with monitoring and verification to follow. No single statutory HACCP certificate exists, so anything beyond the legal duty is voluntary, offered by certification bodies under private schemes and valued mainly by customers who want independent proof. Cofrac, the sole national accreditation body, accredits certification bodies, and its accreditation scope is the thing to check. Sterling does not certify. Sterling's Enschede office builds and validates HACCP plans for producers, caterers and distributors in France, with Effivity and Sterling Academy included with the engagement.

The need

Who needs HACCP in France, and what happens without it

For some organisations in France it is a legal requirement. For most, the question comes from a buyer, a regulator or a partner that wants proof before it signs. These are the organisations that get asked.

  • Food manufacturers and processorsEvery food business operator must keep permanent procedures based on the HACCP principles.
  • Caterers, restaurants and food retailersThe same duty applies wherever food is handled as a business.
  • Importers, packers and food distributorsThe duty covers operators across the chain, not only producers.
  • Suppliers asked for third-party HACCP auditsCustomers sometimes ask for a certificate or audit report beyond the legal duty.

HACCP requirements in France

Strip away the vocabulary and HACCP asks a food business to prove six things about how it controls food safety hazards.

A team knows the product and processA competent team has described each product, its intended use and a verified flow diagram of how it is made.
Hazards are analysedEvery significant hazard at each step is identified, and the measures that will control it are decided.
Critical control points have limitsThe steps where control is essential are identified, each with critical limits that separate safe from unsafe.
Monitoring and correction are routineEach critical point is monitored, and corrective action is defined in advance and taken whenever a limit is breached.
The plan is verifiedChecks confirm the plan works, from validating limits to reviewing records and reassessing when anything changes.
Records prove itDocuments and records show the plan was followed, ready for customers, auditors and food inspectors.

In France these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: HACCP explained →

Time

How long does HACCP certification take in France?

There is no standard duration: it depends on your scope and on how much of the system already runs. In France these are the factors that set the timeline.

  • Number of products and process lines
  • Existing prerequisite programmes
  • Hazard analysis and validation work
  • Size of the team to train

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does HACCP certification cost in France?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In France these factors move both.

  • Number of sites and product lines
  • Validation testing needs
  • Monitoring equipment
  • Audit effort if certification is sought

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

HACCP consultants and certification bodies in France

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers HACCP and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in France are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

    InstrumentHow it treats the standard
Regulation (EC) No 852/2004, Article 5 — HACCP proceduresRequires
Food business operators shall put in place, implement and maintain a permanent procedure or procedures based on the HACCP principles.

The principles include identifying hazards, identifying critical control points and establishing critical limits at those points, with further steps listed in the Regulation.

Accreditation, audit language and remote audits in France

There is no single statutory HACCP certificate. Certification, where offered, comes from certification bodies under private schemes; check the scheme and the body's accreditation scope with Cofrac, France's sole national accreditation body, and ask the customer which it accepts. Edition and transition details: HACCP hub →

    Audit language

French or English; HACCP plans, monitoring records and corrective-action logs are typically in French.

    Remote and on-site

Plan development and document review can be remote; verification of the plan needs on-site observation of the process.

HACCP in France: questions clients ask

    Is HACCP mandatory in France?

Yes, as a legal duty. Article 5 of Regulation (EC) No 852/2004 tells every food business operator to maintain permanent procedures built on the HACCP principles, and the wording reaches operators along the food chain, not only manufacturers. French inspectors, not a certificate, are the test. Check with the competent French authority if your activity is borderline.

What do the HACCP principles require?

The Regulation sets them out: identify the hazards that must be prevented, eliminated or reduced to acceptable levels; identify the critical control points where control is essential; and set critical limits at those points that separate acceptable from unacceptable. Further steps follow in the text. Read the full Article 5 to see monitoring, verification and record-keeping duties.

Is there a French HACCP certificate?

No single statutory HACCP certificate is recorded. The legal duty is to run HACCP-based procedures; certification, where offered, is voluntary and comes from certification bodies working under private schemes. Ask the customer or scheme owner what they accept, and check the body's accreditation scope with Cofrac.

Which accreditation matters for voluntary HACCP certification?

Cofrac, France's sole national accreditation body, accredits certification bodies, so ask the body for its accreditation certificate and look at the scope. A voluntary scheme may add its own approval rules for certification bodies. Because certification is not the legal duty, the customer's or scheme's wording on what it accepts should settle the choice.
