HACCP certification in Egypt at a glance
In Egypt, HACCP is asked for by buyers and schemes rather than required by law. The drivers below show where the pressure comes from.
Before any certificate, a food business in Egypt needs a plan for the hazards in its own process, and that plan is HACCP. The National Food Safety Authority, created by Law No. 1 of 2017, registers and controls factories, slaughterhouses, packing houses and fishery processors, and caterers and suppliers are asked by customers to show hazard analysis and monitoring records. HACCP is a method rather than an accredited scope: Global ACI lists the Egyptian Accreditation Council for ISO 22000 and for FSSC 22000 scheme parts, which are the usual routes to a certificate, so ask your buyer which evidence it accepts. The Codex Alimentarius guidelines are the common source of the principles. Sterling's Dubai office helps producers build flow diagrams, hazard analyses, critical limits and verification records, with Effivity and Sterling Academy included with the engagement.
Who needs HACCP in Egypt, and what happens without it
In Egypt the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.
- Small and mid-sized food producersA HACCP-based plan is the practical starting point for controlling hazards, and customers ask to see it.
- Slaughterhouses, packing houses and fishery processorsNFSA's site lists separate departments and registration routes for these activities, where hazard control is central.
- Caterers, hotels and institutional kitchensHotels and hospitals ask caterers for documented hazard analysis and monitoring records.
- Suppliers to retailers and food manufacturersLarger customers require documented HACCP from the suppliers feeding their plants.
- Plants preparing for ISO 22000 or FSSC 22000A working HACCP plan is the technical core those standards expect.

Take the HACCP readiness checkHACCP requirements in Egypt
Strip away the vocabulary and HACCP asks a food business to prove six things about how it controls food safety hazards.
In Egypt these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: HACCP explained →

How long does HACCP certification take in Egypt?
There is no standard duration: it depends on your scope and on how much of the system already runs. In Egypt these are the factors that set the timeline.
- Number of products, process flows and sites
- State of prerequisite programmes and hygiene zoning
- Monitoring and verification records to establish
- Scheduling around Ramadan production peaks
Sterling agrees a dated plan with you on the discovery call, once the scope is known.
How much does HACCP certification cost in Egypt?
The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Egypt these factors move both.
- Number of products and process steps analysed
- Monitoring, thermometers and metal detection equipment
- Laboratory testing for verification
- Fees of any third-party audit or later ISO 22000 certification
Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.
HACCP consultants and certification bodies in Egypt
Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.
- Check that the body’s accreditation or approval covers HACCP and your sector, and that its certificates can be verified online.
- Ask the consultant how the local requirements in Egypt are mapped into the same system, so nothing runs twice.
- Ask for client references in your sector; Sterling’s client letters are available on request.
- Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.
Laws and regulations that drive HACCP in Egypt (3)
| Instrument | How it treats the standard |
|---|---|
| National Food Safety Authority (NFSA) — Law No. 1 of 2017 | Regulator context NFSA is the single food safety authority created by Law No. 1 of 2017 and its site lists registration and control for factories, slaughterhouses, packing houses and fishery products; a HACCP plan supports those controls but is not shown as a condition here. |
| Egyptian Accreditation Council (EGAC) recognition entries | Accreditation Global ACI's entry for EGAC does not list HACCP as a scope of its own; the nearest accredited routes are ISO 22000 from 25 October 2017 and the FSSC 22000 scheme parts from 30 August 2024. |
| Codex Alimentarius information at EOS | Context EOS's menu lists a Codex Alimentarius Commission bulletin, the international food standards body whose guidelines are the usual source of the HACCP principles. |
Accreditation, audit language and remote audits in Egypt
A HACCP plan is a method rather than a certified management system. Where a buyer wants a certificate, it normally comes through a food safety standard such as ISO 22000 or the FSSC 22000 scheme, issued by an accredited certification body; Global ACI lists those, but not HACCP as a scope of its own, for the Egyptian Accreditation Council. Some customers accept a third-party HACCP audit report instead, so ask which they mean. The accredited certification body or the customer decides, not Sterling. Edition and transition details: HACCP hub →
Audit language
Arabic is the official language and English is common in business; agree the audit language, any interpreter and the language of controlled documents with the certification body at application, and say early if shop-floor interviews will run in Arabic.
Remote and on-site
Hazard analysis and critical control point reviews need the production line walked on-site; plan documents, monitoring and verification records can be prepared and reviewed remotely.
HACCP in Egypt: questions clients ask
Can an Egyptian food business get a HACCP certificate?
HACCP itself is a method, so the certificate usually comes through ISO 22000 or the FSSC 22000 scheme, which include its principles. Some buyers accept a third-party HACCP audit report instead. Ask your customer which they require, and check that any body issuing a certificate holds accreditation for the standard concerned.
Does NFSA require a HACCP plan?
The Authority's English pages list registration and control routes for factories, slaughterhouses, packing houses and fishery products, but do not present a HACCP plan as a standalone condition. A plan supports the controls inspectors expect. Ask NFSA what documentation your category must hold, and confirm any product-specific rules with it.
Where do the HACCP principles come from?
They derive from Codex Alimentarius guidelines on food hygiene, which international and national food bodies use. EOS's site lists a Codex bulletin among its information services. The seven principles are the same everywhere: hazard analysis, critical control points, limits, monitoring, corrective action, verification and records. Your plan applies them to your own process.
How long does a HACCP plan stay valid?
Only as long as the process, products and equipment stay as analysed. A new product, a changed line or a different supplier means reviewing the hazard analysis, and verification records should show the plan is working between reviews. Auditors and customers check the dates on reviews and the evidence behind them, not just the plan's existence.
