In short

FSSC 22000 certification in Egypt at a glance

In Egypt, FSSC 22000 is asked for by buyers and schemes rather than required by law. The drivers below show where the pressure comes from.

Retail chains and brand owners that supply Egypt's export and domestic markets often name the schemes they accept, and FSSC 22000 is frequently on the list. It builds on ISO 22000 with category prerequisites, food defence and food fraud controls. Global ACI shows the Egyptian Accreditation Council recognised for the scheme's parts since August 2024, although the entry is recent and the scheme sets its own rules for certification bodies. The National Food Safety Authority's registration of factories under Law No. 1 of 2017 remains a separate regulatory step. Packaging and ingredient producers, co-packers and exporters of processed food meet the same request from buyers. Sterling's Dubai office helps plants close the gap from ISO 22000 or HACCP to the scheme, including food defence and fraud assessments, with Effivity and Sterling Academy included with the engagement.

The need

Who needs FSSC 22000 in Egypt, and what happens without it

In Egypt the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Food and beverage manufacturers supplying retailers that require a benchmarked schemeMany multinational buyers accept only certain food safety schemes, and FSSC 22000 is one they commonly name.
  • Packaging and ingredient producersScheme versions exist for the food packaging and manufacturing chain, and customers push the requirement down.
  • Exporters of processed foodImporting buyers ask for a scheme certificate in addition to local registrations.
  • Plants already certified to ISO 22000The scheme builds on ISO 22000 with additional requirements, so existing systems carry over.
  • Co-packers and private-label producersBrand owners require their co-packers to hold the certificate they themselves are audited against.

Requirements

FSSC 22000 requirements in Egypt

Strip away the vocabulary and FSSC 22000 asks a company to prove six things about food safety to the level global buyers expect.

The ISO 22000 system is completeHazard analysis, operational controls, verification and management review meet ISO 22000 in full.
Your sector's prerequisites are metThe prerequisite programmes the scheme sets for your type of operation are implemented and maintained.
Deliberate contamination is guarded againstA food defence threat assessment identifies how product could be tampered with, and proportionate controls are in place.
Food fraud is anticipatedVulnerability to fraud such as substitution, dilution or mislabelling is assessed, and mitigation is built into purchasing and checks.
Scheme requirements are appliedAdditional requirements such as allergen management, environmental monitoring and labelling are applied where relevant.
Culture backs the systemLeadership sets food safety culture objectives, communicates them and checks that behaviour on the floor matches the policy.

In Egypt these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: FSSC 22000 explained →

Time

How long does FSSC 22000 certification take in Egypt?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Egypt these are the factors that set the timeline.

  • Sites, lines and products within the scheme category
  • Prerequisite programme gaps against scheme requirements
  • Food defence and food fraud assessments to add
  • Certification body scheduling around Ramadan production peaks

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does FSSC 22000 certification cost in Egypt?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Egypt these factors move both.

  • Number of sites, lines and products in scope
  • Premises, equipment and monitoring upgrades
  • Certification body audit fees, quoted separately from consulting
  • Laboratory testing and environmental monitoring

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

FSSC 22000 consultants and certification bodies in Egypt

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers FSSC 22000 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Egypt are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive FSSC 22000 in Egypt (3)

    InstrumentHow it treats the standard
Egyptian Accreditation Council (EGAC) recognition entriesMarket driver
Global ACI shows EGAC recognised for FSSC 22000 Scheme Part 2 and Parts 3 and 4 from 30 August 2024, alongside ISO 22000 from 25 October 2017; this is not a mandate.
National Food Safety Authority (NFSA) — Law No. 1 of 2017Does not replace
NFSA registers factories and other food establishments under Law No. 1 of 2017; a scheme certificate is voluntary and separate.
Egyptian Accreditation Council (EGAC) recognition entriesAccreditation
The same Global ACI entry shows FSSC 22000 scheme accreditation carries additional requirements for the accreditation body itself, so a certification body's authorisation under the scheme should be checked directly.

Accreditation, audit language and remote audits in Egypt

Use a certification body accredited for FSSC 22000 by the Egyptian Accreditation Council (EGAC) or by an accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA); check that the accreditation scope covers the standard and your sector. Global ACI lists EGAC as recognised for FSSC 22000 scheme parts from August 2024, a recent entry, and the scheme sets its own requirements for certification bodies, so ask the body to show both its accreditation and its authorisation under the scheme. The accredited certification body decides, not Sterling. Edition and transition details: FSSC 22000 hub →

    Audit language

Arabic is the official language and English is common in business; agree the audit language, any interpreter and the language of controlled documents with the certification body at application, and say early if shop-floor interviews will run in Arabic.

    Remote and on-site

Remote audit elements are at the certification body's discretion under scheme rules; production areas, storage and hygiene facilities are normally visited on-site, and some audits are unannounced.

FSSC 22000 in Egypt: questions clients ask

Is FSSC 22000 certification available through an Egyptian accredited body?

On the listing, yes. Global ACI shows the Egyptian Accreditation Council recognised for FSSC 22000 scheme parts from August 2024, a recent entry. The scheme also sets requirements for certification bodies, so ask any body to show its accreditation certificate and its authorisation under the scheme before you commit to an audit.

How does FSSC 22000 differ from ISO 22000?

FSSC 22000 is a certification scheme that uses ISO 22000 as its core and adds sector prerequisite standards and extra requirements such as food defence and food fraud controls. ISO 22000 alone may satisfy some customers but not those who require a benchmarked scheme. Ask each key buyer which one it accepts.

Does NFSA registration cover FSSC 22000?

No. NFSA registers factories and other food establishments as a regulatory step under Law No. 1 of 2017, while FSSC 22000 is a voluntary scheme certificate that customers request. Holding one does not remove the need for the other. Confirm current registration procedures for your product category with the Authority.

Can an Egyptian plant move from ISO 22000 to FSSC 22000 smoothly?

Usually, because the management system core is the same. The additions are prerequisite programmes for your food chain category, food defence, food fraud assessment and some scheme-specific controls. Check the gap early, since hygiene and facilities work takes longest and the certification body must also be authorised under the scheme.
